City prepared for possible impacts of a severe summer storm today

The City of Saskatoon (City) is prepared for the potential impact of a severe summer storm this afternoon and has activated the Emergency Operations Centre. Environment and Climate Change Canada (ECCC) has issued a Tornado Watch for Saskatoon. A watch means atmospheric conditions are favourable for the development of thunderstorms that could produce tornadoes.
ECCC has stated damage to infrastructure and personal property is possible in severe storms. The potential for heavy rain can lead to localized flooding on roads and in intersections. Saskatoon Police Service (SPS), Saskatoon Fire Department (SFD) and all City departments are monitoring conditions and are ready to respond if necessary. Saskatoon Light and Power (SL&P) crews are on standby as well. Saskatoon Transit may be impacted during summer storms - service alerts and real-time bus information are available on third-party apps like Transit and Google Maps Transit on desktop.
The Saskatoon Landfill, Saskatoon Forestry Farm & Zoo and other City facilities may close if severe weather does occur. Visit saskatoon.ca/servicealerts for the most up-to-date impacts to City facilities and services.
The City is advising residents to take immediate steps to ensure their safety and to stay informed. Monitor the forecast, local news stations, saskatoon.ca and social media for updates. City to lower flags in recognition of National Day of Remembrance for Victims of Terrorism

The National Day of Remembrance for Victims of Terrorism is on June 23. In recognition, flags at all City of Saskatoon facilities will fly at half-mast for the day.
Recognized every year in Canada on June 23, the National Day of Remembrance for Victims of Terrorism marks the anniversary of the Air India Flight 182 bombing which happened off the coast of Ireland in 1985.
Flags across Canada are flown at half-mast on June 23 to honour the victims of the Air India bombing, and Canadian victims whose lives have been taken by other acts of terrorism.

Starting June 30, 2024, Saskatoon Transit will implement routing and service changes in the Brighton, Rosewood, The Meadows, and Aspen Ridge neighbourhoods.
Overview of what's changing:
Route 29 – Brighton / Nelson Road
New fixed-route service and schedule. Previously OnDemand Brighton.
Route 29 connects Brighton to Nelson Road via Nelson Road and McOrmond Road.
From fall to spring when the U of S is in full session, Route 29 extends from Nelson Road to Place Riel.
Route 86 – Rosewood / Centre Mall
Adjusted fixed-route service and schedule to expand residential service in Rosewood.
Route 86 travels from Centre Mall, through Wildwood, Lakewood, and throughout Rosewood.
Route 87 – The Meadows / Centre Mall
New fixed-route service and schedule. Previously OnDemand The Meadows.
Route 87 connects The Meadows to Centre Mall via Acadia Drive, Taylor Street, Pawlychenko Lane, and Meadows Boulevard to Market Drive.
OnDemand Transit – Aspen Ridge
OnDemand transit service is being introduced in Aspen Ridge, with hub stops at Centennial Collegiate, St Joseph High School, and Nelson Road/Lowe Road. Service starts July 2.

New Spadina Lift Station is complete and fully operating

A significant piece of Saskatoon infrastructure that would have required extensive modifications to continue operating has been replaced. Construction on a new Spadina Lift Station and force main, which moves approximately 60 per cent of Saskatoon’s wastewater from the sanitary sewer system to the H. McIvor Weir Waste Water Treatment Plant, has wrapped up and has been in service for about three months.
“The decision to construct a new lift station instead of modifying the existing one, which was built in the 1940s as a sewage disposal facility and repurposed as a lift station in the 1970s, made the most sense,” said Russ Munro, Director of Saskatoon Water. “The risk in modifying the old structure would have been significant and not feasible, both from an operational perspective and from a capital expenditure perspective.”
Collaborative funding efforts from both federal and provincial governments highlighted the recognition of the project's importance and its impact on the community's well-being. The Government of Canada provided $7.2 million toward the Spadina Lift Station project under the Green Infrastructure Stream of the Investing in Canada Infrastructure Program. The Government of Saskatchewan provided close to $6 million. The City of Saskatoon invested $4.8 million to cover the remaining contribution.
“Reliable and sustainable water infrastructure contributes to the basics of a well-run city,” said the Honourable Dan Vandal, Minister of Northern Affairs, PrairiesCan and CanNor, on behalf of the Honourable Sean Fraser, Minister of Housing, Infrastructure and Communities. “Today’s completion of the new Spadina Lift Station ensures better wastewater management and well-being for the community into the future.”
“Today, we celebrate the completion of a facility that will have a lasting impact on future generations,” said the Honourable Don McMorris, Minister of Government Relations. “As our cities continue to expand, it is important that critical infrastructure meet both current and future demands. Our government is committed to strengthening our communities through vital projects like this, ensuring a brighter future for all.”
“Saskatoon has experienced tremendous population and neighbourhood growth in recent decades,” said Mayor Charlie Clark. “This upgrade to the Spadina Lift Station is critical for ensuring we have the continued capacity to move the majority of Saskatoon’s wastewater safely and efficiently to the Wastewater Treatment Plant. This will benefit both today’s residents and future generations. Thanks to the Federal and Provincial Governments as funding partners in maintaining and modernizing this important infrastructure for our city.”

