National Day of Remembrance of the Battle of Vimy Ridge; flags to be lowered April 9

On April 9, Canada will observe the National Day of Remembrance of the Battle of Vimy Ridge. This day commemorates the sacrifices made by members of the Canadian Corps during the Battle of Vimy Ridge in 1917.
In honour of this significant event, flags at all City of Saskatoon facilities will be flown at half-mast in respect of Canada’s veterans, and to remember the nearly 3,600 soldiers who lost their lives and more than 7,000 who were wounded on that fateful day.
The Battle of Vimy Ridge marked the first time that all four divisions of the Canadian Corps fought in a battle together in the First World War against a common enemy. The Battle is considered by many to be a turning point for our country and the beginning of Canada’s march towards nationhood.

Ice melting on recreational ponds and South Saskatchewan River
April 7, 2025 - 1:00pm
As the weather continues to warm up, the Saskatoon Fire Department would like to advise the public to be mindful of ice conditions.
Ice thickness is no longer suitable for winter recreational use. The ice must reach a minimum thickness of at least eight inches to be considered safe. Fire crews will be updating the posted signage this week to read “No Skating” at each recreational storm pond.
Community members who use the ponds for recreational purposes assume all risk and maintenance responsibilities for the ice including removing personal belongings, as well as user safety.
Additionally, ice on the South Saskatchewan River has also started to melt. The ice that covers this body of water is unpredictable and is therefore never safe for winter recreational use. Residents are asked to never venture out onto the ice that covers sections of the South Saskatchewan River.
Community members are advised to always exercise an elevated level of caution when around any large body of water. Keep a close watch on children and pets when visiting trails, parks, or off-leash areas that may run adjacent to the South Saskatchewan River or a storm water retention pond.

City Compost Depot set to open on Monday, April 14

The City’s Compost Depot is set to open in time for spring clean-up. Residents are invited to drop off excess yard waste, including leaves, grass, sod, topsoil, garden refuse, non-elm branches, stumps and tree trimmings, at no cost. This helps keep yard waste out of the Landfill and produces high-quality, nutrient-rich compost and mulch used in Saskatoon’s parks and community gardens.
In addition to dropping off yard waste, residents are welcome to take part in the Dig-Your-Own program at the Compost Depot, located at Highway 7 and 11th Street. Residents can self-load up to 1 cubic yard of compost and mulch at no cost, while supplies last. Accessibility will be dictated by site conditions. The Compost Depot is open 7 days a week, including statutory holidays from 9:00 a.m. to 6:00 p.m. with the final vehicles being admitted at 5:50 p.m.
All loads must be covered when transported within City limits to prevent debris from blowing off vehicles (Waste Bylaw #9844).
The City Compost Depot does NOT accept elm wood, sawdust, treated and untreated lumber, building materials, garbage, or any animal waste/litter. Food waste is also NOT accepted for drop-off at the compost depots; selected food waste may be composted at home and all food waste can be placed in Green Carts. Excess yard waste is welcomed at the Compost Depot.

City Administration proposes revised property tax ratio following new warehouse assessment data

The City of Saskatoon is proposing a revised property tax ratio following recent amendments to primarily warehouse property assessments that would have a material impact on the distribution of the 2025 municipal property tax levy if left unadjusted.
The amended assessments, finalized on March 27, 2025, reflect necessary time adjustments to warehouse property assessment data to align with the base valuation date of January 1, 2023. The result is an increase of approximately $653 million in assessed value within the commercial property class.
"These updated assessments ensure our property values reflect current market conditions and maintain fairness across all property types," says Clae Hack, Chief Financial Officer. "However, the scale of the change means we must also adjust our property tax ratio to reflect the original intent of City Council’s direction."
As a result, City Administration is proposing to revise the commercial-to-residential tax ratio from the previously approved 1.88 to 1 to 1.71 to 1, at the April 9, 2025, Governance and Priorities Committee meeting. This updated ratio maintains the intended balance of 32% of tax revenue from non-residential properties and 68% from residential properties, consistent with City Council’s previously stated objectives.
"This recommendation ensures that we remain aligned with Council’s direction and avoid placing an undue tax burden on one part of the tax base due to the amended assessment values," Hack adds.

