City adopts new Strategic Plan for 2026-2029

The City of Saskatoon has a new roadmap for the future.
On February 25, 2026, City Council approved the new 2026-2029 Strategic Plan, adopting ten Council priorities and three priorities for High-Performing Organizations to make Saskatoon a city that works for everyone.
“Looking ahead, this Strategic Plan provides a clear path for how Administration will advance City Council’s priorities over the coming four years,” says City Manager Jeff Jorgenson. “It positions us to respond to the opportunities and pressures that come with a growing city.”
The 2026–2029 Strategic Plan will guide the City’s efforts to build a safer, more inclusive Saskatoon with a resilient economy that meets the evolving needs of the city’s residents.
“The next four years give us a meaningful opportunity to shape Saskatoon in ways residents will feel every day, from addressing homelessness to enhancing community safety and keeping life affordable,” says Mayor Cynthia Block. “By focusing on strong public service, modern transportation, responsible financial stewardship and a supportive environment for local business, we can build a Saskatoon that is safe, vibrant, committed to Reconciliation and prepared for what’s ahead.”
The 2026–2029 Strategic Plan was developed through a comprehensive process that includes research and engagement with Council, Administration, residents and many city departments and teams. Based on that consultation process, the City will focus on the following ten Council priorities and three main areas to help the City deliver the programs and services that residents rely on.

City ends 2025 with strong utility surplus and a near-balanced operating budget

- Saskatoon Transit and Access Transit: $2.69 million surplus, mainly due to fuel rates being lower than expected.
- Waste Handling Services (Landfill): $1.51 million surplus driven by higher-than-expected revenues.
- Snow and Ice Management: $3.03 million deficit following eight snow events (including full residential street clearing in early 2025) and a total of 16 winter weather events throughout the season.
- Water Utility: $8,076,885 surplus
- Wastewater Utility: $5,807,769 surplus
- Saskatoon Light & Power: $3,485,464 surplus
- Waste Services Utility: $1,168,114 surplus
- Storm Water Management Utility: $312,836 surplus
The City of Saskatoon (City) closed 2025 in a strong financial position with a surplus of $18.85 million within the Utility programs – a positive variance of 4.2 per cent for the City Utilities and maintaining a near-balanced operating budget for Civic Operations. There was a small operating deficit of $195,616, which is an overage of 0.03 per cent on the approved $663 million operating budget. A report outlining the Preliminary Year-End Financial Results as at December 31, 2025, will be presented to the Standing Policy Committee on Finance at its March 4, 2026, meeting.
“Our utility surpluses will help offset upcoming expenditures in the water and wastewater utilities, such as upgrading aging assets and supporting the construction of a new, second Water Treatment Plant,” says Kari Smith, Director of Finance. “The minor operating deficit shows the City kept overall spending very close to plan and delivered strong financial oversight throughout the year.”
Operating Budget Highlights
The Administration recommends covering the operating deficit with funds from the Fiscal Stabilization Reserve. If approved, this will leave $16.84 million in that reserve and $7.73 million in the Snow and Ice Management Contingency Reserve to help manage any future budget shortfalls.
City Utilities Highlights
Together, these results reflect a 4.2% overall surplus across City utilities. Surplus funds will be transferred to their respective stabilization, capital or replacement reserves. The transfer of surplus funding into the capital reserves will help fund future Utility projects, including building a second Water Treatment Plant, and could reduce future borrowing or rate increase requirements. Details provided in Appendix 4 of the report.
The preliminary year-end results remain subject to the City’s annual external audit. The 2025 Annual Report will be released this summer.
The City of Saskatoon continues to hold a ‘AAA’/Stable credit rating, maintained for 24 consecutive years – reflecting Saskatoon’s strong and consistent financial management.

