A CHILD’S SAFETY IS WORTH MORE THAN 12 SECONDS: SLOW DOWN IN SCHOOL ZONES

September 3, 2014 - 12:00pm

TU14-387

As school children return to the classroom this week, the City of Saskatoon is reminding drivers to slow to 30 kilometres per hour in school zones.

“Twelve seconds is all the additional time it takes to drive through a school zone at 30 kilometres per hour instead of 50,” says Jay Magus, Engineering Manager, Transportation. “The speed limit is designed to give drivers time to react and brake in an emergency; those 12 seconds could prevent a collision or fatality.”

The 30 km/h speed limit is in effect 8:00 a.m. to 5:00 p.m., Monday to Friday, September 1 to June 30 including statutory holidays and school breaks.

The penalty for speeding in a school zone is a fine starting at $192 and demerit points. In 2013, 387 drivers were fined for speeding through school zones; there were a total of 95 collisions or incidents in school zones which resulted in 14 injuries.

“Many of us feel rushed on our commutes, particularly in the mornings, but everyone can spare 12 seconds,” says Magus. “It’s important to plan ahead and allow extra time to get where you’re going.”

As well as the reduced speed limit, school zones have the following regulations to ensure the safety of children:

- U-turns are prohibited (new in 2013)
- Parking is allowed in designated areas only
- Stopping or parking is not allowed in a school bus loading zone

The City is continuously looking to improve safety in school zones. This year, a new school zone is in place on 20th Street West between Avenue M and Avenue O which is an extension of the existing zone near St. Mary’s Wellness and Education Centre.

Also new this school year, a pilot project to install flashing lights in school zones on high traffic streets will be expanded to include 33rd Street West adjacent to École Henry Kelsey School. The pilot project began in June with the installation of flashing lights in the school zone on Clarence Avenue.

For more information visit saskatoon.ca.and click on “S” for School Zones.

TRIBUTE TO YOUTH SCULPTURE TEMPORARILY REMOVED FOR MAINTENANCE

September 1, 2014 - 12:00pm

CY14-184

The City of Saskatoon (City) oversees the care and maintenance of a civic permanent public art collection that consists of 38 outdoor sculptures.  As part of this responsibility, the City keeps a detailed maintenance and conservation record of each one of the pieces.

The sculpture, Tribute to Youth, located in Kiwanis Park at Spadina Crescent and 23rd Street, has been temporarily removed to allow for restoration work of the stone and tile base, as well as on its lights.  The repairs will be completed by the end of September, at which time the sculpture will be re-installed.

Tribute to Youth, featuring five children forming a sphere, was sculpted by the renowned Saskatchewan artist, the late Bill Epp.  It was unveiled in 1989 to commemorate the 1989 Jeux Canada Games.

SCHOOL ZONE SPEED LIMITS IN EFFECT MONDAY, SEPTEMBER 1, 2014

August 29, 2014 - 12:00pm

TU14-383

Drivers are reminded that reduced speed limits in elementary and secondary school zones will be in effect starting on Monday, September 1, 2014.  The maximum speed limit in school zones is 30 kilometres per hour (km/h) from 8:00 a.m. to 5:00 p.m., Monday to Friday, September 1 to June 30.  No exceptions are made for statutory holidays or school breaks.

The 30 km/h maximum speed limit is designed to give drivers more time to react and brake in an emergency – such as when a child runs out unexpectedly onto the street. It is estimated that it only adds 12 seconds to your trip by slowing to 30 km/h through a school zones.  Twelve seconds that could avoid a tragedy.

The penalty for speeding in a school zone is the same as any other speeding offence: a fine and SGI demerit points.  For more information, visit Speed in School Zones at saskatoon.ca.

SASKATOON TRANSIT FACING SERVICE DISRUPTIONS

August 28, 2014 - 12:00pm

For Release: August 29, 2014

Saskatoon Transit will not have sufficient buses available to run full transit service starting on Tuesday, September 2, 2014. There is a backlog of maintenance on our fleet which prevents us from running all services.

“Transit is doing everything possible to minimize the impact to customers”, says Bob Howe, Director of Saskatoon Transit “We are not operating in normal circumstances and the backlog is caused by a number of factors.”

“We are working hard to find solutions to address the backlog of buses which need maintenance”, Howe says. “We have sent out as many buses for repair to the private sector as we can. We have also been attempting to hire qualified mechanics to maintain our fleet”.

