Starting Monday, April 6, Saskatoon Transit will temporarily adjust Route 17 due to construction along College Drive and into downtown. This work includes University Bridge arch repair, water main rehabilitation on 25th Street, and Link station construction for the new rapid transit system.

As projects progress, additional temporary adjustments to Routes 4/40s, 16, and 17 will be implemented. Riders should anticipate some delays during construction.

Residents are reminded that payment will be required in City-managed pay parking areas on Easter Monday, April 6, 2026.

Payment will not be required on Good Friday, April 3, 2026.

Public parking in the Downtown, Broadway, Riversdale, River Landing and Sutherland areas, as well as streets adjacent to St. Paul’s and Saskatoon City Hospitals, are metered from 9 a.m. to 6 p.m., Monday to Saturday. Payment is not required outside these hours, on Sundays or on statutory holidays (New Year’s Day, Family Day, Good Friday, Victoria Day, Canada Day, Saskatchewan Day, Labour Day, Thanksgiving Day, Remembrance Day and Christmas Day).

Public Pay Parking reminders:
• Customers are encouraged to use the Parkedin app as a no-touch way to pay for parking. 
• Customers are responsible for entering the correct licence plate information when paying for parking at a FlexParking station or when using the Parkedin app.
• Parking time limits vary by location. Watch for signs wherever you are parking. 
• If you have reached the posted time limit but need more time in the area, move your vehicle around the corner or across the street. 
• Balances on a parking purchase can be carried forward to another parking space in a new location.
• Additional parking time can be purchased, but only up to the maximum allowable time posted.

The Standing Policy Committee on Transportation is being asked to change the approved dedicated centre-running transit lanes on First Avenue from contraflow to operating with adjacent traffic flow. The approval report for the April 7, 2026, meeting considers a parking analysis, an examination of traffic flow and other technical requirements along with a discussion of public engagement to date. The proposed change aligns with the revisions made to the dedicated transit lanes design approved by Council in June of 2025 for the College Drive Link corridor.

“There are a lot of exciting developments for the Link project as we get ever closer to system launch in 2028,” says Dan Willems, Director of Technical Services. “Completing the functional design of the segment along First Avenue is another important milestone in operationalizing Saskatoon’s bus rapid transit system to move residents across the city more effectively, efficiently and economically.”

The adjacent traffic flow design matches driver, cyclist and pedestrian expectations, as well as aligns with the dedicated transit lanes previously approved by City Council for the College Drive Link corridor. A consistent approach to how the dedicated transit lanes will operate will also provide a level of safety and comfort for the bus operators and riders. While travel time for vehicles through the corridor during peak hours is expected to increase slightly, the First Avenue corridor and intersections will provide adequate levels of service for pedestrians and vehicles, and an improved level of service for transit users. The parking study further indicates adequate parking supply will remain. The design has undergone a Road Safety Audit (RSA) and additional safety audits will be completed throughout the design phase and after the corridor is constructed and in operation.

“We are less than two years away from Link rolling out,” says Willems. “While it seems like there is still a lot of heavy lifting to do, the team has been making exceptional progress over the last few years. Everyone is working hard to make the best system possible for Saskatoon while remaining mindful of budgetary restraints and working with stakeholders and the public whenever appropriate.”

The City of Saskatoon is gearing up to help residents make the most of the Easter long weekend. Several civic services and hours of operation will shift or be adjusted on Friday, April 3 and Monday, April 6.

Starting April 1, crews will be completing ongoing cycles of mowing and litter cleanup along City expressways. Please slow down when driving by work zones for the safety of crews working adjacent to the expressway. Maintain a safe following distance while driving and obey all posted signage.

Drivers are also reminded to cover and secure their cargo when driving on the expressway. Unsecured cargo is the main source of expressway litter and drivers can be subject to ticketing, as per Waste Bylaw 8310.

Securing cargo is not only important for protecting your vehicle and the items that you are carrying, but it is also a critical step in helping to prevent dangerous accidents. You are encouraged to use ratchet straps, bungee cords and/or tarps depending on what you are carrying. This will help to secure your cargo, minimize litter, and help keep everyone safe on the road.

