Crews mobilized for cleanup after blowing snow hits city
December 18, 2025 - 7:02am
Contractor crews joined the City snow maintenance team yesterday to maintain mobility on Saskatoon streets. After 11 cm of snow accumulated throughout the day, along with high winds, the City has declared a snow event.
The City has 30 graders, 6 plows and 15 sanders which are focused on clearing and maintaining Priority 1 routes, including Circle Drive and major arterials. There are 9 sidewalk plows clearing City facility sidewalks, the Meewasin Trail, pathways along freeways and arterials in addition to bridge/overpass walkways which will be cleared within 48 hours.
Residents are reminded to watch for blue and amber flashing lights and to give road maintenance equipment the space needed to operate safely, especially during periods of reduced visibility.
During a Snow Event, residents can track progress using the Priority Street Snow Grading Map. More information about winter road maintenance and service levels is available at saskatoon.ca/snow. The latest Snow & Ice Report is posted at saskatoon.ca/SnowReport.
Saskatoon Transit will continue to monitor conditions and adjust service as needed. Delays or disruptions may occur due to collisions, drifting snow or inaccessible bus stops. Riders are encouraged to check Saskatoon Transit service alerts, use third-party apps such as Transit or Google Transit, and enable route notifications for real-time updates.

City of Saskatoon 2026 rates and fees effective January 1, 2026

- Curbside Residential Garbage Program (black cart) average fees per cart per month will increase to approximately as follows in 2026: small (120 L) cart - $4.15, medium (240 L) - $7.84 and large (360 L) - $11.76.
- Curbside Residential Organics Program (green cart) average fees per cart per month will remain at $7.78 per month in 2026.
- Curbside Residential Recycling Program (blue cart) average fees per cart per month will remain at $7.47 per month in 2026.
- Multi-Unit Residential Recycling Program average fees per dwelling per month will remain at $4.22 per month in 2026.
- Cart swap fees will increase to $38 to change the size of a black cart.
- Tax Certificates (EPTSC): $40 per certificate (an increase of $5)
- Tax Searches: $20 per search (an increase of $5)
- Hourly pay parking rate is $2.50 per hour. Posted time limits do apply.

Animal Services – Pet Licenses
There are various rate and fee changes for Animal Services effective January 1, 2026.

In 2026, landfill tipping fees will increase to $108/tonne and the landfill entrance fee will increase to $20.

The Compost Depot Commercial Hauler Season Permit fee remains $150 for 2026.

2026 Saskatoon Light & Power Electrical Rates
There are no electrical rate increases planned at this time. All SL&P fees and rates can be found at saskatoon.ca/electricalrates.
The City has historically set its rates to match those established by SaskPower. This is to ensure there are no inequities between utility customers regardless of whether their property is within the SL&P or SaskPower franchise area.
Water and Wastewater
In 2026, water and wastewater rates will increase by an average rate of 5.18%.
A $75 fee will be introduced for emergency sanitary sewer maintenance service. The exact implementation date has not yet been finalized but is anticipated to launch in late spring 2026.
Property Tax
Current Property Tax: For property tax levied in the current year that remains outstanding beyond the June 30 payment deadline, the penalty remains at 1.75% per month.
Property Tax in Arrears: For Property Tax Arrears, where a property tax balance remains outstanding beyond December 31 of the year the property tax was levied in, the penalty remains at 2.25% per month.

City crews ready for snow response as 10-15 cm of snow forecast for Wednesday

Environment and Climate Change Canada forecasts between 10 to 15 centimetres of snowfall for Saskatoon beginning Wednesday morning and tapering off late Wednesday evening. High winds reaching up to 70 km/h are also expected.
This combination of snow and strong winds is expected to significantly reduce visibility and create hazardous travel conditions. Limiting travel to only essential trips during and immediately after the storm is recommended to help motorists stay safe and keep streets clear for emergency vehicles and snow clearing equipment.
City crews will be on the streets throughout the day with plows and graders working to keep high-speed and arterial routes passable as snow accumulates. Meanwhile, sanding trucks will monitor and treat icy sections.
Even with treatments, some areas can be slippery in windy, snowy and very cold weather. If going out is essential, drivers should be aware of the potential for rapidly changing road conditions and adjust their driving accordingly.
Blowing snow may quickly cover roadways that have already been cleared, requiring crews to return to these areas to maintain safe mobility.
Once the snowfall ends, a snow event will be declared, and City and contractor crews will continue grading and plowing all priority streets. Snow maintenance equipment will remain active until priority routes are cleared.
With reduced visibility, residents are reminded to watch for blue and amber flashing lights and to give road maintenance equipment the space needed to operate safely.

