Improving safety with speed limits for neighbourhood bikeways

May 29, 2024 - 11:30am

TC24-5153
May 29, 2024 - 11:30 am

The City of Saskatoon is implementing 30 km/h speed limits on select neighbourhood bikeways this summer, as part of an ongoing commitment to improving road safety and comfort for all users.

A new policy pertaining to reduced speed limits for neighbourhood bikeways was approved by City Council in December 2023.

“This change aims to enhance safety and create a more comfortable environment for cyclists, pedestrians and drivers,” says Jay Magus, Director of Transportation. “Neighbourhood bikeways are designed for streets with lower vehicle volumes and speeds, promoting safer shared road use."

Two neighbourhood bikeways will have reduced speed limits implemented this summer: 23rd Street West between Vancouver Avenue North and Avenue C North, Avenue I between the north and south legs of 23rd Street West, and 14th Street East between Saskatchewan Crescent East and Cumberland Avenue.

The traffic bylaw was amended in February of 2024 for these two neighbourhood bikeways.

The 14th Street Neighbourhood Bikeway was identified in the Active Transportation Plan and connects the Meewasin Trail to several residential neighbourhoods, as far east as College Park. The 23rd Street Neighbourhood Bikeway, established as a priority cycling route in 2011, offers a connection for cyclists traveling between downtown and Blairmore.

Signage for these two neighbourhood bikeways is being installed and the reduced posted speed limit of 30 km/h will be in effect on July 5, 2024. Signage for future neighbourhood bikeways will be installed after traffic calming measures are constructed.

The City understands that these changes can be challenging, but they are part of the broader efforts to enhance safety and make Saskatoon more livable for everyone. For more information on neighbourhood bikeways visit saskatoon.ca/bikewayspeedlimits.

City celebrates Urban Reserve partnerships with First Nations at special meeting and Flag Ceremony

May 29, 2024 - 9:30am

MO24-5155
May 29, 2024 - 9:30 am

The City of Saskatoon celebrated its partnerships with eight First Nations at a special meeting and Flag Ceremony this morning. There are 10 Urban Reserves within Saskatoon’s boundaries. The first Urban Reserve and Municipal Servicing Agreement was signed in 1988 with Muskeg Lake Cree Nation, and the most recent one was signed in 2023 with Lac La Ronge Indian Band.

Other First Nations with Urban Reserves in Saskatoon are: Kahkewistahaw First Nation; One Arrow First Nation; Red Pheasant Cree Nation; Thunderchild First Nation; Yellow Quill First Nation; and Pelican Lake First Nation.

Urban Reserves benefit both First Nations and the City in creating opportunities in economic growth, offering employment opportunities, strengthening partnerships, and fulfilling Treaty Land Entitlements. These investments help create prosperity for everyone and are a model of good partnership and cooperation.

The Flag installation ceremony occurred at the start of this month’s City Council meeting to recognize the distinct order of First Nations and Métis governments through the Treaty 6 Flag and the Métis Flag. First Nations with urban reserves, additional First Nations represented by the Saskatoon Tribal Council, and Métis Nation-Saskatchewan Western Region 2A along with Locals in Saskatoon participated in the Flag ceremony.

Métis Nation-Saskatchewan Western Region 2A Locals in Saskatoon are Central Urban Métis Federation Local #165, Victoria Racette Local IIA, Saskatoon Métis Local # 126, and Gabriel Dumont Local #11. The additional First Nations represented by the Saskatoon Tribal Council recognized at the Flag ceremony are: Kinistin Saulteaux Nation; Mistawasis Nêhiyawak ; Muskoday First Nation; and Whitecap Dakota First Nation.

About Urban Reserves and Treaty Land Entitlement

Treaty Land Entitlement (TLE) is a process used by the Federal and Provincial governments to resolve outstanding obligations to First Nations who did not receive all of the Reserve land to which they were entitled under Treaty. TLE has enabled First Nations to purchase land and transfer it to Reserve status. The City of Saskatoon welcomes these investments in the city and the region, which support the economic, environmental, social, and cultural well-being of the entire community. Before an urban Reserve is created, the City of Saskatoon and the First Nation sign agreements that cover commitments to work together, municipal services, fees for services, and compatible standards for development.

