ACT Arena set to open for Public and Parent & Tot Skating

Public Skating will open for the season on Tuesday, September 3. It will be available at ACT Arena (107 105 Street) on Tuesdays from 7:00 p.m. to 8:30 p.m. and Sundays from 2:30 p.m. to 4:00 p.m.  Parent & Tot skating will begin Thursday, September 5 and runs at ACT Arena on Mondays and Thursdays from 2:30 p.m. to 3:15 p.m.

Lions, Cosmo and Archibald Arenas will open for public and parent & tot skating the week of October 1, 2024.  Visit saskatoon.ca/leisureonline for drop-in schedules.

2024-2025 admission rates are as follows: 

  • Adult (19 and over) - $6.50
  • Youth (6 to 18) - $4.50
  • Preschool (5 and under) - Free
  • Family - $13.00
  • Parent & Tot – Free

LeisureCards, which provide unlimited access to the six Leisure Centres, Terry Fox Track and four outdoor pools are also accepted as a payment option at the indoor rinks. Cash and Leisure gift cards are also accepted at the rinks.

Children, 6 years of age and younger, must be accompanied by a responsible person 16 years of age or older.  A maximum of two preschoolers per adult is allowed.

Cumberland Avenue closed from 12th to 13th streets on Friday

Cumberland Avenue will be closed between 12th and 13th streets on Friday, August 30 starting at 8:00 a.m. for a connection replacement. Detours will be in place guiding motorists around the work zone. This project is expected to take one day to complete, weather permitting and barring any unforeseen circumstances.                          

Saskatoon Transit may be affected by these detours. Transit service alerts and real-time bus information are available on third-party apps like Transit and Google Maps Transit on desktop.

Council approves Downtown Event and Entertainment District funding strategy

Saskatoon City Council today approved a report outlining a funding strategy to continue to advance the Downtown Event and Entertainment District. The funding strategy does not require an increase to the property tax rate, rather it relies on a mix of funding sources, including public and private contributions, grants, user fees and other funding tools. 

“This is not about deciding to proceed with construction, but to get the project ‘shelf ready.’ It is direction by Council to pursue financial opportunities to support the potential Downtown Event and Entertainment District,” says Dan Willems, Director of Technical Services, Transportation and Construction. “It’s also noteworthy while this is approval of the overall strategy, the project still requires ongoing discussions with affected stakeholders and the other orders of government.” 

Willems says the Administration will now begin working through the details of the funding strategy and continuing to work with key stakeholders to create a fiscally responsible opportunity, with no impact on property taxes. Provincial and federal funding contributions will be necessary to bring this project to life and is a fundamental component of the funding strategy.  

He stresses the intended outcome is to have a shelf-ready project so when federal and provincial funding programs are available, Saskatoon will be ready to go.   

“There is no question, this project will have a broad provincial benefit, far greater than just the Saskatoon area,” Willems says. “Having a modern event and entertainment district in the heart of Saskatchewan’s largest city will be essential in maintaining, and enhancing, both Saskatoon and Saskatchewan’s competitive advantage. Today marks another important milestone in the journey to the District but there is still much more work to be done.”  

As work on the funding strategy goes forward Administration will bring progress reports back to Council.

City of Saskatoon releases Mid-Year Financial Forecast

Each year, the City of Saskatoon’s Administration provides mid-year, third-quarter and year-end reports to the Standing Policy Committee on Finance (SPC Finance) on the fiscal performance of the City’s Business Plan and Budgets. The goal of this reporting is to keep City Council and residents informed on the expenditure and revenue variances from the business plan and budget estimates as the fiscal year progresses.

The 2024 Mid-Year Financial Performance Administrative Report will be presented to the Standing Policy Committee on Finance on September 4, 2024.

“It’s anticipated that the Snow and Ice Management Program will deliver a $5.3 million deficit due to the costs associated with the March 2024 snow event where the City activated the Roadways Emergency Response Plan and performed city-wide residential clearing,” says Kari Smith, Director of Finance” “The City currently has $6.9 million in its Snow and Ice Management Contingency Reserve and we would use this to offset any deficit through a transfer at year-end.”