Crews returning to Priority 1 routes after additional snowfall
December 11, 2025 - 2:30pm
Saskatoon received just over five centimetres of snow today, adding to the accumulation yesterday. With this new snowfall along with high winds, City and contractor crews are resetting the snow response and returning to Priority 1 streets to keep major routes safe and passable.
Crews will then resume work on Priority 2 and 3 streets. This ensures emergency access and overall city mobility remains protected during changing conditions.
Eight plows and 26 graders are working through Priority 1 routes, and 20 sanding trucks continue to treat icy areas as needed. Sidewalk crews are also active, with six plows clearing sidewalks around City facilities, the Meewasin Trail, bridge walkways and pathways along freeways and arterials. These sidewalk and pathway areas will be cleared within 48 hours.
Please watch for blue and amber flashing lights and give road maintenance equipment lots of room to work safely.

The Oval, located on Dudley Street at Avenue R in the Gordon Howe Complex, is a 400-metre outdoor, oval-shaped rink for all skating levels. A warm-up building provides change rooms, public washrooms, and an area to lace up skates in comfort. Speed skates are not required.

City begins Priority Street grading: Snowfall exceeds 5 centimetres

- Priority 1 – Freeways and major arterials, which will be graded within 12 hours following the end of the snowfall. This includes Circle Drive and streets with three or more lanes in each direction, such as Idylwyld Drive, 22nd Street, and College Drive.
- Priority 2 – Arterials with double-lanes and bus routes, which will be graded within 48 hours following the snowfall. This includes double lane streets such as Clarence Avenue, Confederation Drive and Millar Avenue.
- Priority 3 – Collector streets, remaining Business Improvement District streets and school zones, which will be graded within 72 hours following the snowfall. These streets take you through your neighbourhood like Louise Avenue, Howell Avenue and Emmeline Road.
Today’s snowfall has finished, and the total snow accumulation has exceeded 5 centimetres. This means contractor crews will now join City snow maintenance equipment across the road network.
Crews will move directly into grading Priority Streets: 8 plows and 26 graders are clearing these roads while 20 sanding trucks continue treating slippery sections to support safer travel.
The Snow Event response follows the Priority Street system:
4 sidewalk plows are clearing city facility sidewalks, Meewasin Trail, pathways along freeways and arterials and bridge/overpass walkways which will be cleared within 48 hours.
Crews will remain active until all Priority streets have been graded. If additional snowfall occurs during the response, operators may need to return to Priority 1 streets to keep major routes passable before resuming work on Priority 2 and 3 streets. This makes sure emergency access and citywide mobility remain a top priority.
Residents are reminded to watch for blue and amber flashing lights and to give road maintenance equipment the space needed to operate safely.

City crews maintain road conditions while keeping eyes on snowfall

Environment and Climate Change Canada is forecasting up to five centimetres of snow throughout the day today, tapering off in the evening. This amount of snow can quickly create challenging driving conditions, including slippery sections on high-traffic routes.
City crews will be on the streets during the day. The sanding and salting trucks will manage icy sections while plows and graders will clear snow as it accumulates on priority routes.
Once the snowfall ends the City will determine if contractor crews need to join City crews to assist with grading and plowing of priority streets.
Snow maintenance equipment will remain active until priority routes are graded. Drivers are asked to watch for blue and amber flashing lights on road maintenance equipment and give operators the room they need to work safely.