City reminds drivers to slow down during expressway maintenance
April 1, 2025 - 9:00am
Starting April 1, crews will be completing ongoing cycles of mowing and litter cleanup along City expressways. Please slow down when driving by work zones for the safety of crews working adjacent to the expressway.
Drivers are also reminded to cover and secure their cargo when driving on the expressway. Unsecured cargo is the main source of expressway litter and drivers can be subject to ticketing, as per Waste Bylaw 8310.
Securing cargo is not only important for protecting your vehicle and the items that you are carrying, but it is also a critical step in helping to prevent dangerous accidents. You are encouraged to use ratchet straps, bungee cords and/or tarps depending on what you are carrying. This will help to secure your cargo, minimize litter, and help keep everyone safe on the road.
The Circle Drive/Expressway Mowing Program consists of maintenance and upkeep of higher speed roadways around Saskatoon. This program focuses primarily on maintenance items such as: litter removal, mowing, and trimming running April 1 until October 31. The roadways included within this program are main artery highways going to and from Saskatoon, Expressways (or freeway) roads and Circle Drive (highway).

Pruning Ban for Elm Trees Takes Effect April 1
March 31, 2025 - 2:00pm
- Not pruning elms during the provincial pruning ban (April 1 to August 31)
- Not bringing elm wood into the city, storing elm wood for more than a day, or burning elm firewood
- Only disposing of elm wood at the City Landfill
- Sanitizing tools after working on elm trees
- Not building treehouses in elm trees, as the nail and screw holes can attract elm bark beetles
- Reporting dead or dying elm trees or branches to the City or to a professional arborist
One in every four trees in Saskatoon is an elm tree and threatened by Dutch elm disease (DED). The City reminds residents that the provincial ban on pruning elm trees is from Tuesday, April 1 to Sunday, August 31, 2025.
Provincial regulations prohibit the storing, transport and use of elm wood for any purpose. This includes wood chips, firewood, wood slabs and branches. The only permitted movement of elm wood is to the City’s designated disposal site at the City Landfill.

DED is a serious disease caused by a fungus that clogs the elm tree’s water and nutrient conducting system, which eventually causes the tree to die. DED has wiped out millions of elms across Canada and the United States.
How to identify and report unhealthy elm trees and firewood
Elm trees with DED may start showing symptoms as early as June. Typically, the leaves will start to wilt and turn yellow, then curl and turn brown. If you suspect an unhealthy elm tree or are unsure of what type of firewood you have, take a photo and complete the online form at saskatoon.ca/dutchelmdisease or call 306-975-2476.
How is DED spread?
In Saskatchewan, the disease is spread by several species of elm bark beetles. These beetles can fly farther than two kilometres in search of elm trees. The DED fungus has tiny spores that stick to the body of the beetle. Elm bark beetles can carry these spores and infect other elm trees. The fungus can also be spread by infected pruning tools.

Crews cleaning up in Saskatoon following heavy snowfall

The City of Saskatoon has declared a Snow Event following heavy snowfall Thursday and Friday morning, with 12 cm of snow accumulation. Strong winds have also created challenging road conditions with drifting and icy surfaces.
28 graders and 6 plows are working to clear snow from priority streets like freeways, arterial roads and collector streets. Snow will be stored on medians, boulevards and parking lanes to maintain mobility. 14 sanders are working to improve traction in icy areas, and 6 sidewalk plows are active clearing City-owned pathways and sidewalks.
Drivers should be aware to adjust driving habits by slowing down and increasing following distances between vehicles. Give road equipment the space it needs to operate, and watch for blue and yellow flashing lights.