“It has been extremely difficult to attract mechanics to Saskatoon Transit. We have been advertising for vacant journeyman mechanics; however, in a highly competitive market it is difficult to recruit when still advertising 2012 wage rates”, Howe says.  Although the City has offered a 10% wage increase these rates cannot be advertised until there is a new collective agreement.  We have been in an environment of labour uncertainty for the last number of months which has proven to be challenging.

At this time, all regular routes and Dart routes will still be operating. It is primarily the service upgrades we offer such as High School Specials, Direct services, and those extra buses to accommodate the large number of transit users on popular routes, during peak times.  We are regrettably not able to provide all of these services given the backlog of buses needing maintenance.

“In all situations where transit is being suspended, there are still other route options for getting to your destination,” Howe says.

There are a number of ways available for residents to find alternate bus routes:

  • Transit Click & Go - Visit www.saskatoon.ca and search for route options using Transit Click & Go.
  • Phone & Go – Call 306-975-7500 to access Phone & Go, a trip planning service available 24 hours a day, seven days a week.  By following phone prompts, you can plan your transit trip using the most up-to-date information, or find the next buses servicing a stop.
  • Customer Service Representative – Call 306-975-3100 to speak with a Customer Service Representative or visit our Saskatoon Transit Customer Centre, located at the Downtown Terminal on 23rd Street. Visit www.saskatoon.ca for hours of operation.

The following services will be suspended or delayed effective Tuesday, September 2:

  • All High School Specials (with exception of College Park to St. Joseph) will be suspended
  • All Downtown Direct and University Direct services will be suspended
  • Extra buses during peak travel times for popular transit routes will be suspended  (e.g. Route 80 – Kenderdine/City Centre)

The implementation of new routes will be delayed:

  • Route 26 (Clarence/University)
  • Express Routes for Parkridge, Willowgrove and Kenderdine Express

The following services will be running on Tuesday, September 2:

  • All regular routes
  • All Dart routes
  • College Park to St. Joseph High School Special
  • Caswell School Special

The following new temporary services will be provided starting Tuesday, September 2:

  • Shuttle buses from Centre Mall to Holy Cross and Walter Murray Collegiate.
  • Shuttle buses from Confederation Terminal to Bethlehem & Tommy Douglas Collegiate.

“All routes are anticipated to experience increased usage,” Howe says. “We encourage transit users to consider adjusting their trip times, if possible, to avoid peak morning and afternoon trip times.”

To find out if your routes are affected or to plan an alternate route please visit our website at www.saskatoon.ca, use our 24-hour automated Phone & Go service or call a Customer Service Representative.

We will continue to provide service updates as soon as we have the fleet able to meet our enhanced service level beyond our core operations.

The City of Saskatoon apologizes for any inconvenience this may cause.

FIREWORKS REGULATIONS FOR LABOUR DAY

August 28, 2014 - 12:00pm

FR14-124
For Release: Friday, August 29, 2014

Saskatoon Fire Department reminds the residents of Saskatoon that on Labour Day low-hazard fireworks can only be detonated on private property between the hours of dusk to 11:00pm.

Low-hazard or family fireworks are designed for public recreational use and include some roman candles, sparklers, fountains, wheels, volcanoes, mines and snakes that do not travel above 18m (60ft.). High-hazard fireworks are designed for professionals and can only be purchased by persons holding a valid Fireworks Supervisor – Level I or Level II card issued by Natural Resources Canada.

Before setting off fireworks on your private property choose your location wisely and carefully follow all of the instructions on the fireworks. You will need a wide clear site with no overhead obstructions. For example, a roman candle needs an area of about 30m (100ft) by 30m (100ft) with enough room for spectators around the perimeter. Keep in mind that you are responsible for any debris that may land on your spectators or another person’s property.

After dusk, when you are ready to fire, make sure that it is not windy, that everyone under 18 is supervised by an adult and that you always carefully light the fuse at its tip. Other than sparklers, never light or hold a lit firework in your hand.

Wait at least 30 minutes for the fireworks to cool before beginning the clean-up process. It is safest to dispose of used fireworks and debris in a pail of water. Never try to relight or fix the fuse on fireworks that didn’t ignite.

Detonating low-hazard fireworks outside of the specified timeframe or on public property is prohibited in the Fire and Protective Services Bylaw No. 7990. Please report unauthorized use or discharge of fireworks to the Saskatoon Fire Department by calling 306-975-3030Image removed..