Recognizing National Day of Remembrance and Action on Violence Against Women on December 6

The City of Saskatoon will honour the National Day of Remembrance and Action on Violence Against Women on December 6 by lowering the flags in Civic Square to half-mast and encouraging employees to wear a white ribbon or moose hide pin.
The White Ribbon Campaign represents a pledge to never commit, condone, or remain silent about violence against women and girls. The Moose Hide Campaign, created by an Indigenous father and daughter team, calls on men and boys to stand up against violence, especially against Indigenous women and children.
The National Day of Remembrance and Action on Violence Against Women was established by the Government of Canada in 1991 to commemorate December 6, 1989, when fourteen women were murdered at the École Polytechnique de Montréal in a horrific act of gender-based violence.
On this day, the City honours the lives of Geneviève Bergeron, Hélène Colgan, Nathalie Croteau, Barbara Daigneault, Anne-Marie Edward, Maud Haviernick, Barbara Klucznik-Widajewicz, Maryse Laganière, Maryse Leclair, Anne-Marie Lemay, Sonia Pelletier, Michèle Richard, Annie St-Arneault and Annie Turcotte and the countless women, girls and gender-diverse people who continue to experience gender-based violence.
Saskatchewan continues to have the highest rates of family and intimate partner violence in Canada. Across the country, Indigenous women and girls are killed over six times more often than non-Indigenous women. These are not just statistics—they represent our neighbours, families and community members.

Prioritizing community safety: Fire Department urges support for encampment reporting

With snow and cold weather setting in, the Saskatoon Fire Department (SFD) is reminding residents to keep an eye out for people living in encampments so they can be connected to safe supports.
“Encampments exist in every Saskatoon neighbourhood and we don’t always know about every single one,” says Deputy Chief Yvonne Raymer. “Reporting encampments through the City’s 24-hour Customer Care Centre helps us connect individuals living in unsafe conditions with supports. While we may not be able to respond immediately, we are doing everything we can to make sure people have a safe and warm place to stay.”
There are two overnight drop-in facilities where people can have food, warm up and be connected to other supports.
“We don’t want people living in unsafe conditions,” Raymer says. “As the weather gets colder, we see risky heating sources become more common in encampments: that’s why the Fire Department is involved. Just in the past two months, we have seen 90 encampment fires and some came very close to being fatal.”
The SFD continues to hear proposals for a large, centralized encampment as a safe option for people. The SFD consulted with other municipalities that allowed large tent cities. It revealed this approach is unsafe for those residents and surrounding neighbours, especially during winter when more fires are commonly used for warmth.
Municipalities have reported significant risks associated with centralized encampments, including:
Managing sanctioned encampments can cost municipalities millions of dollars. Once a municipality sanctions an encampment area, it becomes responsible for servicing the space and providing resources such as water, toilets, power and clean-up, in addition to emergency services including police and firefighters.1
The SFD’s current encampment response process works with community partners to engage with individuals in encampments and offer connections to health-related supports, transportation, and temporary housing options with the goal of transitioning to stable and longer-term housing.2
“The City will be working to develop an updated Encampment Response Plan to address the growing numbers of people experiencing homelessness,” Raymer says. “It will be coordinated among the many different organizations currently involved in encampment responses, including the Fire Department, other departments in the City, the Saskatoon Police Service, the Province, and community partners.”
If residents see someone in unsafe outdoor living conditions, please do not approach the encampment. Report the information to the City’s 24-hourt Customer Care Centre at 306-975-2476 to have your report added to the queue. Current response times for the encampment team are approximately one week and are prioritized according to levels of risks.

City recognizes International Day of Persons with Disabilities with launch of Accessibility Plan

The City celebrates the contributions to our community from persons with disabilities on December 3, the International Day of Persons with Disabilities. Persons with disabilities add to the richness and diversity of our community and bring unique perspectives and strengths that benefit us all. We strive to ensure everyone can fully participate in our community, whether at work, play, or in daily life.
In recognition of this day, the City of Saskatoon is releasing its first Multi-Year Accessibility Plan in support of the Accessible Saskatchewan Act. The City received feedback from over 500 individuals and community organizations, who shared their valuable insights and thoughts about the accessibility barriers they face in Saskatoon.
"The sharing of these lived experiences helped the City build a stronger understanding of the hardships people face. They also provided direction for how best to address these concerns, without negating the great work that has already been done over the years to improve accessibility and address barriers at the City," says Stryker Calvez, Director of Reconciliation, Equity, Diversity and Inclusion (REDI).
The City spoke with a few residents and employees who have disabilities about what the Multi-Year Accessibility Plan and the International Day of Persons with Disabilities means to them. Recreational pond use – ice thickness testing in progress