Bylaw charges: unlawful sale of bear spray, 500 block, 20th Street West

A Saskatoon business is accused of failing to comply with City bear spray sales and recording procedures under the City’s Business Licence Bylaw.
The charges come following an investigation by the Saskatoon Police Service, aided by officials of the City Community Standards Department.
The charges are the first under recent amendments made to the Business Licence Bylaw. In July 2025, City Council changed the Bylaw to establish purchase and recording requirements for Saskatoon businesses selling bear spray.
The new rules are based on engagement with the business community, best practices and successes already in place at some sporting goods stores. The measures are also similar to processes in other Canadian municipalities.
Police officers and City officials have engaged business managers to ensure they understand the bylaw requirements which have received wide support.
Wildlife control products, commonly referred to as bear spray, are designed to repel wildlife through spraying pressurized liquid containing oil made from hot peppers. It causes burning eyes, strained breathing as well as nasal and throat irritation.
The product is not intended for use on humans or in an urban setting.
The purchaser must be at least 18-years-old and provide two pieces of government-issued identification. The name, ID number, date of birth and address of the purchaser must be recorded by the business and made available to the City.
Bear spray must be stored in a secure area, out of view of customers and only products containing the manufacturer’s serial number may be sold.

City declares snow event, dispatches crews to clear roads

- Crews will grade Priority 1 streets like Circle Dr and streets with three+ lanes each way like Idylwyld Dr, 22nd St and College Dr.
- By 12 hours in, we plan to move onto Priority 2 double-lane streets like Clarence Ave, McKercher Dr and Millar Ave.
- Next, we will get to the Priority 3 streets that take you through your neighbourhood like Louise Ave, Howell Ave and Main St.
- We will also clear City facility sidewalks, Meewasin Trail, pathways along major routes, and walkways over bridges and overpasses within 48 hours.
- When you see the blue and amber flashing lights of snow crews, please slow down, remain at least 15 metres (2.5 car lengths) behind, and be prepared to stop.
- Anticipate winter driving conditions and adjust your driving. This includes slowing down and allowing more space between vehicles.
- Clear your business sidewalks within 24 hours and residential sidewalks within 48 hours. Please keep this snow on your property.
City and contractor snow crews will begin clearing the priority street network tonight after Saskatoon received over approximately 7cm of snow on Monday, February 23. This is the 7th snow event of the season.
Snow accumulation is not expected to affect Saskatoon Transit or waste collection.

Proposed alternative drop-in location: 130 Idylwyld Drive North

Following an earlier commitment to City Council to find an alternate location to 325 Avenue C South, Council is now being asked to consider a property on Idylwyld Drive North for a drop-in centre.
Securing a safe, suitable location for a drop-in centre that can provide daytime and overnight support year-round for people experiencing homelessness is a priority. Based on the Government of Saskatchewan’s $3 million annual funding commitment for drop-in homelessness services, the City of Saskatoon was asked to find an appropriate location.
When City Council approved the Avenue C building purchase at its October 28, 2025 meeting, City Administration acknowledged concerns about that location, including its proximity to other services such as the adjacent Salvation Army shelter. At that time, the Administration committed to Council it would keep looking for alternative locations.
Administration has now identified 130 Idylwyld Drive North as an alternative option. The site offers a central location, street-level access, proximity to transit and services, and a flexible layout with two bays that support adaptable service delivery, including distinct spaces for men and women. The purchase price for the site is $1,635,000 and would be funded through existing federal government funding.
A coordinated safety and security plan would be developed before opening, in collaboration with the Government of Saskatchewan, Saskatoon Tribal Council and City resources. This approach reflects the methods successfully used around the Avenue C location and the downtown temporary shelter.
To prepare the building for drop-in services, some alterations would be required such as plumbing, HVAC, laundry capabilities, shower installations and site fencing. Administration estimates the cost at approximately $350,000, which would be funded through the City’s Affordable Housing Reserve.
Should Council approve the purchase, the targeted operational opening date is November 1, 2026. The Government of Saskatchewan would continue to fund the Saskatoon Tribal Council to operate the drop-in centre at this location.
City’s snow crews keep traffic and services moving during major snowfall, City declares snow event

