Get Ready for Your New Black Cart
You are one step closer to diverting more waste! If you submitted a cart swap request before Monday, September 9 , your new smaller black garbage cart will be delivered soon. As for your old cart? Not to worry! It will be washed and put back into our inventory.
When will I receive my new cart?
Smaller black carts will be delivered September 16 through October 11. Cart swaps will correspond with your regularly scheduled garbage collection day.
What do I need to do?
- Roll out your existing cart on each garbage collection day before 7 a.m.
- Once your garbage has been collected, leave your existing cart accessible (i.e. curbside, driveway, back lane) for 48 hours.
- If your cart is not swapped at your first collection date listed below, the vendor will return at the second collection date.
What you need to know about your cart swap
- The delivery schedule below matches the collection calendar. Your cart swap coincides with your regular black cart collection dates.
- Make sure to roll out your existing cart on each garbage collection day and leave it out for 48 hours during the cart swap window (September 16 to October 11) to be swapped the day of and the day after collection.
- Existing carts must be left at their collection location (front street or back lane, depending on your address) to be emptied and retrieved.
- The smaller cart will not be delivered unless your existing cart is retrieved.
- Once your smaller cart has been delivered, it’s yours to use! Return it to where you normally store your cart. Visit saskatoon.ca/cartcare for more information.

What happens if I don’t roll out my cart on my collection day(s)?
If your black cart was not rolled out before 7 a.m. on your collection day(s) and you missed your initial swap, a second swap attempt may occur in October.
If you did not receive your smaller cart by October 31 and would still like to change your cart size, you will be required to submit a new cart swap request through My Utility Account or by calling a Corporate Revenue Customer Service Representative at 306-975-2400.
What if my cart swap is missed?
If you don't roll your cart out on your swap collection day(s) and miss the follow-up attempt, you will need to resubmit your request after October 31. You will continue to be charged your existing cart rate.

When does my new utility rate based on cart size start?
Utility rates based on black cart size will be phased in as the cart swaps are completed city-wide for the second phase of deployment. It may take at least 2 weeks to see an update on your utility account.
The new rates will appear on utility bills by November 15.The rates are approximately as follows: small (120 L) cart - $3.73, medium (240 L) - $7.05 and large (360 L) - $10.58. If the new cart has not been delivered, can I change the size on my request?
No further changes can be made to your cart swap request. For questions on changing your carts please call Corporate Revenue Customer Service at 306-975-2400.
What happens to the larger/old carts after they are swapped?
Existing black carts are kept in the field unless residents request a smaller size. When a smaller cart is requested, a new cart will be deployed, the old cart retrieved, cleaned and put it into inventory for future use if it is still in good condition. This inventory from retrieved carts will help to reduce the need for future purchases of the large carts for those choosing to maintain the current size cart.
Why was my small cart not fully tipped?
We encourage residents to try the small cart for a couple collections to see what works. Adjusting to your smaller cart may take some time.
The small cart is designed for 2-3 45L kitchen garbage bags. If materials are packed too tightly in the cart, they will not fall out of the cart during pickup. Please do not overfill, wedge or overpack the waste into the carts. If possible, store materials until next collection date.
Tips: Cut up large materials like furnace filters, use small kitchen bags and look at what materials can go into your blue and green cart.
Help! The lid on my cart is warped and will not close. Can I exchange it?
The smaller black carts have been stacked and stored outdoors in anticipation of program launch. Because of this, the lids can become warped and not close properly. After your cart sits outside in warmer weather, the plastic will settle and the cart will close fully. Carts cannot be exchanged at this time.
What if my new cart is too small and I want to change to a larger one?
If you've received a new small cart and find that it's too small for your household, please contact Corporate Revenue at 306-975-2400.
Will the trucks be able to pick up the smaller carts?
The existing trucks were modified in-house to pick up the smaller carts. The City conducted testing with various cart sizes to determine the extent of retrofits required to the collection trucks’ mechanical (pincher) arms. Only minor modifications to the existing arms were required to collect the three different cart sizes, which City staff were able to complete.
How can I prevent my small cart from tipping over?
The carts are designed to withstand strong winds (65 km/hr) when placed on a flat level surface. Place the carts on flat level ground to prevent tipping, not on a raised platform or curb. Please make sure that all garbage is bagged in the event of exceptionally strong winds. Make sure you roll in your cart and return to your property after your collection and store appropriately.