The Circle Drive/Expressway Mowing Program consists of maintenance and upkeep of higher speed roadways around Saskatoon. This program focuses primarily on maintenance items such as: litter removal, mowing, and trimming running April 1 until October 31. The roadways included within this program are main artery highways going to and from Saskatoon, Expressways (or freeway) roads and Circle Drive (highway).

Spring is a busy time of year for projects in the yard, garden and around the home. Contractors and homeowners with a property adjacent to a park may wish to use the park as an access point for deliveries, equipment and/or vehicles related to their projects. 

The City would like to remind contractors and homeowners about the importance of gaining approval prior to using the park space, park linkage, greenspace or buffer strips as an access point for deliveries, equipment and/or vehicles to ensure the safety and enjoyment of these spaces for everyone. 

To obtain a permit, contractors and homeowners are required to: 

• Complete the Request Access to a Park online form at saskatoon.ca/parkaccess; 
• Complete the Request City Utility Line Locate online form at Locating Underground Utilities | Saskatoon.ca or Sask 1st – Call Before You Dig 
• Call Parks Customer Service at 306-975-3300.

Permit applications should be submitted at least one week prior to the date required.

Once the permit has been issued, the permit holder is responsible for: 

• Repairing any damage to City property at the homeowner's/contractor’s expense. As per Bylaw 7767 there are fines associated with park damage. 
• Removing all litter/debris and locate flags after the project is complete. 
• Expenses incurred by the City to repair damage. 
• Adhering to any restrictions set forth in the approval process, including limitations for vehicle access when the turf is wet. 
• Accepting liability for any injury to the public and for damages to public property. 
• Contacting the Parks Department after the work is complete for an inspection and to close the permit.

Cases of Dutch elm disease (DED) reached a record high in Saskatoon last season, putting the city’s beautiful elm canopy at risk. While the disease is serious, there are a few simple steps residents can take to slow the spread and help save our elms, starting with the provincial elm pruning ban.

One in every four trees in Saskatoon is an elm and threatened by DED. The City reminds residents that the provincial ban on pruning elm trees is in effect from April 1 to August 31, 2026.

Elm wood restrictions
It is illegal to store, transport or use elm wood for any purpose. The only permitted movement of elm wood is to the City Landfill, where it can be disposed of at no cost.

Watch for symptoms
Elm trees may begin showing signs of DED in June. Look for: 

• Yellowing leaves 
• Wilting leaves
• Leaves that curl and turn brown

If you suspect an unhealthy elm tree, or if you’re unsure whether your firewood is elm, take a photo and submit it at saskatoon.ca/dutchelmdisease or call Customer Care 306-975-2476.

What is DED?
DED is a serious fungal disease that blocks an elm tree’s ability to move water and nutrients. Once infected, most trees will die. DED has killed millions of elm trees across North America.

How DED spreads
DED spreads mainly through elm bark beetles, which can fly more than two kilometres in search of elm trees. The fungal spores stick to the beetle’s bodies and infect trees as they feed. The fungus can also be spread through root grafts and unsanitized pruning tools.

How you can help stop the spread

• Do not prune elm trees during the provincial pruning ban (April 1 to August 31)
• Do not bring elm wood into Saskatoon, store it or burn it as firewood 
• Dispose of all elm wood only at the City Landfill 
• Sanitize tools after working on elm trees
• Report dead or dying elm trees to the City

By following the provincial regulations and maintaining elm trees on private property, residents can help slow the spread of DED in Saskatoon.

It appears the scammers are at it again.

The City wants to warn residents about an identified scam involving text messages demanding payment for unpaid parking tickets. The City does not use any texting services. You can check to see if you have an unpaid ticket on our website and entering your drivers’ license number.

Helpful reminders for residents:

• These types of demanding pay calls, Robocalls, texts or emails are never sent from the City of Saskatoon.
• The City never requests or collects credit card or bank account information from customers via phone, text or email.
• Never give out your personal or banking information, or credit card number over the phone, by text or email. It is a best practice to block suspicious phone numbers and delete after reporting.
• Do not to click on suspicious web links.