The remaining Civic operating budget is forecast to be balanced at 2024 year-end with little change from the overall budget. However, it is important to note that the Administration faces several challenges that could impact achieving this result. Examples include:

  • To find $3.75 million in budgeted/targeted savings as included in the 2024 approved budget, the City must commit to finding new efficiencies, revenue sources and possible expenditure deferrals to balance the budget;
  • Parking revenue and Parking violations continue to trend behind budgeted targets and forecast a $548,800 and $415,200 shortfall, respectively;
  • Franchise Fees are expected to have a shortfall of approximately $525,000 due to a larger impact than expected because of the October 1, 2023, SaskEnergy rate adjustments; and
  • The Grant-in-Lieu from Saskatoon Light and Power is expected to be $1.1 million less than budget due to a budgeted utility rate increase that did not occur. 

“Administration will tightly monitor discretionary spending and work hard to offset these challenges. We plan to gain $3.5 million in savings by not filling staff vacancies and will defer expenses related to training, materials and supplies,” says Smith. “We also forecast $1.7 million in fuel savings, and a $779,000 positive variance for our Transit revenues due to increased ridership.”

“Administration based the preparation of the City’s mid-year forecast on the most current information we know, our June 2024 actual revenues and expenditures and our professional judgement,” adds Smith. “We note that future unforeseen events or challenges could impact several areas and the delivery of a balanced operating budget at the end of this year.”

Examples of unforeseen events could include items such as higher fuel prices than anticipated and/or weather fluctuations which could impact several areas such as the Snow and Ice Program, Utility usage, the City’s Franchise Fees and Grants-in-Lieu revenue sources. By legislation, municipalities must balance their budgets and cannot operate with a deficit.

The 2024 Mid-Year Financial Forecast Report’s Appendix 1 provides 2024 year-end projections for each of the City’s Business Lines.

The City’s Utilities forecast an overall net $157,100 (0.0% variance) projected deficit. Any utility variance realized at the end of 2024 for the City’s utilities will be offset through transfers to or from the Utility Stabilization Reserves. 

City Administration will provide financial performance reporting for its third-quarter projections in late fall. As the City Administration closely monitors the 2024 budgetary forecasts, it will, as much as possible, continue to seek and expand on additional cost-saving measures to mitigate any potential year-end deficit.

SASKATOON PUBLIC LIBRARY

All Saskatoon Public Library (SPL) locations will be closed on Sunday, September 1 and on Monday, September 2. All SPL locations will reinstate Sunday operating hours, from 1 p.m. – 5:30 pm, starting September 8.

SASKATOON TRANSIT

  • Fixed-route transit will run holiday service hours on September 2 from 8 a.m. to 10 p.m. (normal fares apply).
    • For real-time bus locations, service alerts, and to plan your trip, use the Transit app.
    • Visit saskatoontransit.ca
  • OnDemand service will not be available on September 2.
  • Access Transit will operate holiday service hours on September 2 from 8 a.m. to 11 p.m.  
    • Trips must be booked in advance as per normal procedures.
    • Customers are reminded that subscriptions do not apply on statutory holidays.

Washroom Trailer opening August 27: staffed washrooms begin at riverbank location

A washroom trailer will officially open on Tuesday, August 27 at the site of the Central Urban Métis Federation (CUMFI) office at 315 Avenue M South. The trailer will be piloted until October 31 and will be open 24 hours a day. The Saskatoon Tribal Council (STC) Sawēyihtotān Program will staff the washroom trailer as well as support Commissionaires who will be staffing the Kiwanis Memorial Park (North) public washrooms. 

In May, City Council approved the purchase of a used washroom trailer to provide a staffed, all-day service for the Riversdale and Pleasant Hill neighbourhoods for residents in need of access to safe, clean public washrooms. Council also approved funding to provide staffing at a riverbank washroom location and for extra public access to drinking water.  

A total of $700,000 has been allocated to the project with the money coming from the Reserve for Capital Expenditures.