For more information on the First Nations who have land holdings or reserves within the City of Saskatoon and region, go to www.saskatoon.ca/business-development/planning/programs-projects/urban-reserves-treaty-land-entitlement

Upgrades and reminders for Saskatoon's Dog Parks

May 28, 2024 - 10:00am

CY24-5150
May 28, 2024 - 10:00 am

As the weather gets warmer, many are looking for opportunities to get outside and the City’s Dog Parks are a great place for dogs and owners to get exercise and socialize. The City currently operates 13 dog parks at various locations throughout Saskatoon. Each Dog Park has unique natural and manmade amenities that provide different experiences for dogs and their owners to enjoy. From small urban parks such as Pierre Radisson and Caswell to large rural spaces like Chief Whitecap and Hampton Village and even dedicated spaces for small dogs at Hyde and Charlottetown, there are a variety of off-leash spaces available to explore.

In 2023, the Animal Services team completed a number of Dog Park upgrades including adding the two Dog Parks dedicated for small dogs, installing concrete pads at the entrances to 8 Dog Parks to prevent soil erosion and posting new signage reminding users to be responsible pet owners when visiting off-leash areas.

For 2024, new shared pathway signs and pathway markings will be installed this spring at Silverwood Dog Park. Silverwood Dog Park features an asphalt pathway that is shared by pedestrians, cyclists, dogs and their owners. Markings down the middle of the pathway will separate traffic flow, providing a split roadway for users to travel though the park space. The Animal Services team would like to remind park users to share the pathway, follow the markings and posted signs, be aware of your surroundings and travel at a slow speed when cycling through this shared space.

Dog owners are reminded of their responsibilities when enjoying off-leash time with their pet. Here are some reminders for a safe and successful off-leash experience:

  • All dogs must have a valid Pet License.
  • Bring a leash. Use when entering and exiting the Dog Park.
  • Keep your dog in sight and under control. Off-leash doesn’t mean unattended.
  • Pick up your dog’s poop and drop it in available waste containers.
  • Be prepared! Attend a free Behaviour Awareness Training session held throughout the summer at Dog Parks to learn basic training tips, recognizing and understanding dog behaviour, how to have a more PAWsitive off-leash experience with your dog and more. Dates will be announced online.

Most importantly, have fun! When dogs and owners play by the rules, everyone has a good time. If you have concerns regarding nuisance behaviour of a dog while at the Dog Park, contact the Saskatoon Animal Control Agency at 306-385-PETS.

For more information on Dog Parks, visit saskatoon.ca/dogparks.

City’s latest Flood Control Strategy project getting underway in Brevoort Park neighbourhood

May 22, 2024 - 10:00am

UE24-5076
May 22, 2024 - 10:00 am

Construction is getting underway on the City of Saskatoon’s (City) fourth Flood Control Strategy (FCS) project. Once operational in 2025, flooding during intense summer storms will be mitigated around Early Drive and Tucker Crescent in the Brevoort Park neighbourhood.

“This project includes new storm sewer pipes and underground storm water storage,” says Russ Munro, Director of Saskatoon Water. “Rainwater that typically pools and floods area properties during intense summer storms, will now flow into underground storage tanks that are being installed in Brevoort Park South.”

The storage tanks will temporarily hold the water which will slowly drain through the storm sewer system to the South Saskatchewan River. The project will also include new landscaping once the tanks are installed. Most of Brevoort Park South is fenced off and will remain closed for several months following construction to give the new sod and trees adequate time to establish.

The FCS was approved by City Council in 2018. The Government of Canada is contributing 40% of the eligible construction costs up to a maximum of $21.6 million toward all nine FCS projects. The City is funding the remaining construction costs through the Storm Water Utility Capital Program and revenue generated from Storm Water Utility charges.

FCS projects to date include the W.W. Ashley District dry storm pond, which opened in 2022, and the Churchill Park dry storm pond completed in 2023. Five more FCS projects will be built in Saskatoon’s most flood-prone neighbourhoods over the next three years.

For more information about the FCS and future project locations, visit saskatoon.ca/floodplan.

Cart swaps in full swing; reminder to check your schedule.

May 21, 2024 - 10:30am

UE24-5135
May 21, 2024 - 10:30 am

The City is pleased to report that its first round of cart swaps is ahead of schedule, with nearly 11,000 smaller black carts already changed out city-wide. With initial cart swaps now complete in 40 neighbourhoods and counting, we are asking households that have requested a smaller cart, but have not yet received it, to review the online calendar, as the schedule has changed considerably.