Persons wanting to have a fireworks display that includes high-hazard fireworks, detonating low-hazard fireworks on public property, or any fireworks display outside of the designated times, must first obtain a Fireworks Permit. For information on Fireworks Permits, please contact the Marshal at 306-975-2520Image removed. or visit www.saskatoon.ca.

WINTERIZATION OF PARK IRRIGATION SYSTEMS BEGINS TUESDAY, SEPTEMBER 2, 2014

August 28, 2014 - 12:00pm

CY14-183

Starting Tuesday, September 2, 2014, City of Saskatoon (City) crews will begin annual winterization of the 409 irrigation systems in Saskatoon parks.  Winterization is an important maintenance procedure to help ensure the longevity of the City’s irrigation infrastructure.

Irrigation system winterization involves the use of large compressors that force air through the irrigation pipes, removing any residual water so it will not freeze in the pipes.  The City follows all Occupational Health & Safety regulations, and requests that the public respect and follow all signage at worksites.  The force of the air through the pipes shoots out water from the sprinkler heads at a high pressure and may pick up debris during this process.

To ensure public safety, residents are asked to please stay clear of all sprinkler heads and related winterization equipment during maintenance.

The winterization process is expected to take six weeks.

PRUNING BAN FOR ELM TREES ENDS SUNDAY, AUGUST 31, 2014

August 27, 2014 - 12:00pm

CY14-181

The provincial ban on pruning elm trees ends Sunday, August 31, 2014.  The ban was in place to ensure that elm bark beetles, which transmit Dutch Elm Disease (DED), were not attracted to trees freshly pruned throughout the summer months when the beetles were most active.

The provincial DED regulations also restrict elm storage because elm wood, especially firewood, is habitat for the elm bark beetle.  At any time of year, elm branches, logs, and firewood must be taken to the nearest approved disposal site.  In Saskatoon, the landfill is the only site approved for elm disposal.  Movement of infected firewood is the most likely way that DED would be brought into Saskatoon.

Saskatoon does not have DED and the City of Saskatoon thanks all citizens for their support in preventing our city’s 25,000 boulevard and park elm trees from the disease.

For more information, visit www.saskatoon.ca (under “D” for Dutch Elm Disease).

CITY INVESTS $10.6 MILLION UPGRADING WATER & SEWER INFRASTRUCTURE

August 27, 2014 - 12:00pm

TU14-378

Crews have not only been busy improving the roadways this construction season; the City is also spending $10.6 million on water and sewer infrastructure upgrades.

“We are actively taking steps to improve our network,” says Chris Hallam, Director of Construction and Design. “We give priority to those water and sewer mains that have a high break history, in an effort to minimize the potential for future breaks.”

This spring and summer, the City has been rehabilitating 6.14 kilometres of water mains and almost 8 kilometres of storm and sanitary sewer mains using a technology that involves lining the existing pipes with an inner pipe, known as a Cured-In-Place Pipe. This trenchless method has proven to work well to extend the service life of a main. Instead of digging up the entire roadway, access pits are dug at either end of the pipe, which in turn is more cost effective and less disruptive to residents and drivers.

Water and sewer upgrades also involve lead connection replacements, storm and sanitary manhole rehabilitation and sanitary connection replacements.

“Although these upgrades are not as visible as road improvements, they are important in maintaining a high quality of infrastructure for our residents,” says Hallam. “Some of the road restrictions drivers are encountering, for example on 8th Street East and 11th Street West, are required for these types of upgrades.”

Meantime, the City has completed 65% of the 2014 Road Rehabilitation and Preservation program, resurfacing 119 lane kilometres to date. Crews have recently finished major resurfacing projects on Circle Drive, Millar Avenue and Idylwyld Drive.

Slow down, pay attention and respect work zones. Watch for pedestrians and work crews, and for everyone’s safety, please obey all detours, signs and barriers.

CITY USES ALMOST 3,000 TONNES OF ASPHALT TO REPAIR 160,000 POTHOLES

August 21, 2014 - 12:00pm

TU14-372

The City of Saskatoon has completed pothole patching in 90% of neighbourhoods so far this summer. To date, more than 2,800 tonnes of asphalt has been used to repair potholes.  This is the equivalent of approximately 160,000 repaired potholes, based on an average 12 x 4 inch hole.