City celebrates completion of McOrmond Drive Reservoir and Pump Station

The City of Saskatoon is celebrating the completion of the McOrmond Drive Reservoir and Pump Station. This milestone marks a significant achievement in ensuring a reliable supply of clean water to residents and businesses in the northeast part of the city. The facility has been in operation since March.
“As Saskatoon continues to grow, the McOrmond Drive Reservoir and Pump Station is an important addition to our water management system,” said Russ Munro, Director of Saskatoon Water. “With a capacity to store 43 million litres of treated water from the Water Treatment Plant, the reservoir ensures consistent water availability for Evergreen, Aspen Ridge and Willowgrove.”
The reservoir was approved for federal and provincial funding through the New Building Canada Fund. The project cost is $56,850,000 (Federal: $14,678,775; Provincial: $14,678,775; City: $27,492,450).

In addition to enhancing the City's water distribution capabilities, the McOrmond Drive Reservoir and Pump Station is equipped with the most up-to-date pumping systems and controls. The water is stored in an underground concrete reservoir that is approximately six metres deep.

After the walk, the Saskatoon Indian Métis Friendship Centre will host a free lunch, a program and activities in the park.
This walk brings the community together to honour the truth of the Residential schools and those who survived them, as well as demonstrate our collective commitment to reconciliation.
“I had a dream of walking for Residential School Survivors that didn’t have a voice,” says Jamie Fiddler, Residential School Survivor. “This Rock Your Roots walk is a covenant of truth or ‘tāpwēwin’ and reconciliation or ‘miyo-wâhkôhtowin.’ As we are one family, we walk and heal together, going into the future.”
Participants of the walk are invited to “Rock Your Roots” by wearing orange or contemporary/cultural regalia, or carrying signs that celebrate their heritage. Knowledge Keepers will start the day with a ceremony. Residential School Survivors will be honoured by leading the walk. Along the route, an international cast of singers, dancers, and musicians will celebrate the diverse cultures of Saskatoon.
This year, organizers have several initiatives to reduce waste at the event through their Mother Earth team. They encourage participants to bring their own water bottle, waste free snacks, and throw compostables and recyclable items in the right bins.

Zoo animals prepare for cooler temperatures

Over the next several weeks, visitors to the Saskatoon Forestry Farm Park & Zoo (Zoo) will start to see the Zoo animals preparing for the cooler winter temperatures ahead. Many species including the snow leopard, lynx, bobcats, bison and caribou thrive in cooler temperatures thanks to some very cool natural adaptations.
“Caribou are well adapted to life in cold climates,” says Jeff Mitchell, Zoo Manager. “The herd at the Zoo is already working on developing their dense undercoat made up of ultra-fine fur and a longer overcoat of hollow guard hairs that will keep them warm throughout the winter. Caribou also have large, sharp hooves that act like snowshoes allowing them to walk on top of the snow.”
Other animals like the grizzly bears and prairie dogs, are getting ready to sleep away the cold winter days.
“Mistaya and Koda have started making their beds so to speak,” says Mitchell. “You might see the bears combing through the extra straw and leaves the zookeepers have placed throughout their habitat. Mistaya and Koda like to carefully select each leaf and piece of straw, only taking the best of the best back to their den to make their bed.”
Dingoes Maple and Euci will soon be off-exhibit as the cool weather settles in. While the dingoes love to play in the snow for brief periods of time, they will be spending most of their time in their indoor habitat in favour of warmer temperatures.

New home energy retrofit financing for Saskatoon

Helping Canadians upgrade their homes to be more energy-efficient fights climate change, creates good jobs and helps save on monthly bills.
The Honourable Dan Vandal, Minister of Northern Affairs, Minister for PrairiesCan, and Minister for CanNor, on behalf of the Honourable Jonathan Wilkinson, Minister of Natural Resources, and Mairin Loewen, member of the Board of Directors of the Federation of Canadian Municipalities and councillor at the City of Saskatoon, today announced a $11.1-million investment through the Community Efficiency Financing (CEF) initiative to help implement a home energy retrofit financing program in the City of Saskatoon.
The Saskatoon Home Energy Loan Program is the first Property Assessed Clean Energy (PACE) program in the province, designed to support retrofits for single-family homes by allowing repayment of loans through the property tax system. The program will provide financing for homeowners to undertake a range of measures, including energy efficiency upgrades, renewable energy installations, water conservation measures, electric vehicle (EV) charging stations, and battery storage technology.
The program includes further support for low-income households: waiving its fixed administrative fee, providing certain services and equipment upgrades free of charge, and offering additional rebates. Through its partnership with SaskPower, the city will further support low-income participation in the existing Energy Assistance Program, which offers energy coaching and low-cost upgrades specifically to low-income households. Additionally, the program will encourage Indigenous businesses to participate in the pre-vetted qualified contractor list for the program.
The implementation of the Saskatoon Home Energy Loan Program follows a successful feasibility study, which received a $102,750 grant through the Green Municipal Fund’s (GMF) Community Efficiency Financing initiative to explore various program options and design a PACE residential financing program. The first intake of the loan program was extremely popular and now has a waitlist. The city will consider additional enhancements to the program to better serve homeowners.
The Community Efficiency Financing initiative is offered through the Green Municipal Fund (GMF) delivered by FCM and funded by the Government of Canada. Poetry Downtown a project in collaboration with Downtown Saskatoon launches

