Get ready to vote! May is Voter Registration Month for the province

Get ready to vote this fall! The provincial election is on October 28, 2024, and the City of Saskatoon’s municipal election for local government leadership and school board trustees for the Public and Separate School Divisions will take place on November 13, 2024.

May has been proclaimed by the Province of Saskatchewan as Voter Registration Month. Eligible voters, you can now register or update your voter information for the provincial election. All you need to do is check, update, or add your voter information to the Elections Saskatchewan Voters List portal here.

Key Dates:

  • At the end of May 2024: The Returning Officer for Saskatoon’s 2024 Municipal/School Board election will collect Voter Registration data from Elections Saskatchewan to establish Saskatoon’s municipal voter registry.
     
  • Starting July 2024: Eligible voters for the Saskatoon Municipal/School Board election will be able to register and update their Voter Information until mid-October 2024 on the Elections Saskatoon website at saskatoon.ca/vote2024. 

“Saskatoon has not used a voters list since 1988,” says Shellie Bryant, Returning Officer, 2024 Civic Election.  “Elections Saskatoon’s partnership with Elections Saskatchewan will support Saskatoon’s modernized and secure civic election and provide a faster voter experience at the polls.”

In May 2023, City Council approved Saskatoon’s election modernization strategy. This includes the use of a registered voters list for the municipal election and entering into an information-sharing agreement with Elections Saskatchewan.

Who Can Register to Vote

You can register to vote in the Municipal/School Board election if you meet the following criteria on Election Day, November 13, 2024.

  • You are a Canadian citizen and at least 18 years of age
  • You have resided in Saskatchewan for at least six consecutive months
  • You are a resident of Saskatoon or have owned assessable land within Saskatoon for at least three consecutive months

What eligible voters need to know: 2024 Saskatoon Municipal Election

  • After you check, update or add your voter information to the Elections Saskatchewan Voters List, you are automatically registered to vote in Saskatoon’s Municipal/School Board election this fall.
  • Elections Saskatoon will send a voter information guide to all households in the fall.

“Being registered ahead of time will make your voting experience faster for both elections held this fall,” adds Bryant. “As in previous civic elections, if you are an eligible voter, you can still register to vote at the voting location you attend in November.”

Helpful reminders for both provincial and Saskatoon municipal election voters:

  • If you will turn 18 years old by the provincial or municipal election day, get ready to vote for the first time!  Register today.
  • Have you recently become a Canadian Citizen? Register to vote in your first election.
  • Moved lately? Or changed your name? Check, update or add your voter information today.

Elections Saskatoon is committed to protecting the integrity of the voting process, providing a faster and more efficient voter experience at the polls, and an easier way to verify identity through the use of a Voters List, and by providing alternative voting formats such as Mail-In Ballots and Drive-Thru Voting.

Elections Saskatoon is the City of Saskatoon’s non-partisan and independent election-management body and office. Elections Saskatoon will direct and supervise the administration of Saskatoon’s 2024 Civic Election.

Saskatoon’s 2024 Civic Election is on Wednesday, November 13, 2024. Eligible voters will vote for local government leadership - Saskatoon’s Mayor, Councillors, and Public and Separate School Board Trustees for the next four-year term. Civic elections are held every four years.

City continues pothole blitz, resumes residential street sweeping

A delayed spring with a late March freeze and thaw has created more cracks and potholes than usual this year.  So, City crews are on pothole patrol to provide smoother and safer roadways, using hot mix asphalt for more permanent repairs. 

Instances confirmed as emergency potholes are included in the locations marked as High Priority on the Report a Pothole Map, and will be addressed within 24 to 72 hours, weather permitting. Non-emergency pothole repairs are part of planned maintenance programs, ensuring the road network's longevity while prioritizing citizen safety and fiscal responsibility. 

Please allow 24 to 48 hours for repair completion and Map updates. Remember to reduce speed and watch for crews for everyone's safety. 

Anyone that notices hazardous potholes or pavement cuts can report them to our Customer Care Centre at 306-975-2476. Explore more about potholes and utility cut repairs at saskatoon.ca/potholes. 

After a short delay because of rain, residential street sweeping will begin today, Wednesday May 8.  

Street sweeping in the rain presents challenges: it turns dust and debris into mud, making it much harder for our street sweepers to do the best job cleaning the roads.    

Scheduled street sweeping missed during the rainfall this week will be rescheduled for a later date. We appreciate your patience and cooperation as we work to ensure the cleanliness and safety of City streets. 

To ensure thorough cleaning, "No Parking" signs will be posted prior to sweeping. Your cooperation in moving parked vehicles and following the parking restrictions is greatly appreciated.