Transit launches free child fares September 1

Starting on September 1, Saskatoon Transit will launch a new program offering free fares for children in Grade 8 and under. This program allows elementary school-age children to ride all Saskatoon Transit and Access Transit services for free without needing to scan a fare pass or show any documentation (such as an ID) simply by boarding the bus based on their grade level.

On June 26, City Council approved the elimination of child fares to provide families with a low-cost transportation option and encourage the use of public transit in the community. Saskatoon joins other Canadian cities, including the City of Regina, in offering free transit fares for children.

“The goal of the program is to make public transit more accessible and affordable for Saskatoon families,” said Michael Moellenbeck, Director of Saskatoon Transit. “By removing the cost barrier, we’re able to provide all children the opportunity to get around the community safely and easily, whether it’s to school, extracurricular activities, or family outings.”

The free child fare initiative was developed after extensive community engagement in Spring 2024, during which Saskatoon Transit engaged with schools, community organizations, Transit staff, members of the public, and other transit agencies across the country. Based on the feedback received, City Council adopted a simple and seamless program.

To monitor the program’s impact, Saskatoon Transit will collaborate with local school boards and organizations to assess any operational savings and efficiency improvements. A report on the outcomes will be presented to City Council in Summer 2025.

Reminder for all property owners: Important reassessment survey closes Friday, August 30

A reminder for all property owners in Saskatoon, the City’s Reassessment Phase-in Options Survey will close Friday, August 30, 2024. The survey has been open for property owners' feedback since Thursday, August 1.

With the next legislated reassessment year of all property types in 2025, the City is asking property owners for their preference on:  

  • the property tax phase-in options the City could apply: no phase-in, 2-year, or 4-year
    phase-in for the next property reassessment cycle beginning 2025. 
  • benefits, concerns and/or preferences for the phase-in process and how it will be conducted. 
  • property owners’ preferred communication methods to receive reassessment information from the City of Saskatoon in 2025 and going forward.

Background Information

The next legislated reassessment of all property types in Saskatchewan will take place in 2025. Reassessment is undertaken every four years to determine an updated market value for your property. Your property’s 2025 reassessed value will be used, along with the City’s budgeting requirements and tax policy, to calculate your property tax for the next four years, 2025–2028.

The Cities Act does not allow the City to change the current 4-year reassessment cycle however, the City can determine its own tax policies for all property classes (residential, commercial, multi-residential, etc.) in Saskatoon. The City has the authority to make the decision on what are called phase-in options.

When there is a change to a property owner’s property tax because of their property’s new reassessed value, the dollar amount change in property tax owed can be phased-in over two or four years before the next legislated reassessment year. There is also an option for no phase-in use.

Floating Treatment Wetland installation at Kensington 1 Storm Pond August 28

The Saskatchewan Association of Watersheds (SAW), in partnership with the City of Saskatoon, Water Security Agency, Environment and Climate Change Canada, and Meewasin Valley Authority, will be installing floating treatment wetlands in the Kensington 1 Stormwater Pond on August 28.

Employees of SAW, Meewasin, and the City of Saskatoon, along with youth volunteers from WILD Outside, will be present at the Kensington 1 Stormwater Pond site planting vegetation on the floating wetland platforms before they are launched into the pond and anchored in place with concrete blocks.

The floating treatment wetland installation and demonstration site will showcase practices that can be adopted by communities to build resiliency to the effects of climate change and extreme weather events. The demonstration site will consist of 12 floating wetland island platforms with native plants. The floating treatment wetlands are expected to provide ecosystem services to the South Saskatchewan River Watershed, including:

  • Nutrient load reduction
  • Reduced algal growth
  • Reduced greenhouse gas emissions
  • Habitat for wildlife and pollinators
  • Improved water quality

The stormwater pond will be tested annually for five years by SAW following installation to track the effect of the floating treatment wetlands on water quality within the storm pond.