City set to host second annual Round Dance and Feast

The City’s second annual Round Dance and Feast is taking place this Friday, March 28 at the Cosmo Civic Centre.
A Round Dance is a traditional event in First Nations culture that celebrates community unity through the coming together of the community and its people. The theme for this event is miyo-pimatisiwin (MEE-oh pim-MOT-tis-oo-win), which means “the good life for all” in the Plains Cree language.
“We had such an incredible response from our staff and community last year when we held our very first Round Dance and Feast, and we are experiencing that same level of enthusiasm for this year’s event,” says Melissa Cote, Director of Indigenous Initiatives.
Community members and City of Saskatoon employees have volunteered their time to ensure everything from set up to take down runs smoothly.
The City has also benefitted from having a few external partners help with the cost of hosting the Round Dance and Feast. “We’re grateful for the generous financial support from The Canadian Race Relations Foundation, Nutrien and the Saskatoon Public Library. We thank these organizations for contributing and helping us create an event that brings our community together,” says Cote.
Everyone is welcome to attend this family-friendly, alcohol-free event. The community feast takes place from 4:00-6:00 p.m. and the round dance begins at 6:00 p.m.

Saskatoon Transit makes significant progress on frontline employee safety plan

Saskatoon Transit continues to concentrate on improving safety for employees and customers on the buses and at terminals. It has addressed all the initiatives in the Saskatoon Transit Frontline Employee Safety Plan, announced in June 2024, and will present a progress report on Tuesday, April 1, at City Council’s Standing Policy Committee on Transportation meeting.
In response to challenges with violence and aggression on buses and at terminals at the beginning of 2024, Saskatoon Transit management and Amalgamated Transit Union Local 615 committed to prioritizing 17 initiatives to improve workplace safety and foster a culture of safety within Saskatoon Transit.
The plan involves security measures, new processes for reporting incidents and protocols to maintain order on the bus, reduce negative interactions and prepare employees with the skills and resources they need to de-escalate situations. Transit will continue to focus on these initiatives, as many are new, and it can take time for noticeable differences.
Repeated customer surveys throughout 2024 in the Transit app support a correlation between the perception of safety and the number of negative interactions occurring. Saskatoon Transit will use employee feedback about what’s working or not to improve the programs and processes in the plan and continue to support the City’s Community Safety and Well-Being initiatives.
210 Pacific Avenue building renovations complete: temporary enhanced emergency shelter ready for use

- Fencing to create a sense of space for those using the shelter, and delineation between the shelter and surrounding businesses. There will be no walk-in access off Pacific Avenue. Facility access for shelter guests will only be from Ontario Avenue.
- Fencing will feature artwork, created by local Indigenous artists and youth, to connect the shelter to the community and add vibrancy to the neighbourhood. This will include a series of original hand painted banners depicting Indigenous stories by local artists, Josh Wāpiskisiw and Honey Constant-Inglis, and a group of young multi-cultural artists from W.P. Bate School. Indigenous storytelling during the winter season is a cherished Indigenous tradition for passing on knowledge from generation to generation, sharing culture, history, teachings, spirituality and language. Interpretive plaques will be placed onsite to explain the stories.
- 7-day-per-week, extended-hour security/support dedicated to the downtown with a proactive priority focus on the vicinity around the proposed shelter.
Renovations made to the former Saskatchewan Transportation Company parcel depot for use as a temporary enhanced emergency shelter are complete. The City has turned the renovated building over and The Mustard Seed is preparing for shelter operations, with an anticipated opening in April.
In September 2024, City Council approved an 18-month permit for temporary operation of a 30 to 40 bed enhanced emergency residential shelter at 210 Pacific Avenue. Council also approved a request to lease the City-owned building to the Government of Saskatchewan at a below market rate.
After hearing feedback from nearby residents and businesses, the City committed to implement changes to the site plan of the temporary shelter as detailed here. Measures include:
Representatives from the City, Saskatoon Fire Department, Saskatoon Police Service, Government of Saskatchewan and The Mustard Seed are also meeting with neighbours in the immediate vicinity ahead of the opening to discuss the operating and safety plan. City Administration, in collaboration with the Government of Saskatchewan, is in the final stages of identifying a permanent site for the enhanced emergency shelter. An update will be provided when available.