Unexpected disruption affecting some City phone services

The City is currently experiencing disruptions to the phone lines for: 24/7 Customer Care Centre, Corporate Revenue, Saskatoon Transit, Access Transit and Saskatoon Light & Power. A timeline for restoration is not yet known.  

In the meantime, residents who need to contact the respective areas can do so by email, using the following addresses:

Nutrien Playland at Kinsmen Park opens for the season on Sunday, May 12, 2024

Nutrien Playland at Kinsmen Park (945 Spadina Crescent East) will open for the season on Sunday, May 12, 2024.

Hours of operation are as follows:
May and June

  • Monday to Friday: 2:30 p.m. to 8:00 p.m.
  • Saturday, Sunday, and Holidays: 10:00 a.m. to 8:00 p.m.

July to September 2

  • Daily: 10:00 a.m. to 8:00 p.m.

Admission is $3.00 for a single ticket and $30.00 for a play pack (12 tickets). One ticket per ride is required for the Canpotex train, Ferris wheel and carousel.  Children under the age of 6 must be accompanied by a paying adult. Children under the age of 2 ride for free.

The children’s play area is free to enjoy and includes water spray features, sand play and a climbing area. The spray pad will open June 1, 2024 and operate daily from 10:00 a.m. to 8:00 p.m.

Turn moments into memories and host your birthday party or corporate event at Nutrien Playland! Daytime and after-hours bookings are now being accepted for Playland Parties. There are also affordable rental options available for schools and daycares. Visit saskatoon.ca/playlandparties for all the details and to book now.

Nutrien Playland at Kinsmen Park will once again host a colouring contest for youth ages 12 and under to celebrate the magic of play! All summer long colouring pages will be available for pick up at the ticket kiosk or online at saskatoon.ca/nutrienplayland. Entries will be on display in the train station and draws will take place on May 31, June 30, July 31 and August 31 for a play pack.

Direct service from the Special Events Stop (23rd Street and 2nd Avenue) to see the Saskatoon Blades take on the Moose Jaw Warriors at SaskTel Centre on Tuesday, May 7 at 7:00 p.m., is available at the following times: 

  • 5:40 p.m.
  • 6:00 p.m.
  • 6:20 p.m.
  • 6:40 p.m.

Post-event drop-off is at the downtown terminal and regular fares apply ($3.00 per trip). Fare can be purchased on your mobile phone using either the TGo or transit app, transfers and passes are also accepted. Typically, buses arrive onsite 30 minutes prior to the end of the event.

Starting Wednesday, May 8, 2024, the City of Saskatoon will begin the mail-out of almost 100,000 property tax notices. Property owners should expect their 2024 Property Tax Notice to arrive over the next coming weeks. If you do not receive your tax notice by May 31, 2024, please call 306-975-2400.

  • Your tax notice will be accompanied by a 2024 Property Tax Notice Guide.
  • There are various payment options available including paying your property tax bill over 12 months in equal instalments rather than a single annual payment through the Tax Instalment Payment Plan Service (TIPPS).  Join the TIPPS program anytime. 
  • Already on TIPPS? Your TIPPS amount showing on your 2024 Property Tax notice is for information only.
  • You will not incur late payment penalties if you pay your full 2024 Property Tax amount due on or before the Sunday, June 30, 2024, payment deadline. Non-receipt of your property tax notice does not exempt late-payment penalties. 
  • Current Property Tax: For property tax levied in the current year that remains outstanding beyond the June 30 payment deadline, the late payment penalty is 1.75% per month. 
  • Property Tax in Arrears: For Property Tax Arrears, where a property tax balance remains outstanding beyond December 31 of the year the property tax was levied in, the late payment penalty is 2.25% per month. All late payment penalties are added to the tax account, and compound monthly.

Provincial legislation requires the City of Saskatoon to collect property tax on behalf of three taxing authorities. The total property tax collected in 2024 will be distributed as follows:

  • 60% for the City of Saskatoon to support municipal services and infrastructure relied on every day including fire and police protection, transit, road maintenance, utility services, waste disposal, parks, recreation and more;
  • 34% is billed, collected and remitted on behalf of the province for education as legislated; and
  • 6% to support the Saskatoon Public Library.

Free disposal of residential elm wood loads at City Landfill available now through to the end of 2024

The City of Saskatoon is pleased to offer its residents the opportunity to dispose of elm wood at the Landfill at no cost (for loads up to 1,000kg) through to the end of the year. This initiative aims to encourage the prompt and proper disposal of elm wood, reducing the risk of disease transmission to healthy elm trees. The City wants to remind people that an elm pruning ban is in place each year from April 1 until August 31; however, this new initiative means that any elm wood that has been completely removed, previously been cut, has fallen or was intended as firewood can be disposed of for free.  