“After a slower than expected start to the season due to weather, in particular above average June rainfall, pothole patching is progressing well and our streets are looking great,” says Pat Hyde, Director of Public Works. “An increase in funding this year has allowed us to utilize private contractor crews and keep more civic crews working simultaneously, addressing potholes on the high traffic priority roads as well as on residential streets.”

In 2014, funding increased by $550,000 for the Spring Pothole Blitz on high traffic priority streets and $500,000 for Summer Pothole Patching in residential areas.

“Since its launch in March, 3,671 locations have been reported by residents using the Report-a-Pothole interactive map.  Nearly all of the locations that are in fact potholes have been repaired,” says Hyde. The City also identifies potholes through regular road inspections and schedules these for repair.

Many of the outstanding unrepaired locations showing on the map are actually utility cuts.  These are excavations required throughout the year to maintain, connect and repair underground utilities. A different process is applied to repairing these utility cuts than that for potholes. To date, crews have permanently repaired 667 of the 1123 utility cuts. The current list of locations requiring permanent asphalt repairs are all expected to be complete by the end of September.

The City has also been busy making repairs to sidewalks to address deficiencies and enhance public safety. Repairs range from concrete patching, asphalt patching or overlay to full sidewalk replacement. Crews also continue back lane maintenance and rehabilitation, as well as regular street sweeping along high traffic routes and in business areas.

Slow down, pay attention and respect work zones. Watch for pedestrians and work crews, and for everyone’s safety, please obey all detours, signs and barriers.

CITY OF SASKATOON OFFER FAIR

August 21, 2014 - 12:00pm

CP14-149

The City’s goal is to protect taxpayers’ dollars and the benefits of all City workers.  We have worked hard at presenting a fair and competitive offer to the Amalgamated Transit Union 615 (ATU).

“The City is offering ATU a wage increase of 10.0% over four years (2013 - 2016), and has proposed changes to the General Pension Plan (Plan) that will help protect it into the future,” says Marno McInnes, Director of Human Resources.

There are nine unions and associations that are part of the Plan; eight have accepted and implemented their agreements with the City. ATU is the only union in the Plan that has not yet accepted the City’s offer.

“We are concerned for the future of the pension plan and it is a serious matter,” McInnes says.

Changes to the Plan, which have been accepted by the other unions, call for – among other things – pension contribution rate increases by both the City and the employees to address an existing deficit in the Plan.  If not addressed, the deficit may have to be funded by the City.

Details of the full wage and benefits package is available on the City website.

A summary can be found at:

PROJECTED DEFICIT DECLINES: 2ND QUARTER FINANCIAL REPORT

August 20, 2014 - 12:00pm

AF14-107
For Release: August 21, 2014

A regularly scheduled quarterly status update of the 2014 Corporate Business Plan and Budget projects a deficit of $818,000 to year-end – a decrease over the last quarter estimate.

“A projected deficit is just that: projected. It’s not the final outcome,” says Director of Finance, Kerry Tarasoff.  “By examining the numbers now we can identify solutions to recover costs and eliminate a deficit before year-end and before it becomes a problem for tax payers.”

Quarterly reports are prepared to inform City Council and the Administration of challenges or emerging issues so they can react accordingly.

“Much of the projected deficit can be linked to meeting service level demands,” Tarasoff says.  “For example, there were increased snow removal efforts and added trucking costs for our street sweeping and street cleaning programs.”

The following is a summary of the main issues contributing to the projected variance:

Snow Removal: An estimated $493,000 deficit (down from the $1.1 million projected in first quarter) is being projected as a result intensified snow removal operations.  Significantly more resources were spent on removal than in typical years, due in part to a reassignment of crews following the formation of ice pack on residential streets and removing snow against freeway barriers.  A $489,000 reserve balance would exist at year-end to help offset this deficit.

Street Cleaning and Sweeping:  An estimated $1.032 million deficit is being projected as a result of intensified street cleaning and sweeping operations.  There were significantly higher trucking costs to remove debris as well as higher supply costs contributing to this deficit.  The Administration will strive to reduce this impact through deferral of purchases, deferral of discretionary spending and reduced contract costs in late 2014.

Water and Wastewater Utilities:  A combined deficit of $514,000 is projected for the Water and Wastewater utilities mostly due to the high volume of repairs required for water main breaks during the first quarter of 2014.  This deficit will be covered by the Water and Wastewater Stabilization Reserve.