Rescheduled: Downtown Transit Terminal partial closure for roadway rehabilitation starting Monday

The Downtown Transit Terminal on 23rd Street will undergo a short-term construction project from August 26 to 31, weather permitting and barring any unforeseen circumstances. This rehabilitation work involves roadway resurfacing and curb drainage in the terminal's westbound lane.  

Several bus routes will be temporarily relocated during this project to the east side of 3rd Avenue between 22nd and 23rd streets: 

  • Routes 2 and 5 will be temporarily relocated from August 26 to 28.  
  • Routes 8 and 80s will be temporarily relocated from August 26 to 31. 

Temporary bus stop signage and transit staff will help locate transfers and buses, and “no parking” signs will be set up at the temporary terminal route locations. Detours will guide motorists around the work zone. 

Please note the sidewalks of the existing terminal will remain open, and the Transit Customer Service Centre will maintain regular hours of operation.

Direct bus service from the Special Events Stop (23rd Street and 2nd Avenue) to Five Finger Death Punch at SaskTel Centre on Saturday, August 24 at 7:30 p.m., is available at the following times:

  • 6:15 p.m.
  • 6:55 p.m.

Post-event drop-off is at the downtown terminal. Buses typically arrive 30 minutes before the event ends.

Regular fares apply ($3.00 per trip) and can be purchased on mobile phones using the TGo or transit app. Transfers and passes are also accepted.

Plan trips to events at SaskTel Centre, using Route 333, in the real-time mobile app Transit or Google Maps Transit up to two weeks in advance. Downtown Event and Entertainment District Funding Strategy to be discussed at City Council August 28, 2024

Another important milestone in the journey to the Downtown Event and Entertainment District will be discussed at the August 28th meeting of Saskatoon City Council. A report will be presented that outlines a funding strategy that encompasses a mix of funding sources, including public and private contributions, grants and other funding tools that do not require an increase in the property tax rate to support the project and advance the Downtown Event and Entertainment District.

“Administration was tasked with developing a funding strategy that achieves the goal of constructing the Downtown Event and Entertainment District with no contribution from property taxes,” says Dan Willems, Director of Technical Services, Transportation and Construction. “We’re confident that the tools within the funding strategy have been formulated to achieve this important goal.” 

These funding tools include:

  1. Accommodation Funding Contributions;
  2. An Amusement Tax;
  3. Parkade Revenues;
  4. Tax Incremental Financing;
  5. Property Realized Reserve Contribution;
  6. SaskTel Centre Reserve Contributions; and
  7. Private Partner Contribution.

“It is important to keep in mind this is not about deciding to proceed with construction, rather it is about taking the next step to pursue the financial opportunities to support the potential Downtown Event and Entertainment District,” says Willems.

Provincial and federal funding contributions will be necessary to bring this project to life and a fundamental component of the funding strategy. The intended outcome is to have a shelf-ready project so when federal and provincial funding programs are available, Saskatoon will be ready to go.

“As with previous major City projects that have benefitted from federal and provincial funding programs, we’ll work towards securing financial commitments from other orders of government,” says Willems.

This report builds upon the Private Partner Agreement framework which was discussed at this month’s earlier Governance and Priorities Committee meeting and has been forwarded to Council for approval.

If the reports are approved by City Council, the Administration will continue to work towards achieving the funding strategy. This includes seeking out the necessary agreements and further financial commitments with the provincial government, federal government and private partners.

New case of Dutch elm disease identified in Saskatoon

The City of Saskatoon Parks Department has confirmed a new positive case of Dutch elm disease (DED) in an elm tree in the Varsity View neighbourhood.  

The City has initiated its DED Response Plan, which includes:  

  • Immediate removal of the positive tree(s) and disposal at the City landfill  

  • Increased surveillance of the surrounding area to search for stored elm wood  

  • Sampling of symptomatic trees within one kilometre of the infected tree  

  • Continuing regular elm surveillance and cyclical pruning of trees in parks and on boulevards  

What will happen in impacted areas? 