If you missed your initial cart swap, the City’s contracted vendor will be returning prior to  June 15 to attempt a second swap. The vendor will be attempting additional swaps in the first two weeks of June and dates specific to neighbourhoods will not be listed online. Make sure to roll out your existing cart on each garbage collection day before 7 a.m. and leave it out until 6 p.m. until the cart swap window closes on June 15. Existing carts must be left at their collection location (front street or back lane, depending on your address) to be emptied. The smaller cart will not be delivered unless your existing cart is retrieved. If you miss the follow-up cart swap attempts, you will need to resubmit your request during the next intake period and will continue to be charged your existing cart rate.

Requests for the second round of cart swaps will begin on July 8, 2024 for those considering a smaller cart or who need to resubmit their request.

Visit saskatoon.ca/cartswap for all the details and to see when your neighbourhood is getting swapped. To learn more about the Black Cart program, visit saskatoon.ca/blackcart or call Customer Care at 306-975-2476.

City steps up efforts to repair potholes this spring

May 17, 2024 - 3:15pm

TC24-5137
May 17, 2024 - 3:15 pm

With the late spring freeze and thaw we've had, and the increase in potholes, City crews are now attacking the bumpy roads with round-the-clock repairs.  There have already been more potholes reported this year than in the entire season in recent years.

While City crews have been out repairing potholes since the snow melted, rain has occasionally delayed these efforts. However, crews have been on the streets day and night, seven days a week. Crews are working to repair potholes throughout the city and are committed to this aggressive approach to fixing potholes and maintaining safe roadways for all residents.

Residents are encouraged to continue reporting potholes to the Customer Care Centre at 306-975-2476 and on the Report a Pothole Map, where you can view reported and completed potholes.

Potholes that may cause injury or vehicle damage are considered an emergency. They are marked as High Priority on the Report a Pothole Map and will be addressed within 24 to 72 hours, weather permitting. Lower priority potholes will be repaired next to maintain the road network's longevity while prioritizing resident safety.

Remember to reduce speed and watch for crews for everyone's safety. For more information about potholes and utility cut repairs, visit saskatoon.ca/potholes.

City releases 2023 Report on Service, Savings, Sustainability (SSS)

May 16, 2024 - 3:30pm

ST24-5131
May 16, 2024 - 3:30 pm

The City has released its 2023 Report on Service, Savings, Sustainability (SSS). The SSS Report has been released annually since 2005 when City Council directed Administration to prepare a report annually on efficiencies implemented in the previous year. The report highlights the ways the City’s business lines teams worked together in the preceding year to:

  • capture savings
  • enhance services for residents, and
  • make improvements in the area of sustainability

“This type of report is not one that is done in many other municipalities,” says Celene Anger, the City’s Chief Strategy and Transformation Officer. “This year’s report includes more than 130 stories from business areas across the City which feature ways we have both improved and streamlined services without compromising quality.”

The report identifies $4.35 million in total savings. These savings were realized through cost avoidance, cost reductions, and time savings.

The 2023 SSS Report is available at saskatoon.ca/SSSreport. As well, you will also find a video on this webpage that provides a preview of the full report, highlighting four of the stories featured in 2023

Reminder: Permits Required for Park Access

May 14, 2024 - 1:00pm

CY24-5126
May 14, 2024 - 1:00 pm

Spring is a busy time of year for projects in the yard, garden, and around the home.  Contractors and homeowners with a property adjacent to a park may wish to use the park as an access point for deliveries, equipment and/or vehicles related to their projects.

The City would like to remind contractors and homeowners about the importance of gaining approval prior to using the park space, park linkage, greenspace or bufferstrips as an access point for deliveries, equipment and/or vehicles to ensure the safety and enjoyment of these spaces for everyone.

To obtain a permit, contractors and homeowners are required to:

  • Complete the Request Access to a Park online form at saskatoon.ca/parkaccess;
  • Complete the Request City Utility Line Locate online form at Locating Underground Utilities;  or
  • Call Parks Customer Service at 306-975-3300.

Permit applications should be submitted at least one week prior to the date required.

Once the permit has been issued, the permit holder is responsible for:

  • Repairing any damage to City property at the homeowner's/contractor’s expense.
  • Removing all litter/debris after the project is complete.
  • Expenses incurred by the City to repair damage.
  • Adhering to any restrictions set forth in the approval process, including limitations for vehicle access when the turf is wet.
  • Accepting liability for any injury to the public, and for damages to public property.
  • Contacting the Parks Division after the work is complete for an inspection and to close the permit.