Property Levy:  Assessment growth was $486,000 higher than the anticipated amount of $5 million due to increased construction activity.

The report also provides highlights of key projects (as of June 30, 2014) as they relate to City Council’s Strategic Goals:

Continuous Improvement

As part of the Service Saskatoon plan, a strategy for a 311/Customer Relationship Management (CRM) System was approved by City Council in June.  A 311/CRM System provides an easy to remember phone number and uses technology to focus on citizens' needs, providing one-stop, personalized access of their choice to the City's services by phone (including mobile devices), internet, or in person.

The development of a new customer and citizen friendly website continued in the second quarter, with an online project engagement site being launched in May.  The site keeps citizens informed of the progress of the website project and allows them to provide input into testing and discussions that will support development of the new website.

Asset and Financial Sustainability

The Civic Operation Centre project is in the Request for Proposals stage, the request was sent out to industry with submissions coming back to the City in fall of 2014.

Quality of Life

Phase one construction on the new train station and train loop as well as rough grading of the play area and water feature site and parking lot are underway as part of the Kinsmen Park and area redevelopment project.

The Transportation Division has established a new standard for prototypes of accessible pedestrian signals and continues to progress on the installation of these new accessible pedestrian signals in priority areas. A tender has also been issued for the installation of more curb ramps this construction season.

Environmental Leadership

Teams have completed the application of barcode tags to black garbage and green yard-waste carts in approximately 40% of Saskatoon's neighbourhoods.

As part of the Landfill Optimization Strategy, efforts to maximize airspace, manage environmental and safety risks and improve customer service continue at the Landfill site; a report on the progress of these efforts is expected before year-end.

Sustainable Growth

The Saskatoon North Partnership for Growth (P4G) held two meetings in April and June.  Foundational documents including a Terms of Reference, Work Plan, Communications and Engagement Strategy and a budget for the Regional plan for P4G were approved by the Councils of the five partnering municipalities in June 2014.

The Infill Implementation Strategy was approved by City Council in March and regulations for garden and garage suites were approved by City Council in May, 2014.

Moving Around

Further to the funding approval in June 2014, the City was able to complete the assembly of the team of Legal, Financial, Fairness and Technical Advisors to begin the process of delivering the project as a Private-Public-Partnership.  Technical work on roadway and bridge alignments and project scope had been ongoing through the P3 Canada funding application process.  The Request for Qualifications process will occur in the third quarter with a proponent selected in 2015.

Economic Diversity and Prosperity

The number of building permits issued to the end of June continues to be higher (10%) than issued in 2013 for the same time period.  Permits issued for one-unit dwellings on single-family lots are approximately 3% higher than in 2013 for the same time period.  Value of construction associated with permits issued to the end of June 2014 continues to be lower by approximately 10% from the June 30,2013 value.

SERVICE, SAVINGS & SUSTAINABILITY: CITY IMPROVING PRODUCTIVITY

August 20, 2014 - 12:00pm

CP14-148
For Release: Thursday, August 21, 2014

The City of Saskatoon’s focus on continuous improvement is resulting in increased savings, award winning service, and greenhouse gas reducing environmental programs.

The 2013 Report on Service, Savings and Sustainability: How the City of Saskatoon is Improving Productivity has been released, showing the City is on the right track toward achieving its vision of being the best managed city in Canada.

“We are always exploring and implementing new ways to improve service, increase savings, and grow our city in a sustainable way,” says Catherine Gryba, General Manager of Corporate Performance. “The City is ensuring we continue to provide the programs and services that matter most to citizens.”

The report shows the City increased savings in 2013 by taking a fresh look at how it operates, resulting in an approximate $51.7 million in savings and more than $74 million over the next 30 years.  Additionally, there is $600,000 in deferred savings.

The list of new and improved delivery of civic services and programs outlined in the report is long, and includes everything from reintroducing a fall street sweeping program in more than 20 years to enabling citizens to report traffic concerns online, to committing to the development of more affordable housing units.

When it comes to environmental matters, Saskatoon citizens doubled the amount of recycling they do, thanks to the curbside recycling program. Key environmental initiatives are also helping reduce civic greenhouse gas emissions to the equivalent of removing 23,165 cars off Saskatoon roads.

Gryba says the overall report reflects how the City has gone beyond conventional approaches to meet the dynamic changing needs and high expectations of citizens.