Scammers typically use the information they gather this way to get money or commit identity theft. Previous public service announcements from the City have warned residents about scams involving fake text messages and emails, both demanding payment from customers they said ‘owed money’.

Residents should contact their bank if they have become a victim of fraud, and also report these types of phone or online scams to Saskatoon Police Service at saskatoonpolice.ca/onlinereporting/fraud or the Canadian Anti-Fraud Center, 1-888-495-8501.

Concerned residents may also call the City of Saskatoon to speak with a Customer Service Representative at 306-975-2400.

The City’s third annual Round Dance and Feast is taking place this Friday, March 27 at the Cosmo Civic Centre.

A Round Dance is a traditional event in First Nations culture that celebrates community unity through the coming together of the community and its people. The theme for this event is miyo-pimatisiwin (MEE-oh pim-MOT-tis-oo-win), which means “the good life for all” in the Plains Cree language.

“We’re very proud to host this community Round Dance and Feast where everyone is welcome,” says Melissa Cote, Director of Indigenous Initiatives. “Round Dances bring the community together which cultivates a sense of unity and belonging for all people regardless of their age, culture or background.”

The City’s objectives in holding this event include responding to the Truth and Reconciliation Commission of Canada's (TRC) Calls to Action, demonstrating its commitment to the United Nations Declaration on the Rights of Indigenous People (UNDRIP), building relationships between Indigenous and non-Indigenous people, and demonstrating that the City of Saskatoon’s commitment to Reconciliation is not just words on paper.

Community members and City of Saskatoon employees have volunteered their time to ensure everything from set up to take down runs smoothly.

The City also received financial support from external partners to help cover the costs associated with hosting the Round Dance and Feast. “We’re grateful for the generous financial support from The Canadian Race Relations Foundation, Affinity Credit Union, the Saskatoon Public Library and the Government of Saskatchewan First Nations and Métis Relations Unit. We thank these organizations for contributing and helping us create an event that brings our community together,” says Cote.

The Round Dance and Feast is a family-friendly, alcohol and drug free event. The community feast takes place from 3:00-6:00 p.m. and the round dance begins at 6:00 p.m.

Videography and photography of the round dance is permitted except when smudging and praying is happening during the giveaway ceremony and during the first dance. Saskatoon City Council has decided not to pursue a private operating partner for the Downtown Event and Entertainment District and supported the Administration to continue to advance the project through a refreshed funding strategy and continued collaboration with community and government partners.

Council made the decision following its review of two reports at its March 25, 2026, Regular Meeting, including additional information requested in October 2025 related to the proposed Private Partner Agreement Framework.

While Council chose not to move forward with a private partner, it reaffirmed its commitment to the Downtown Event and Entertainment District as a city-building initiative critical to Saskatoon’s long-term competitiveness and Downtown vitality.

“Work will continue toward making the District a reality,” said Dan Willems, Director of Technical Services. “The vision remains a Downtown where people can live, work and play, supported by modern event and entertainment venues that strengthen our economic and cultural foundation.”

An information report presented to Council outlined the City’s approach to advancing the District through alternative pathways, including a reinvigoration of the funding model. This work will focus on refining funding tools, securing legislative authority where required, and continuing discussions with community partners and other levels of government.

“The funding strategy is a living framework that will be refined over time as firm commitments and the necessary authority are secured for specific funding sources,” Willems said. “While securing a private partnership had been an important part of our work to date, there are still many other funding options that can help bring the District vision to life.”

The City will also continue foundational planning work to ensure Saskatoon remains competitive in attracting major touring events and large conventions, while reinforcing Downtown as a key economic and cultural hub.

Further updates will be provided as the funding strategy refresh and engagement with partners progresses.

Trees on City property, such as boulevards, medians, parks and natural areas, are valuable assets and an integral part of Saskatoon’s urban forest. The City’s Tree Protection Bylaw is there to protect trees located on City property.

Residents and contractors are reminded that a Tree Permit is required for any construction, major landscaping or demolition work within six metres of a City tree. This includes placing heavy equipment or materials near a tree, unless they are on a paved surface like a driveway, street or path. Tree Permits are free and typically processed within four business days.