Parks staff will be conducting surveillance around impacted areas. Surveillance of these areas includes checking every property for elm firewood or brush and removing it when it is found. If residents are not home, staff will remove the elm wood and leave an Elm Infraction Notice with a note indicating that the wood was removed. 

As part of the Forest Resource Management Act, the Provincial Dutch Elm Disease Regulations, 2005 allow inspectors to enter private property to inspect for elm wood, remove elm wood and sample private elm trees. In accordance with the regulations, property owners will be asked to remove and dispose of infected elm trees. 

What is DED? 

DED is a serious disease caused by a fungus that clogs the elm tree’s water and nutrient conducting system, which eventually causes the tree to die. DED was introduced in North America in the 1930s and has since wiped out millions of elms across Canada and the United States. In Saskatoon, elms make up 25% of our urban forest. 

How is DED spread? 

In Saskatchewan, the disease is spread by several species of elm bark beetles. These beetles can fly farther than two kilometres in search of elm trees. The DED fungus has tiny spores that stick to the body of the beetle. Elm bark beetles can carry these spores and infect other elm trees. The fungus can also be spread by infected pruning tools. 

How can DED be prevented? 

You can help prevent Dutch elm disease by:  

  • Never storing elm wood or branches. Don’t buy or take elm wood from anyone and don’t burn it. 

  • Not pruning elms during the provincial pruning ban (April 1 to August 31). 

  • Disposing of elm wood at the Saskatoon Landfill. Do not take elm to the compost depot or put it in your green bin. Dispose of it immediately, even if it is during the provincial ban. Disposal of residential elm wood at the Landfill is free.  

How to identify and report unhealthy elm trees and firewood 

American elm trees with DED may start showing symptoms as early as June. Typically, the leaves will start to wilt and turn yellow, then curl and turn brown. If you suspect an unhealthy elm tree or are unsure of what type of firewood you have, take a photo and complete the online form at saskatoon.ca/dutchelmdisease or call Urban Forestry at 306-975-2890.

Saskatoon Transit special event bus service to SaskTel Centre for Hozier

Direct bus service from the Special Events Stop (23rd Street and 2nd Avenue) to the Hozier: Unreal Unearth Tour at SaskTel Centre tonight at 7:30 p.m., is available at the following times:

  • 5:40 p.m.
  • 6:00 p.m.
  • 6:20 p.m.
  • 6:40 p.m.
  • 7:00 p.m.
  • 7:20 p.m.

Post-event drop-off is at the downtown terminal. Buses typically arrive 30 minutes before the event ends.

Regular fares apply ($3.00 per trip) and can be purchased on mobile phones using the TGo or transit app. Transfers and passes are also accepted.

Plan trips to events at SaskTel Centre, using Route 333, in the real-time mobile app Transit or Google Maps Transit up to two weeks in advance. Multi-modal options are available in the Transit app to seamlessly integrate trips with active transportation, OnDemand Transit, riide or Uber using the Transit+ feature. By combining transportation modes, wait times and costs can be minimized.

The 2024 Civic Election is a great opportunity for you to participate in the democratic process and support Elections Saskatoon in our commitment to administer a successful civic election in 2024. 

It will take hiring a large team of election workers and officials to ensure all voting locations function properly at all early voting opportunities and on Election Day, November 13, 2024. We will hire approximately 500-600 election workers. 

  • We want to include youth workers at the booth! Are you aged sixteen plus? Apply today!  
  • Do you speak another language? Elections Saskatoon is committed to hiring workers who speak languages representative of Saskatoon's diverse community. 

Interested? To be considered as an applicant for election worker duties, you must meet the following requirements: 

  • Must be legally entitled to work in Canada.          
  • Must not be related to a candidate running in either the municipal or school board election.             
  • Must be available to attend mandatory paid training sessions in the month of October (hands-on training is required for some positions). 
  • You’ll need to have access to an email address, Elections Saskatoon will use it to contact you.     