“We are ensuring we are continuously dedicated to the creation of a culture of continuous improvement, one of the City of Saskatoon’s seven Strategic Goals.”

The entire 2013 Report on Service, Savings and Sustainability is available at www.saskatoon.ca.

The report provides an overview of Saskatoon’s environmental health and establishes baselines for the strategies and priorities identified under the City’s Strategic Goal of Environmental Leadership.

“Our citizens value a healthy environment and as Saskatoon continues to grow, there will be corresponding pressures on our land, air, water and waste,” says Ian Loughran, Energy & Sustainability Engineering Manager. “Raising awareness of the overall condition of our environment and our progress toward sustainability will help us all make informed decisions and choices to reduce the negative impacts on our environment.”

How is Saskatoon doing? Highlights of the report include:

Ecological Footprint: Saskatoon's Ecological Footprint is 7.3 global hectares per capita, an increase of 6% between 2003 and 2010. The Ecological Footprint measures the environmental impact of human activity on the planet, expressing this impact in terms of the land area needed to support those activities by considering the space used to both produce the resources we consume and absorb the wastes we generate.

Land: The City, along with partners such as Meewasin Valley Authority and University of Saskatchewan, has established conservation management zones to protect wildlife habitat and encourage healthy and biologically diverse ecosystems. One example of this is Saskatoon's Northeast Swale - one of the largest pieces of unbroken natural habitat in the Saskatoon region.

Air: Corporate and community Greenhouse Gas (GHG) emissions have increased since 2003. The City has a growing number of green and alternative energy projects that reduce the City's overall greenhouse gas emissions. A recent example is the Landfill Gas Project which captures gas (methane) from decomposing organic material in the Landfill, pipes the gas to a generating station and burns the gas in engine-generators to produce electrical energy. The project will eventually produce enough energy to power 1,300 homes and reduce greenhouse gas emissions by over 45,000 tonnes annually.

Water: Residential water use decreased by over 55 litres per person per day over the 2008-2013 period. One of the reasons for the decrease is an increased awareness of water conservation techniques communicated through the City's Be Water Wise campaign. Water conservation relates directly to cost savings and greenhouse gas emissions reductions.

Waste: Diverting waste from the Landfill can reduce the environmental effects of landfilled waste and extend the operating life of the Landfill. The amount of materials diverted from the Landfill in 2013 through composting, recycling and hazardous waste collection programs was 34,539 tonnes - an increase of 30% from 2012.

SATISFACTION IMPROVES, ROADS PRIORITY: 2014 CIVIC SERVICES SURVEY

August 14, 2014 - 12:00pm

CP14-146

Saskatoon Citizens are more satisfied with the overall services provided by the City than they were last year, according to the 2014 Civic Services Survey. Specifically, 86% of telephone respondents and 79% of respondents online said they are satisfied or very satisfied compared to 83% and 73% respectively in 2013.

“Not only has citizen satisfaction increased, we are pleased to see that the perception of quality of life in Saskatoon remains high”, says Catherine Gryba, General Manager of the Corporate Performance Department.

Roads remain the number one issue among Saskatoon citizens who participated in the 2014 Civic Services Survey. The annual survey shows 37% of phone respondents and 19% of online respondents feel that roads should stay at the top of the City’s priority list.

“The Annual Civic Services Survey plays a very important role in key decision making and investing in what matters to citizens,” Gryba says. “For example, Saskatoon’s 2014 Road Plan and Building Better Roads campaign is a result of feedback from last year. Now we’re in the middle of the most aggressive program of road work in this community’s history.”

“More than $50 million will be spent on Saskatoon roads this year; that’s 47% more than was spent in 2013. This investment is already paying off by the notable increase in citizen satisfaction with snow and ice road maintenance, and maintenance of major roadways and freeways”, Gryba says.  In comparison to last year, there has been a notable increase in satisfaction with traffic management, and planning for growth and development.

Other highlights of the 2014 Civic Services Survey include:

  • Services rated of the highest importance include: quality of drinking water, repair of water main breaks, maintenance of major roadways and freeways, fire protection, and police services.
  • The services that received the highest rating for performance include: quality of drinking water, fire protection, electrical services reliability, garbage collection, and police services.
  • Respondents were divided with just over half showing support to a question specifically related to an $8.00 monthly charge to have snow removed from residential streets after it has been ploughed to the side.
  • The City’s website continues to be an important information tool for citizens.