City Administration recommends later shift to SK Recycles-led program in 2028

The City of Saskatoon received a formal offer from SK Recycles (formerly Multi-Material Stewardship Western) to transition to its new Extended Producer Responsibility (EPR) household recycling program. This follows the May 2024 approval of Household Packaging and Paper Stewardship Program Regulations by the Saskatchewan Ministry of Environment. As a result, the provincial stewardship agency, SK Recycles, will take over municipal recycling programs. A report to the April 1, 2025 meeting of the Standing Policy Committee on Environment, Utilities and Corporate Services provides a detailed analysis of the options available to the City.
Due to a number of considerations, such as existing contractual requirements for blue carts and compost depots, City Administration recommends maintaining the status quo with no changes to both the curbside and multi-unit residential recycling programs until December 2027.
Looking to the future, Administration recommends signaling its intent to participate in the SK Recycles-led collection models for both programs, starting in January 2028, by making a formal written submission to SK Recycles. This option would allow time to transition the funding model for waste services that had previously been supported by SK Recycles funding; it is also expected to cause no disruption to the service level and would be the lowest cost. Residents will learn more about the service-provider change in the months leading up to the 2028 SK Recycles implementation.
By 2028, all Saskatchewan communities will transition to a full Extended Producer Responsibility program for household packaging and paper, joining the SK Recycles program.
Crews ready to respond to another blast of winter weather

- Heavy snow, strong wind and possible freezing rain will create hazardous driving conditions with icy roads and low visibility, especially on open roads and bridges.
- Crews will be out plowing and applying sand and salt to improve traction, but roads may still be slippery.
- Plan for extra travel time and adjust driving for the conditions—leave a safe distance between vehicles.
Environment and Climate Change Canada has issued a special weather statement for Saskatoon, forecasting 10 to 20 cm of heavy, wet snow along with strong winds beginning Thursday morning. Freezing rain is also possible with this system which is expected to taper off Friday evening.
Roadway crews are prepared to respond and will closely monitor road conditions while addressing snow and ice along priority streets, ramps, bridges and busy intersections. However, the strong winds may blow sand and salt off treated surfaces, potentially leading to icy spots.
What this means for drivers:
Open areas are particularly vulnerable to snow drifting, with some streets accumulating deep drifts. Please avoid driving through these drifts. Crews will clear them with graders and plows when visibility improves.
When approaching road maintenance equipment with blue and amber flashing lights, ensure you give operators plenty of space to work safely. Stay well back, avoid passing and drive with caution around snow-clearing equipment.

Bunkhouse Studios Art Exhibition Saturday, March 29 at Studio C

Green Carts return to bi-weekly collection beginning March 31

City announces 2025 Living in Harmony Award recipients

The City is pleased to announce the 2025 Living In Harmony Award recipients today, the International Day for the Elimination of Racial Discrimination and during Cultural Diversity and Race Relations Month. These awards recognize outstanding achievements in contributing to community harmony through the elimination of racial discrimination.

1st Avenue will be closed between 26th and King streets on Monday, March 24, starting at 8:00 a.m. for water main maintenance. Detours are in place guiding motorists around the work zone. This project is expected to take one day to complete, weather permitting and barring any unforeseen circumstances.

Bus service to Blades vs Raiders

Direct service from the Special Events Stop (23rd Street and 2nd Avenue) to see the Saskatoon Blades take on the Prince Albert Raiders at SaskTel Centre on Friday, March 21 at 7:00 p.m., is available at the following times:
Post-event drop-off is at the downtown terminal and regular fares apply ($3.00 per trip). Fare can be purchased on your mobile phone using either the TGo or transit app, transfers and passes are also accepted. Typically, buses arrive onsite 30 minutes prior to the end of the event.
Plan your trip to events at SaskTel Centre on Route 333 using the Transit app up to two weeks in advance. Check out the Transit+ feature to help make connections that combine Transit with OnDemand Transit, riide, and Uber. Download the Transit app from the Apple Store or Google Play.