- Crews will grade Priority 1 streets like Circle Dr and streets with three+ lanes each way like Idylwyld Dr, 22nd St and College Dr.
- By 12 hours in, we plan to move onto Priority 2 double-lane streets like Clarence Ave, McKercher Dr and Millar Ave.
- Next, we will get to the Priority 3 streets that take you through your neighbourhood like Louise Ave, Howell Ave and Main St.
- We will also clear City facility sidewalks, Meewasin Trail, pathways along major routes, and walkways over bridges and overpasses within 48 hours.
- When you see the blue and amber flashing lights of snow crews, please slow down, remain at least 15 metres (2.5 car lengths) behind, and be prepared to stop.
- Anticipate winter driving conditions and adjust your driving. This includes slowing down and allowing more space between vehicles.
- Clear your business sidewalks within 24 hours and residential sidewalks within 48 hours. Please keep this snow on your property.
City and contractor snow crews worked through the night and all day today clearing driving lanes along Circle Drive and priority streets as approximately 15 centimetres of snow accumulated over Tuesday night and Wednesday. Crews are operating 30 graders, 10 snowplows and 8 sanders around the clock. With snow expected to stop falling by early evening, they will return to the Priority 1 streets for curb-to-curb clearing around 6 p.m.
While deep snow accumulation in some areas created short-term detours or minor delays, Saskatoon Transit and waste collection operations were not greatly impacted.

Transit and Access Transit are experiencing delays due to snow accumulation

Saskatoon Transit is operating today; however, snow accumulation is affecting access to bus stops and some streets. Due to heavy snow accumulation on the roads, bus operators may stop in the driving lane to pick up passengers and not pull into bus stops to avoid getting stuck. Buses will be detoured if a bus stop is not accessible due to blown in snow.
Stay informed with the real-time mobile apps, transit and Google or visit saskatoontransit.ca/service-alerts for updates on routes that are delayed longer than 20 minutes and for Snow Event Detours. If you can’t use these tools, please call our customer service centre at 306-975-3100 one hour before your trip for an update.
Access Transit
Access Transit customers are strongly encouraged to reschedule non-urgent trips today. A trip may be cancelled if the street or sidewalk/path to the pick-up location is full of snow, for the safety of the customer and operator. Same-day trips will not be accepted today.
Customers should also prepare for delays as operators navigate traffic and road conditions. In the event a paratransit bus gets stuck in deep snow, customers on board will be required to wait.
Customer service phone lines for both Access Transit and fixed-route transit are busy.

City crews geared up to respond to snowfall warning for Saskatoon

Environment and Climate Change Canada issued a snowfall warning for Saskatoon, forecasting an accumulation of 15 to 25 centimetres of snow falling this afternoon and overnight. This amount of snow can quickly create challenging driving conditions, including slippery sections on high-traffic routes.
City crews will be on the streets during the storm. Sanding trucks will manage icy sections while plows and graders will clear snow as it accumulates on priority routes.
Drivers are asked to watch for blue and amber flashing lights on road maintenance equipment and give operators the room they need to work safely.
Once a Snow Event is declared – following a more than 5 cm snowfall - residents can follow progress through the Priority Street Snow Grading Map. More information, including the City’s winter road maintenance service level, is available at saskatoon.ca/snow.
Saskatoon Transit will monitor and adjust service as needed; however, service can be delayed or interrupted by collisions, blown-in streets and bus stops that are not accessible due to snowfall and drifts. Stay informed: check Saskatoon Transit service alerts for detours or temporary bus stop closures and view real-time bus locations on third-party apps like Transit and Google Transit on desktop. Celebrating Chinese New Year with Fireworks