The Bylaw also prohibits several activities without prior approval from the City. These include but are not limited to:

• Pruning, removing or relocating a City tree
• Applying pesticides or harmful chemicals 
• Interfering with a tree’s access to water, air or nutrients
• Removing protective barriers
• Carving into the bark or attaching items to the tree

A permit is not required in the following situations: 

• Placing lights or extension cords on a City tree during the winter months (October to March), provided they do not pose a hazard or harm the tree
• Minor landscaping such as hand digging or mowing
• Trees in back lanes

The northbound lane restrictions on Circle Drive have been lifted between Laurier and Clancy drives, and the northbound ramps at Clancy Drive and 22nd Street have been reopened to traffic following a motor vehicle collision on Monday afternoon.

Traffic restrictions are in place as the Saskatoon Police Service responds to a motor vehicle collision at Circle Drive and Laurier Drive. The Canadian Pacific Kansas City (CPKC) Rail and Pedestrian Overpass (south of the Attridge Drive Overpass) was impacted by an over-height vehicle causing damage to the structure.

Traffic is currently restricted to one northbound lane; the curb lane has been closed. The traffic restrictions will remain in place until CPKC engineers can assess the structure. The inspections are expected to be completed on March 23.

At its March 25, 2026, Regular Meeting, Saskatoon City Council will consider two reports related to the Downtown Event and Entertainment District (the District). Together, the reports focus on how the City can continue progress toward building a vibrant Downtown, including work on a long-term funding strategy regardless of Council’s decision on a proposed Private Partner agreement.

One report provides additional information requested by Council in October 2025 related to the approval report on the Private Partner Agreement Framework. Specifically, the report provides additional details related to the financial projections, fees and commissions, and performance management and reporting.

“OVG360 has the necessary experience and credentials to not only run a successful operation but it also values and understands the importance of social responsibility and leadership in our community,” says Dan Willems, Director of Technical Services. “The fact that we attracted the interest of a world-class expert in facility management reaffirms the potential and the strength of the overall vision for a Downtown Event and Entertainment District in Saskatoon.”

The October 2025 report sets out the agreement framework for a private operating partnership with OVG, one of the world’s leading full-service facility management teams. It has over 300 client-partners around the globe that span arenas, stadiums, convention centres and performing arts centres.

Between a contribution up-front and yearly revenues from the proposed operating partnership with OVG, the City projects $250 million in net cash flow over a 15-year agreement, with an exercised option for a 15-year extension. This includes a $15 million up-front capital investment and an additional $235 million in forecasted operating revenue sharing over a potential 30 years.

The agreement will also address important community benefits including maximizing economic opportunities for traditionally marginalized groups, employment that will work with existing employees and unions, and benefits for community non-profit events.

The second information report lays out the City’s approach toward advancing the Downtown Event and Entertainment District as a ‘city-building’ initiative - one designed to maintain and bolster Saskatoon’s long term national competitiveness and market position in attracting major touring events and large conventions while strengthening Downtown as a key economic and cultural hub.

No matter what decision is made by City Council around a potential Private Partnership agreement, work will continue toward making the District a reality. This will include a funding strategy refresh, working with community partners as well as working with other levels of government to secure the funding needed.

“The funding strategy is a living framework that will be refined over time as firm commitments and the necessary legislative authority are confirmed for specific funding sources,” Willems says. “While securing a Private Partnership has been a priority of the work to date, we still have other funding options that we are working on to help realize the vision of a Downtown where people can live, work and play.”

Repairs to the damaged sanitary sewer pipe under the University Bridge are now complete. Normal operation of the wastewater system has resumed. Road restrictions are being removed with all vehicle lanes open for this evening.

On Wednesday morning (March 18, 2026) after rush hour, there will be a short-duration restriction required for the westbound curb lane for City crews to safely remove the temporary bypass pipe that is currently on the north walkway. Barring unforeseen circumstances, the pedestrian walkway and all vehicle lanes are expected to be open for normal traffic flow by early Wednesday afternoon.