“Elm trees hold a special place in our urban landscape, providing shade, enhancing aesthetics, and supporting local biodiversity. However, they face a serious threat from diseases like Dutch Elm Disease. To help manage this issue effectively and limit the spread, it is crucial to ensure proper disposal of all elm wood,” says Konrad Andre, Parks Operations Manager. 

The City ran a free elm wood disposal pilot project at the Landfill in October 2023, accepting a total of 866 loads during the month-long pilot. Building on this positive community response, City Council approved the elimination of residential tipping fees on elm wood for the remainder of 2024 to encourage proper disposal.  

This means that residents may dispose of elm wood loads under 1,000 kg, including branches, logs and other elm debris, at the Landfill during regular operating hours at no cost. This program is limited to residents of the City of Saskatoon only due to provincial regulations that prohibit transporting elm wood across municipal boarders. Loads must consist of 100 per cent elm wood to qualify. The Saskatoon Regional Waste Management Centre (Landfill) is located along Valley Road, south of 11th Street. 

Commercial customers will continue to be charged regular fees and engagement with this sector is planned for later in 2024. 

“By taking advantage of this free elm wood disposal pilot program, residents can play an active role in protecting our urban canopy and preserving the natural beauty of our community,” says Andre. “Timely disposal of elm wood can significantly reduce the risk of Dutch Elm Disease and support the health of our elm tree population.” 

What is DED? 

DED is a serious fungal disease that impacts an elm tree’s water and nutrient conducting system, which eventually causes the tree to die. In Saskatoon, elms make up 25 per cent of the public urban forest. Four positive cases of DED were identified in Saskatoon neighbourhoods in 2023. 

How is DED spread? 

In Saskatchewan, the disease is spread by several species of elm bark beetles. These beetles can fly farther than two kilometres in search of elm trees and are attracted to the scent of pruned or damaged trees and firewood. The DED fungus has tiny spores that stick to the bodies of bark beetles and they can carry these spores and infect other elm trees. The fungus can also be spread by infected pruning tools. 

You can help prevent DED by: 

  • Never storing elm wood or branches. Don’t buy or take elm wood from anyone and don’t burn it. Elm firewood is the best habitat for bark beetles. 
  • Disposing of elm wood at the Saskatoon Regional Waste Management Centre (Landfill). Do not take elm to the compost depot or put it in your green bin. Dispose of it immediately, even if it is during the provincial pruning ban. 
  • Reporting dead or dying elm trees or branches to the city.   

How to identify and report unhealthy elm trees and firewood 

American elm trees with DED may start showing symptoms as early as June. Typically, the leaves will start to wilt and turn yellow, then curl and turn brown. If you suspect an unhealthy elm tree or are unsure of what type of firewood you have, take a photo and complete the online form at saskatoon.ca/dutchelmdisease or call Urban Forestry at 306-975-2890.

City receives 16th Canadian Award for Financial Reporting

The City of Saskatoon has again, received the Canadian Award for Financial Reporting (CAnFR) from the Government Finance Officers Association (GFOA) of the United States and Canada.

The CAnFR award, presented for the City’s 2022 Annual Report, represents a significant accomplishment for municipal government and its financial management. The award recognizes the City’s commitment to high standards and excellence in financial transparency and accountability.

 “We are proud to receive our 16th CAnFR award and to be recognized as a municipal leader that produces high-quality financial reports year after year,” says Kari Smith, Director of Finance. “Our experienced and conscientious financial teams are committed to strengthening relationships, building trust and to the careful stewardship of taxpayer dollars. We prepare transparent financial reporting to clearly communicate the City’s full financial picture.”

The Canadian Award for Excellence in Financial Reporting Program (CanFR) was established to encourage municipal governments across Canada to publish high-quality, easily readable financial reports and to provide peer recognition and technical guidance for officials preparing these reports. The attainment of this award represents a significant accomplishment by a government and its management.

The City’s 2022 Annual Report, after undergoing an intensive review process, was judged by impartial Canadian Review Committee members to meet the high standards of the program, including demonstrating a constructive “spirit of full disclosure” designed to clearly communicate the municipality’s financial story and to motivate potential users and user groups to read the report.

Upgrades scheduled to begin at several neighbourhood parks this spring

This season, several neighbourhood parks will receive makeovers as part of the City’s Park Upgrade Program – a program that funds improvements to established neighbourhood parks to address deficiencies and bring them up to current standards.  