- Carefully read and follow the manufacturer instructions.
- Exercise increased caution when handling and discharging any type of firework.
- Choose your location wisely. Fireworks can only be discharged on private property.
- Familiarize yourself with the space requirements for the type of firework being discharged. Requirements vary depending on the firework type.
- Ensure your location is free of overhead obstructions, is clear side-to-side and is a safe distance from combustible materials.
- Ensure that it is not windy and that all spectators are safely located to observe the display.
- Be sure to properly stabilize the firework according to manufacturer direction.
- Other than sparklers, never light or hold a lit firework in your hand.
- Always light the fuse at its tip.
- Never try to relight or fix the fuse on fireworks that did not go off.
- Have a supply of water available and use it to extinguish debris or smouldering embers before they cause injuries, property damage and/or fires.
- Keep in mind that you are solely responsible for any debris that may land on spectators or another’s property.
The Saskatoon Fire Department would like to remind residents and visitors of safe practices for purchasing, enjoying and disposing of fireworks. While celebrating the Chinese New Year and the arrival of the Year of the Horse, low-hazard fireworks are permitted on private property from dusk on Chinese New Year's Eve, Monday, February 16, until 12:15 a.m. on Chinese New Year's Day, Tuesday, February 17.
Low-hazard fireworks are designed for public recreational use. These fireworks travel less than 50m (160ft) high and include items such as roman candles, sparklers, fountains, wheels, volcanoes, mines and snakes.
High-hazard fireworks are designed for professionals and can only be purchased by persons holding a valid Fireworks Supervisor – Level I or Level II card issued by Natural Resources Canada.

City-wide rut levelling complete, crews moving to back lanes and missed streets

City crews have completed city-wide local street rut levelling.
Work has now shifted to back lanes and streets that were not accessible during the initial pass due to a high concentration of parked vehicles. These areas will be posted with temporary parking restrictions to allow graders to complete the work safely and effectively.
This next phase is expected to take approximately one week and will be completed during the day, depending on weather and access. Since this work can't be done at night, starting tonight crews will re-initiate overnight snow removal on Priority Streets.
Residents are asked to watch for temporary parking signage and use caution around active work areas.

City-wide local street rut levelling nearing completion

City crews have worked around the clock since city-wide local street rut levelling was initiated Thursday evening to address deep ruts caused by melting and refreezing.
Crews are on track to complete city-wide local street rut levelling Tuesday night. Once this phase is complete, crews will shift focus to back lanes and local streets that were skipped as they require temporary parking restrictions due to a high concentration of parked vehicles. These streets will be posted with temporary parking restrictions and graded.
Operations will continue to adjust as conditions allow, with crews prioritizing mobility and safety. Priority street snow removal remains paused during this work. Residents are asked to use caution around active work zones and consider parking off-street where possible to support remaining work.

City crews and winter equipment ready for freezing rain

Environment and Climate Change Canada has issued a freezing rain warning for Saskatoon. Freezing rain is expected to end later today and turn into snow.
Freezing rain is anticipated to cause slippery conditions and visibility issues on Saskatoon streets. Drivers and pedestrians are urged to use caution on the streets and sidewalks.
Sanding trucks will be focusing on applying de-icing materials to Circle Drive, freeways, high traffic streets, bridge decks and intersections throughout the day and into the evening. Please watch for their blue and amber flashing lights and leave room for road equipment to do their work.

Update: City-wide local street rut levelling

Crews are continuing with their city-wide local street rut levelling efforts to improve mobility and address deep ruts caused by recent melting and refreezing.
Several neighbourhoods have already been completed, and crews are making steady progress across the city. Work will continue over the coming days, with priorities based on neighbourhood street conditions, mobility needs and collection schedules.
Priority street snow removal remains paused while crews focus on local streets. Back lanes will be addressed next week after levelling of residential streets is completed.
Residents are asked to use caution around active work zones. Please watch for blue and amber flashing lights on road maintenance equipment and give crews space to work safely.

Snow and ice management update – plan for residential streets
February 5, 2026 - 10:00pm
With recent warm weather and below zero temperatures in the forecast, deep ruts and water pooling have developed on streets in residential neighborhoods. To address mobility challenges which are expected to worsen with the drop in temperatures, the City is undertaking a city-wide rut levelling on local streets with City crews and Contractor support, starting tonight.
The work is expected to take approximately 5 days to complete city-wide with priority street snow removal to be paused.
There are approximately 24 graders mobilized to be on the road tonight in residential areas based on conditions and coordinated with the collection schedules, and crews will move into other affected neighborhoods when the collection schedules allow.
Please give road equipment the space they need to operate, signaled by their blue and amber flashing lights.
Drivers are encouraged to adjust to winter conditions, keeping a safe distance from other vehicles.