The Saskatoon Fire Department (SFD) is currently testing and monitoring ice thickness at storm water retention ponds around the city to verify their safety and integrity for recreational use.
The ice must reach a minimum thickness of at least eight inches to be considered safe for public recreational activities such as skating, broomball and hockey. Signage posted at each pond will indicate whether the pond is safe for recreational use. When the ice thickness reaches a minimum of eight inches and is considered safe, SFD will replace the “No Skating” symbol on site signs with a “Skating Permitted” image. While ice testing is underway, community members are asked to remain off storm pond ice surfaces until signage indicates the pond is safe to use.
As temperatures shift, SFD would like to caution the public about changing ice conditions. Residents are reminded to check the posted signage each time they consider using the pond. Community members are advised to always exercise an elevated level of caution when around any large body of water. Keep a close watch on children and pets when visiting trails, parks, or off-leash areas that may run adjacent to a storm water retention pond. Community members who use the ponds for recreational purposes assume all risk and maintenance responsibilities for the ice including shoveling, flooding, as well as user safety.

Holiday Fire Safety

- Choose a tree with fresh green needles and water it daily. A dry tree can catch fire easily.
- Have an emergency escape plan and make sure your Christmas tree and other decorations are not blocking exits such as windows or doors.
- Check holiday lights for frayed wires, damaged sockets or loose bulbs.
- Avoid overloading circuits and electrical outlets. Too many plugs and extension cords can cause overheating and lead to a fire.
- Turn off all holiday lights before leaving home or going to bed.
- Make sure all electrical cords are tucked away and kept neat and tidy. When cords are exposed, pets can be tempted to chew on them, or people could trip and fall.
- Give your heater a metre. Clothes, curtains, furniture and other combustible objects that are too close to a heat source can catch fire.
- Never leave space heaters unattended.
- Watch what you heat. Unattended cooking is a leading cause of kitchen fires.
- Keep flammable objects away from the stove. Objects too close to the burner can catch fire.
- Consider using flameless candles when decorating your home.
- If using real candles, blow them out before leaving the room or going to bed.
- Test your smoke and carbon monoxide alarms monthly.
- For non-sealed alarms: Replace old batteries yearly or when you hear a low-battery warning beep.
- For sealed alarms: Replace the alarm unit every 8-10 years, as the battery is not user-replaceable.

Saskatoon Light & Power launches Renewable Subscription Service to help customers support renewable energy goals

Saskatoon Light & Power (SL&P) is introducing a new and convenient way for customers to offset their electricity emissions through its Renewable Subscription Service (RSS).
“The City of Saskatoon is working toward a goal of net-zero greenhouse gas emissions by 2050,” says Trevor Bell, Director of Saskatoon Light & Power. “By joining the Renewable Subscription Service, customers can help support the City’s renewable energy efforts and make a real difference—one kilowatt-hour at a time.”
Through the RSS program, SL&P residential and commercial customers can purchase Renewable Energy Certificates (RECs) sourced from renewable electricity generation in Saskatchewan.
RECs are the global standard for tracking the generation and consumption of clean electricity. Each REC represents one megawatt-hour of renewable energy added to the power grid. By purchasing RECs, customers directly support provincial renewable energy projects that help reduce reliance on fossil fuels, offset greenhouse gas emissions, and contribute to improved air quality and a healthier environment.
Flexible Subscription Options
Participants can choose to offset 25%, 50%, 75% or 100% of their monthly electricity usage through the program. The additional cost is $0.015 per kilowatt-hour (kWh) on top of the customer’s regular electricity rate. For a typical residential customer, this translates to a monthly premium of approximately $2 to $9 dollars, depending on the level of participation.
No Commitment Required
Customers can change or cancel their subscription at any time with no fees or penalties, making it a simple and flexible way to contribute to renewable energy development in Saskatchewan.