For more information, or to request a Park Access Permit for your project, call 306‑975‑3300 or visit saskatoon.ca/parkaccess.

Test of notifynow alert planned for Thursday, May 16

May 14, 2024 - 9:00am

FI24-5117
May 14, 2024 - 9:00 am

Saskatoon Emergency Management Operations (EMO) will conduct a scheduled notifynow test on Thursday, May 16, 2024, after 11:30 a.m. The message will specifically indicate that it is a test and does not require any action from the public.

The City of Saskatoon’s public safety alert program, notifynow, is used to notify the public in real-time of a safety situation where they need to take action. Alerts are issued when there is an impending, escalating, or occurring emergency in the city and immediate action needs to be taken. The system uses listed phone numbers and associated addresses from the public White Pages to send out alerts. Residents can also sign up to notifynow to receive a message via their preferred communication method.

Upon registration, subscribers can opt to receive alerts by:

  • SMS text message
  • Voice call to a landline
  • Voice call to a cell phone
  • Email

Subscribers can choose any, or all, of these communication methods.

Residents are strongly encouraged to create an account and provide accurate contact information to successfully receive messages. It is important for residents to review and update their notifynow profiles regularly to make sure phone numbers and addresses are current.

Testing of the notifynow system provides EMO the opportunity to:

  • Raise public awareness about the system so that residents of Saskatoon can be equipped and ready for potential emergencies
  • Confirm the notifynow system performs effectively
  • Practice sending alerts to the public and assess public safety alert procedures

If subscribers notice the notifynow alert is not performing as expected, residents are encouraged to contact EMO immediately with details at emo@saskatoon.ca.

EMO regularly conducts two annual test alerts: one occurring in the spring and the other closer to the end of the year.

For additional information about Saskatoon’s alert system, visit saskatoon.ca/notifynow.

Repairs to the wooden pedestrian bridge that provides access to Gabriel Dumont Park from Saskatchewan Crescent West have been delayed due to longer than expected shipping times for necessary structural components. The components are expected to arrive the end of May and the repair work will be completed soon after. The bridge is estimated to open approximately June 7, barring any additional unforeseen delays.

On April 11, the Saskatoon Fire Department responded to a report of a fire in Gabriel Dumont Park and found the walkway structure in flames. Following the bridge assessment, the building engineer concluded that the fire had concentrated at the east end of the bridge. Fortunately, the fire did not significantly affect the bridge's structural capacity, and the assessment concluded the walkway bridge does not need to be replaced. Repairs to the bridge include replacement of approximately 7.5m of floorboards, railings -- including posts -- and the centre wood stringer.

Pedestrians are asked to avoid the area and follow signage directing them to use an alternate route until the walkway is reopened.

Zoo welcomes baby ring-tailed lemur

May 10, 2024 - 10:00am

CY24- 5100
May 10, 2024 - 10:00 am

The Saskatoon Forestry Farm Park & Zoo (Zoo) family grew by one this week, with the birth of a healthy ring-tailed lemur.

“Mom Lucy is doing great, and the baby is exhibiting all of the major milestones we hope to see,” says Jeff Mitchell, Zoo Manager. “We have not yet identified if it’s a boy or girl because we are allowing time for mom and baby to bond and will be selecting a name in the coming weeks.”

Infant ring-tailed lemurs will cling to their mother’s belly for the first few weeks before moving to a more jockey-style hold on mom’s back. Mom will introduce solid foods after about two weeks with full weaning at five to six months of age. Lucy will be keeping a close eye on her baby as it will begin to explore the habitat and become increasingly independent after a month. Lucy will be celebrating her first Mother’s Day this weekend as this is the first ring-tailed lemur born to mom Lucy and dad Ringo following their arrival at the Zoo last year.

Ring-tailed lemurs are native to southwestern Madagascar and are classified as endangered. Lemurs are considered the most endangered mammal group in the world and their populations are managed through Species Survival Plan Programs led by expert advisors who cooperatively work together to maximize genetic diversity and appropriately manage the demographic distribution and long-term sustainability of the species.

The ring-tailed lemur family is located in the Small Mammal House at the Zoo. The Zoo is open daily from 9:00 a.m. to 5:00 p.m. Visit saskatoon.ca/zoo to plan your next visit or learn more about the Zoo Season Pass.