A total of 500 surveys were completed via telephone and 801 surveys were completed online between May 20th and June 3rd, 2014.  View the City of Saskatoon Annual Civic Services Survey in its entirety at www.saskatoon.ca.

The telephone survey is considered accurate within 4.4 percentage points 19 times out of 20.  A margin of error for the online study is not applicable because online research is considered a non-random sampling technique.

NOISE BYLAW PUBLIC EDUCATION CAMPAIGN BEGINS

August 14, 2014 - 12:00pm

SO14-100

For Release: August 15, 2014

As a result of bylaw changes City Council made to address all loud motor vehicles in our community, the Saskatoon Police Service will be holding public noise testing clinics for motorcycle owners over the next few weeks.

In May, 2014 the City of Saskatoon introduced amendments to Bylaw 8244, The Noise Bylaw.

“The changes were made to address community concerns regarding cars, trucks and motorcycles creating excessive and unreasonable noise,” says City Solicitor Patricia Warwick.

“While all vehicles are subject to noise laws, the testing of decibel levels is specific to motorcycles.”

The clinics are one component of a public education campaign and ticket-free amnesty period during the 2014 motorcycle riding season.

“These clinics are just a part of creating greater awareness in the community about noisy vehicles and what owners’ responsibilities are,” says Insp. Lorne Constantinoff.

“We want motorcycle riders to come in, ask some questions and test their bike without any worry of receiving a ticket.”

The Saskatoon Police Service has purchased decibel readers and trained several officers in their use.

Motorcycle owners are invited to have decibel levels tested at public clinics beginning August 15, 2014 at 1:00 p.m., at Redline Harley Davidson, 102 – 23rd Street East.

A list of clinics is available at http://police.saskatoon.sk.ca/excessivevehiclenoise.  Motorcycle owners whose bikes are not compliant with the Noise Bylaw will not be issued a ticket by police at the testing clinics.

ROAD IMPROVEMENTS TO EASE CONGESTION AT SASKATOON’S AIRPORT

August 13, 2014 - 12:00pm

TU14-363

For Immediate Release: Thursday, August 14, 2014

The City of Saskatoon and the Saskatoon Airport Authority are jointly funding a $2.25 million road construction project to ease congestion and improve traffic flow in and out of Saskatoon’s John G. Diefenbaker International Airport.

“Over the past 10 years the number of passengers in and out of Saskatoon’s airport has increased by more than 82% with over 1.3 million travellers in 2013,” says Ben Robb, Saskatoon Airport Authority Chair. “As the City continues to grow and passenger numbers increase we need a first class roadway for a first class airport.”

“We are undertaking major intersection improvements as well as widening both Airport Drive and 45th Street West, which will allow for better traffic flow and faster commutes to and from the airport,” says Chris Hallam, Director of Construction and Design at the City of Saskatoon. “We anticipate there will be traffic delays and we encourage drivers to plan ahead and allow extra time to get to and from the airport during construction.”

To minimize disruption to traffic the work has been broken into two phases, the first phase of work, already underway, consists of widening Airport Drive north of 45th Street West to two lanes. This is expected to have minimal impact on drivers.

The second phase, due to begin August 18th, consists of widening Airport Drive from Cynthia Street to the airport and widening 45th Street West approaching Airport Drive. Traffic lights will also be installed at the intersection of 45th Street West and Airport Drive. During this phase 45th Street West will be closed and traffic will be detoured. Airport Drive will also be reduced to one lane in each direction.

Construction is expected to last a total of approximately three months, weather permitting and barring any unforeseen circumstances.

The City of Saskatoon and Saskatoon Airport Authority thank the public for their patience as we work together to improve access to Saskatoon’s growing airport.

For up to date information on these and other road restrictions, construction project timelines and schedules use our Road Restrictions and Construction Projects interactive map at saskatoon.ca/go/maps or under Building Better Roads at saskatoon.ca.

NEW BRIDGE PROJECTS DEVELOPMENT REVIEW APPROVED

August 10, 2014 - 12:00pm

TU14-359

For Release: August 11,2014

The Meewasin Valley Authority (MVA) today approved the design parameters of the North Commuter Parkway Project and Traffic Bridge that will form part of the Request for Proposals that will be issued later this year.

The decision follows a development review; it’s a necessary step before construction projects occur in the Meewasin Valley Authority jurisdiction area along the South Saskatchewan River.