There are five types of election worker positions we will be hiring for to support the 2024 Civic Election; the pay rates are included for each: 

  1.  Poll Supervisor (PS) – approximately 80 positions are available. 
  2.  Issuing Deputy Returning Officer (iDRO) – approximately 300 positions are available. 
  3.  Receiving Deputy Returning Officer (rDRO) – approximately 80 positions are available. 
  4.  Poll Clerk – approximately 80 positions are available. 
  5.  Standby Workers

Downtown Transit Terminal closures for roadway rehabilitation starting Wednesday

The Downtown Transit Terminal on 23rd Street will undergo a short-term construction project from August 21 to 27, 2024, weather permitting and barring any unforeseen circumstances. This rehabilitation work involves roadway resurfacing and curb drainage in the terminal's westbound lane. 

Several bus routes will be temporarily relocated during this project to the east side of 3rd Avenue between 22nd and 23rd streets:

  • Routes 2, 5, and 15 will be temporarily relocated from August 21 to 23.
  • Routes 8 and 80s will be temporarily relocated from August 21 to 27.

Temporary bus stop signage and transit staff will help locate transfers and buses, and “no parking” signs will be set up at the temporary terminal route locations. Detours will guide motorists around the work zone.

Please note the sidewalks of the existing terminal will remain open, and the Transit Customer Service Centre will maintain regular hours of operation.

City warns public: beware of utility services phone scam

It appears the scammers are at it again - hoping to take advantage of unsuspecting utility customers.

The City wants to warn residents again about an identified scam involving phone calls appearing to come from the resident’s utility company.

The caller indicates that the resident or business has a delinquent account and owes money, otherwise their power will be shut off. A number of concerned business owners have contacted the City on this matter.

Helpful reminders for residents:

  • These types of demanding ‘pay - or have your power cut-off’ phone messages, Robocalls, texts or emails are never sent from the City of Saskatoon or Saskatoon Light & Power.
  • The City never requests or collects credit card or bank account information from customers via phone, text or email.
  • The City typically uses application forms to collect banking information for setting up new utility accounts, direct debit bill payments or for the TIPPS program.
  • Never give out your personal or banking information, or credit card number over the phone, by text or email. It is a best practice to block suspicious phone numbers and delete after reporting.
  • Do not to click on suspicious web links.

Scammers typically use the information they gather this way to get money or commit identity theft. Previous public service announcements from the City have warned residents about scams involving fake text messages and emails, both demanding payment from customers they said ‘owed money’.

Residents should contact their bank if they have become a victim of fraud, and also report these types of phone or online scams to Saskatoon Police Service at saskatoonpolice.ca/onlinereporting/fraud or the Canadian Anti-Fraud Center, 1-888-495-8501.

Concerned residents may also call the City of Saskatoon to speak with a Customer Service Representative at 306-975-2400.

Next phase of College Drive project starts Monday

The next phase of the College Drive Water Main Maintenance Project starts on Monday, August 19. The eastbound lanes between Clarence Avenue and Wiggins Avenue will fully close with one lane for eastbound traffic in the westbound lanes. This phase is expected to take approximately 4 weeks to complete, weather permitting and barring any unforeseen circumstances.

  • Zipper merging will be required due to lane closures. Drivers are reminded to use all available lanes and take turns at the end. This will help everyone get through the work zone faster.
  • Saskatoon Transit may be affected by these detours. Transit service alerts and real-time bus information are available on third-party apps like Transit and Google Maps Transit on desktop.

Saskatoon Transit is asking riders to “be bus ready” ahead of back-to-school rush

When classes resume in September, Saskatoon Transit wants customers to know that buses will be busy and some buses during morning and afternoon rush hours may be too full to take on more passengers. If you plan to take the bus during morning or afternoon rush hour peak times, please plan ahead to avoid delays that can happen with peak riding times.

Trips on routes in all areas of the city can fill up; however, it’s typically felt on routes to and from high schools and post-secondary schools in the morning and afternoon. This was an issue during the previous school year and ridership is expected to be higher this fall, exacerbating the overcapacity issue.