Park upgrades can include enhancements such as new pathways, lighting, irrigation, drainage, tree planting, naturalized plantings and/or other amenities like benches, picnic tables and play structures.  

Thanks to funding from the Government of Canada’s Natural Infrastructure Fund (NIF), the City was able to increase the number of parks and green spaces being upgraded this season, as well the types of enhancements.  

Locations undergoing enhancements in 2024 include:

  • Buena Vista Park  
  • Forest Grove Linkage  
  • Forestry Farm Linkage 
  • John Avant Park  
  • Leif Erickson Park 
  • Marriott Park 
  • Parc Canada 
  • Parkridge Park

In addition to the standard park upgrades, NIF funding is also supporting the installation of two Food Forest Demonstration Sites as well as enhanced irrigation and naturalization improvements at Boughton and Leif Erickson Parks.  

Portions of the parks and access to some amenities will be closed throughout construction and the establishment of newly planted areas. More detailed closure information will be confirmed after the tenders are awarded and construction schedules are developed.

Red Dress Day activities in Saskatoon

Red Dress Day (May 5) is a National Day of Awareness for Missing & Murdered Indigenous Women, Girls & Two-Spirit people. IWG2S persons are at a greater risk of abuse and violence due to factors beyond their control such as gender, cultural heritage, gender identity, poverty, and colonialism.

The first Red Dress Day in 2010 was inspired by a national public art installation where red dresses were hung in a variety of places to bring attention to this crisis. Since then, displaying red dresses has been a way to increase awareness. There is a permanent red dress installation in the lobby of Saskatoon City Hall.

To accommodate current and future growth, the City of Saskatoon has been working on the reconstruction of Neault Road, which includes transforming it into a four-lane road over the next four to six years.

Neault Road will be closed between 22nd and 33rd streets starting Thursday, May 2 at 9:00 a.m. as construction resumes on the two new southbound lanes.

Detours will be in place guiding motorists around the work zone. This phase of the project is expected to take two months to complete, weather permitting and barring any unforeseen circumstances.

City’s Home Energy Loan Program application portal opens at 6 p.m. Wednesday, May 1

The City of Saskatoon’s Home Energy Loan Program (HELP) will begin accepting new applications on May 1, 2024, at 6p.m., with room for 30-50 new applicants.

HELP provides low-interest loans to single-family homeowners for energy efficiency upgrades and renewable energy installations that are repayable through their property taxes. Homeowners are eligible for loans between $1,000 - $60,000, with flexible repayment terms of five, 10, or 20 years.

Loans are tied to the property, not the person. To be eligible, property owners need to have their property taxes in good standing, and no additional credit checks are needed. 

HELP loans are specifically for home energy and water efficiency upgrades, retrofits, and renewable energy installations. Some of the eligible home upgrades include:   

  • Replacing windows, doors, or heating and cooling equipment with EnergyStar models   
  • Adding insulation to basements, attics, and walls   
  • Replacing toilets and faucets to low-flow options   
  • Installing solar panels   

Applications will be processed in the order they are received, and the program administrator will contact applicants after processing to advise of the application status (approved, denied, or waitlisted).

Second phase of College Drive Water Main Maintenance Project starts Monday

The first phase of the College Drive Water Main Maintenance Project is nearing completion. The second phase starts on Monday, April 29. Two-way traffic on College Drive will be maintained, but there will be lane reductions on both sides between Clarence and Cumberland avenues. This phase is expected to take approximately 11 weeks to complete, weather permitting and barring any unforeseen circumstances.

  • Zipper merging will be required due to lane closures. Drivers are reminded to use all available lanes and take turns at the end. This will help everyone get through the work zone faster.

Spring clean-up of park and open space areas starts

Spring is here, which means City workers are starting to ramp up maintenance activities for the more than 2,000 hectares of park and open spaces in Saskatoon. Seasonal workers returned mid-April and the park clean-up process will continue until mid-May.  

Spring park maintenance activities include:  

  • Park clean-up, consisting mainly of litter control and removal of branches and leaves from turf areas and shrub beds.  
  • Pumping out the spring run-off in low-lying areas in parks and green spaces.  
  • Sweeping park-front sidewalks and boulevards where grass, trees and/or flowerpots are located. Full-size street sweepers will follow the same path after to collect the debris left behind on the road.   
  • Grooming of crusher dust trails in naturalized park areas to remove the ruts from run-off and other winter activities will begin once the trails have fully dried. 
  • Collecting litter and beginning of mowing cycles to over 400 hectares of open space areas along Circle Drive and other major freeways. 
  • Emptying of garbage receptacles will increase to at least once a week, beginning May 4. 
  • The Sports Field program is preparing the above basic sports fields in time for the May 1 start date for the various sport user groups. This includes infield grooming of the softball/baseball diamonds, turf inspection, litter/garbage control and field line painting. 