- to connect the work of local poets to the community
The Poetry Downtown project features poems from six local poets displayed on the 3rd Avenue poster directories between 19th Street and 23nd Street in Downtown Saskatoon. The theme of the project is Reconciliation.
Launched at the beginning of October, the project will be on display until May 31, 2023. A Call for Submissions was issued in July of 2022. Selected poets and their poem titles are: Robert Benz: The Colour of Sky, Lisa Bird-Wilson: Beside a Residential School, Lauren Klassen: O’ Canada, Mika Lafond: Unapologetic, Jada Morin: it’s always so sad to see, and Jenny Ryan: Sask..
The goals of the project are:
Poetry Downtown was inspired by a challenge from Parliamentary Poet Laureate of Canada Louise Halfe encouraging municipalities to bring poetry to public places.
“In order to walk or run we must first learn to crawl. It is often the first step toward growth. In Cree, pimitācimo, is in itself a loaded word with multiple beginnings. However, simply translated, it means: we crawl into life with our stories,” explains Halfe.
“Art uses our physicality, spirituality, intellect and emotionality to bring forth our visions. It is expressed through literature in poetry, drama, theatre, dance, music, song and paintings. It is never stagnant. All these enhance and challenge our perspectives, they guide us into the inner center of our being, invite us to grow. City’s first flood mitigation project complete; new park space open

Dozens of residents in Saskatoon’s Haultain and Queen Elizabeth neighbourhoods can rest a little easier knowing there is less of a likelihood of their properties flooding during intense rainfalls. A new dry storm pond in W.W. Ashley District Park, enjoyed as a newly developed park and sports field during dry weather, officially opened today.
The new dry storm pond is the first of nine to be completed under the Flood Control Strategy (FCS) which was approved by City Council in 2018. The second project is underway right now in Churchill Park and will open in fall 2023. In early 2023, construction will start on a dry storm pond in Weaver Park and six more FCS projects will be built between 2024 and 2027. The Government of Canada has contributed $21.6 million towards Saskatoon’s Flood Control Strategy through the Disaster Mitigation and Adaptation Fund.

“The W.W. Ashley Park Dry Storm Pond has already proven to be a tremendous success,” said Saskatoon Mayor, Charlie Clark. “During a significant rain event this summer, it prevented flooding in an area of the city that historically experiences floods. It also provides accessible walking paths and retains recreational space and green space when not containing storm water. The City has plans for more dry ponds and will continue work on projects in the Flood Control Strategy to help minimize flooding in the highest risk locations in the city. Through continued partnerships, we’re able to deliver better infrastructure to residents that help mitigate damage from natural events.”
“We have a well thought out strategy in place to ensure all of our projects are built and functioning by 2027,” said Russ Munro, Director of Saskatoon Water. “Flooding is never ideal, but I think we were fortunate to witness how this first flood mitigation project actually ended up exceeding our expectations during the rainstorm on June 20th. It demonstrated these projects are a solution when it comes to protecting neighbourhood homes from being devastated by floods.”
Dry storm ponds hold water that would otherwise cause nearby flooding during intense rainfalls. The water flows into storm drains, then through underground pipes into the dry storm pond, where it then flows toward and empties into the South Saskatchewan River.
Once the FCS projects are completed, the City anticipates seeing a substantial decrease in the amount of neighbourhood flooding in the top 10 highest risk areas of Saskatoon.

The City is excited to announce the return of the leisure facilities Halloween offer, supporting healthy and active children in Saskatoon. Starting Tuesday, October 11, residents can pick up Halloween-themed coupons to hand out to children who come trick or treating at the end of the month.
The coupons are valid from October 31 to November 30, 2022 and provide 20% off general admission for a family, adult (must be accompanied by a child) or youth at any of the Leisure Centres (Cosmo, Lakewood & Lawson Civic Centres, Harry Bailey Aquatic Centre, Saskatoon Field House and Shaw Centre) and indoor rinks (ACT, Archibald, Cosmo and Lions). Admission for our smallest trick or treaters, children under six years of age, is always FREE, year-round!
The coupons will be available to residents for pick up at any of the Leisure Centres on a first come, first serve basis. A maximum of 50 coupons per customer will be given.