“Saskatoon Transit is gearing up for its busiest season as students head back to class. Unfortunately, the demand is here faster than the new buses on order, so we expect buses to be very full with limited extra buses to add to service,” says Mike Moellenbeck, Director of Saskatoon Transit. “We apologize to customers who are affected and are committed to addressing the overcapacity routes as best we can with the limited options.”

All available buses are on the road and there may not be enough to meet the frequency or capacity needed on some routes to take everyone at peak times. The eight new buses arriving at the end of the year will help with some of the issues and Saskatoon Transit will be in a good position to meet the demand by the end of 2025 when the next order of 20 buses arrives.  

Where someone with a car may leave earlier to avoid rush-hour traffic, someone using public transit  may want to consider taking an earlier bus if possible, to avoid delays that can happen with everyone trying to get to work and school at the same time," Moellenbeck adds.

September is a busy time for Saskatoon Transit. “Be bus ready” for back-to-school and follow these tips for taking transit this September:

  1. Download the real-time mobile app Transit or Google Maps and plan your September trips with the new fall schedule.
  2. Check on options for routes, stops and times to get to your destination. If possible, an earlier bus might help avoid delays that can happen with peak riding times.
  3. Be ready to hop on when the bus comes with your pass ready to scan. All riders are expected to pay bus fare.
  4. Make space for others: Move to the back of the bus and lower your backpack.
  5. If you can stand, please offer your seat to someone who isn’t as steady.

A 10-year fleet renewal funding plan was approved in 2023 to increase and improve the reliability of the fleet. Eight new buses will arrive this winter and another 20 are expected by the end of 2025, as the lead time on bus delivery can be up to 18 months. Saskatoon Transit made several changes to operations and maintenance to improve the overall service delivery following a 2022 City Auditor review.

Saskatoon Transit ridership continues to grow and is anticipated to match or surpass the 2019 peak of 13.2 million rides in 2024. Year-to-date ridership at July 31, 2024 is approximately 18% higher than July 31, 2023 year-to-date ridership.

City makes changes to Accessible Parking Permit Program

Changes to the Accessible Parking Permit Program approved by City Council earlier this year will take effect on October 1, 2024. 

The Accessible Parking Permit Program is an optional program allowing users with a valid SaskAbilities placard to park for free in paid parking areas. The program also allows users to park in paid parking zones, loading zones, and on-street accessible parking zones for longer than the posted time limits.

“A review of the program was undertaken in consultation with users and stakeholder organizations. The review focused on modernizing the program while ensuring it continues to meet the needs of users,” says Matt Grazier, Director of Community Standards. “There is an opportunity for us to better promote the program and the benefits it can provide as well as enhance communication with users.”

Changes to the program include:

  1. Enhanced communication with users – The City will continue to work with SaskAbilities to improve promotion of the program. Users may also sign up to receive emailed renewal notices and information about future changes to the program. More information about the program's benefits will also be provided to users when they purchase a parking permit starting October 1.
  2. Fee and time limit change – The review concluded that the existing permit fees and time limits may no longer be appropriate. Two changes were approved for these items:
    1. Increasing permit fees through a phased-in approach
      1. Starting October 1, 2024, permit fees will be $60 annually
      2. Starting October 1, 2025, permit fees will be $100 annually
      3. Rationale - The user fees for the program have not been changed since 1981, when administrative costs were lower and on-street parking rates were $0.50/hour. Both parking rates and administrative costs have increased over time, requiring an increase in the permit fee. This may mean that the program is no longer cost-effective for some users who do not frequently park in paid parking zones.
      4. Users who are residents of Saskatoon and qualify as low income may apply to receive a permit at a 50 per cent discounted rate.
    2. Reducing time limits from 72 hours to four hours
      1. Rationale - On-street parking is a public asset that serves the needs of a variety of user groups. The review concluded that a 4-hour time restriction was more appropriate to meet the intent of on-street parking. The program has historically allowed users to park on the street for up to 72 hours in paid parking areas. During the review, it was generally accepted that 72 hours is excessive in areas with high demand for on-street parking. Paid parking zones are established to encourage vehicle turnover helping to ensure that adequate supply of on-street parking is available for those who need it.