Residents are reminded that a Park Access Permit is required to access private property from a City park to complete all work including landscaping, construction, tree removal, renovations and building a deck, fence or pool. Homeowners and contractors can request a permit by completing the online application form at least one week prior to the date required. Visit saskatoon.ca/parkaccess to access the form and more information on park access requirements.

Gabriel Dumont Park pedestrian bridge to undergo repairs

The wooden pedestrian bridge that provides access to Gabriel Dumont Park from Saskatchewan Crescent W will be repaired. On April 11, the Saskatoon Fire Department (SFD) responded to a report of a fire in Gabriel Dumont Park and found the walkway structure in flames. The crew put the fire out and turned the scene over to the City’s Facilities Department, after which time it was reviewed by a bridge engineer.

Following the bridge assessment, the building engineer concluded that the fire had concentrated at the east end of the bridge. Fortunately, the fire did not significantly affect the structural capacity of the bridge and the assessment concluded the walkway bridge does not need to be replaced. Repairs to the bridge will include replacement of approximately 7.5m of floorboards, railings -- including posts -- and the centre wood stringer. 

Barring any unforeseen circumstances, an external contractor is scheduled to start work Tuesday, April 30 estimating about two weeks to complete. The railings will be repainted after the bridge repairs are finished.

Pedestrians are asked to avoid the area and follow signage directing them to use an alternate route until the walkway is reopened.

General Manager Lynne Lacroix retires after four decades with the City

After nearly forty-two years of dedicated service to the City of Saskatoon, General Manager Lynne Lacroix is announcing she will retire this summer. Lacroix’s final day of service is yet to be finalized but is expected to occur before the end of July 2024. 

“I have loved working for the City throughout my entire career. It has provided me with so many different opportunities and every day, I get to see how the programs, services and infrastructure we provide have an impact on the community,” Lacroix says. 

Lynne progressed through increasing levels of leadership during her impressive career with the City. Starting in 1983 as a Lifeguard, she moved on to become an Aquatics Programmer, Facility Planning Coordinator and into management roles including Branch Manager, Community Development, and Director, Recreation & Community Development. Her current and final role at the City was General Manager of the Community Services Division, a position she took on in 2019. Her educational background includes a Bachelor’s Degree in Education from the University of Saskatchewan and Bachelor’s Degree in Business Administration from the University of Athabasca. 

As it strives to create a good quality of life in Saskatoon, the Community Services Division provides and delivers a spectrum of programs, services, facilities and amenities that are fundamental to creating the type of community in which people want to live, work, play and visit. The Division experienced many notable successes during her tenure as General Manager, including: 

  • Formalizing a partnership agreement with the Meewasin Valley Authority. 
  • Launching the e-permitting system for Building and Development applications 
  • Creation of the Vehicles for Hire Bylaw regulating taxis and transportation network company services 
  • The opening of many great community partnership facilities: Nutrien Wonderhub, Optimist Hill Winter Recreation Park, the 90,000 square-foot indoor Training Centre at Gordie Howe Sports Complex, Pawatetin Basketball Courts in Victoria Park in partnership with Jump Start. Shakespeare on the Saskatchewan and a new Festival Site headquarters building. 
  • Three new Urban Reserves established 
  • Approval of the Urban Forestry Management Plan and Implementation plan, including the establishment of a Tree Protection Bylaw 
  • Approval of the Cemeteries Master Plan 
  • The 100th Anniversary Celebration of Memorial Avenue at Woodlawn Cemetery 
  • Approval of the updated and newly designed Official Community Plan 
  • Regional planning partnership P4G approval of the District OCP and District Zoning Bylaw 
  • Networking, and building and supporting relationships with the community organizations, agencies, builders and developers. 
  • Securing more than $41 million dollars in federal funding for the Housing Accelerator Fund to facilitate the building of additional affordable housing. 

“There is no doubt that our community has greatly benefitted from Lynne’s leadership and ability to build consensus over nearly forty-two years at the City,” says City Manager, Jeff Jorgenson.  

“There are many programs and amenities that contribute to the quality of life we have in Saskatoon that are the direct result of Lynne’s teambuilding approach, her dedication to the community and a desire to make our city a great place to live, work, learn and play,” says Jorgenson. “We wish Lynne all the best in her much-deserved retirement.”