City Engineer Mike Gutek today outlined for the MVA board the contract requirements and parameters for the replacement of the Traffic Bridge and the construction of the North Commuter Parkway Bridge in Saskatoon.

“Following extensive public consultation, City Council decided very specifically on the replacement of the Traffic Bridge which includes capacity for emergency vehicles as well as pedestrian and cyclist traffic on both sides,” Gutek says.

Following further consultation with the MVA some design changes have been recommended to include a direct access ramp to the Traffic Bridge on the Nutana side and interpretive panels.

“Following the same process with the MVA, the North Commuter Parkway Bridge design will need to have specific design requirements for pedestrian and cyclist pathways,” Gutek says. “Also recommended are designs for storm water discharge, plus a limitation on the road width and speed for crossing the Northwest Swale”

FALL LEISURE GUIDE DELIVERED WEDNESDAY, AUGUST 13, 2014; REGISTRATION BEGINS SUNDAY, AUGUST 17, 2014

August 7, 2014 - 12:00pm

CY14-176

The City of Saskatoon (City) Fall Leisure Guide will be delivered to every home in Saskatoon on Wednesday, August 13, 2014, and can also be picked up at any Leisure Centre, Saskatoon Public Library location, or City Hall.  The guide will be available on www.saskatoon.ca/go/leisureguide beginning Monday, August 11.
The Leisure Guide contains everything you need to know about Saskatoon’s Leisure Centres and is the go-to source for fitness programs, recreational activities, and arts and culture opportunities for all ages and abilities.  Stay active throughout Fall (September 1 to December 31) with the many options provided by the City.

Highlights include:

  • New “Last Call” promotion that offers a reduced $3 rate during the final hour of operation at any Leisure Centre fitness and exercise room, open gym, or walking track (excluding the Fitness Circuit & Terry Fox Track).
  • 2-week LeisureCard Trial Pass for families, adults, and youth, so you can try before you buy.
  • Public skating schedules for the four indoor arenas.
  • New skating party packages at Cosmo Civic Centre.
  • Public, parent and tot, family, and lane swimming opportunities at the indoor pools.
  • Red Cross swim schedules for Shaw Centre, Harry Bailey Aquatic Centre, and Lakewood and Lawson Civic Centres.
  • Chinese, Thai, Vietnamese, sushi, and desserts cooking classes for adults.
  • Preschool and children’s recreational registered programs such as Jungle Gym Safari and Snakes, Snails and Puppy Dog Tails.
  • Adult, teen, beginner (Smart Start), advanced, and Active Agers (50+ years) drop-in exercise classes, personal training, and registered fitness programs at the six indoor Leisure Centres.
  • Group fitness training for youth and adults at Shaw Centre, Saskatoon Field House, and Lakewood Civic Centre.
  • A map of the six dog parks in Saskatoon - spend time outdoors with your furry friend!
  • A list of the programs offered by the 47 Community Associations in Saskatoon.
  • And much, much more, including many arts, culture, and recreational services offered by other organizations in Saskatoon.

Registration for programs begins Sunday, August 17, at 6 p.m. by phoning 306-975-2800, or register online at leisureonline.saskatoon.ca.

Starting Monday, August 18, at 6:30 a.m., Cosmo, Lakewood, and Lawson Civic Centres, Saskatoon Field House, and Shaw Centre will be accepting mail or walk-in registrations; phone registration begins at 8:00 a.m.  Harry Bailey Aquatic Centre is closed for annual maintenance and will not be open for registrations until Tuesday, September 2.  (Please note that walk-in registrations will not be accepted at any Leisure Centre on the first night of registration).

Registered programs are very popular and fill up fast!  Many people will be registering Sunday evening, and the City sincerely thanks our citizens for their patience.  While additional online and telephone resources are in place to make the process go as smoothly as possible, there are still thousands of people registering at once, so here are some tips to help you be prepared:

  • You will require a client ID number and family PIN to register online.  To set one up or if you forgot yours, phone any Leisure Centre before Sunday, August 17.
  • Consider other Leisure Centres if your nearest location isn't available – just a short distance away!
  • Have a list of second and third program choices, just in case you do not get into your first choice.
  • Join the waiting list.  Every full program has an online waiting list, and new classes may be created if there is enough demand.
  • Ensure your major web browser (Internet Explorer, Safari, Firefox, Google Chrome) is up to date.

Get the Guide!  Keep the Guide!
