As part of the Saskatoon Extreme Heat & Air Quality Emergency Response Plan, all spray pads hours have been extended to 10:00 p.m. starting Friday, August 1 until Monday, August 4. Spray pads open daily at 10:00 a.m.

City Council has finalized key details of the Link rapid transit route along College Drive with approval to remove the above-street pedestrian overpass along the route as it no longer meets accessibility standards, with a street-level accessible crosswalk taking its place. The current crosswalk at Bottomley Avenue further west will also be removed for better traffic flow.

Council approved the finalized concept plan in June with just the question about the pedestrian crosswalk remaining for the July meeting. Link remains on course to launch city-wide service in 2028.

“College Drive plays a crucial role in the Link network—it serves as a major corridor for residents, students and workers traveling across Saskatoon,” says Terry Schmidt, General Manager, Transportation and Construction Division. “In 2025 we are on track to build approximately 44 station platforms city-wide, expanding significantly from the six built last year. With the College corridor concept plan now finalized we can look at beginning to work on College Drive in 2026.”

The dedicated centre running rapid transit lanes for Link on College Drive and 1st Avenue were approved by Council in 2019, following extensive public consultation and technical development. With upgrades to the College Drive corridor slated to begin next year, the Link team will continue work to finalize the concept plan for the 1^st Avenue corridor from 19^th Street to 25^th Street, with detailed design and tenders for the work to follow. Work on the design of the 1^st Avenue corridor is currently ongoing, and it is anticipated that public and stakeholder information sessions for the concept plan will take place this autumn, with a report to City Council planned for late 2025 or early 2026.

“The majority of the funding for Link—over 73 per cent—is being provided by the Province of Saskatchewan and the Government of Canada,” Schmidt adds. “Once complete, this system will transform transit in Saskatoon by offering more frequent, efficient and reliable service across the city.”

A person has been sent to hospital with injuries after an incident where their legs were reportedly run over by a garbage truck. It happened around 10 a.m. in an alleyway adjacent to Avenue I and south of 22nd Street.

“Our thoughts are with this individual and their loved ones right now,” says Angela Gardiner, General Manager of Utilities and Environment.

The alley in this location is configured with a 90-degree sharp turn to the left. Initial information is an individual was lying to the side of the laneway near the left corner of the turn, near a power box and not visible to the truck operator. Garbage trucks have a right-hand driver’s seat and steering wheel to allow the operator a better view for collecting and tipping bins on the right-hand side of the truck.

Water and Waste Operations managers were on scene to provide support to the operator and to cooperate with the Police investigation. No charges have been laid.

City Council approved several significant changes to its Business Licence Bylaw regarding the sale of bear spray, aiming to reduce its misuse, particularly among youth. These changes affect all businesses that sell bear spray and will be enforced starting July 30, 2025.

Key changes to the bylaw include:

• Mandatory buyer registry:
  • Record buyer’s name, address, phone number, date of birth
  • Collect two pieces of ID (one with a photo)
  • Document product details (manufacturer, model, serial number, etc.)
  • Record date, time, and employee name who completed the sale
  • Keep records for at least two years
• Age restrictions:
  • Buyers and sellers must be 18 years or older
  • No sales to anyone who fails to properly identify themselves
• Storage and product requirements:
  • Bear spray must be stored out of public view
  • Only unmodified, clearly labeled products may be sold
• Enforcement:
  • Non-compliant businesses may face fines, suspension, or loss of licence

“Bear spray incidents in Saskatoon have more than doubled in recent years with youth-related offences increasing by over 500% since 2021.” says Mark Wilson, Licensing and Permitting Manager. “These changes are intended to reduce the availability of the product to minors, reduce the number of bear spray incidents and provide records that could assist in an investigation.”

The bylaw has been formally adopted as of July 30, 2025. Businesses known to the City of Saskatoon and Saskatoon Police Service to sell bear spray have been notified of the changes and their obligations under the bylaw. We would like to thank these businesses for their support, and for the voluntary efforts undertaken by large format sporting goods stores to check for identification prior to the bylaw coming into force.

To provide convenient, hassle-free travel, Saskatoon Transit has partnered with the Saskatoon EX to offer free Transit service for Superpass holders to Prairieland Park from July 31 to August 7. Riders looking to take the bus simply need to show the bus operator their Superpass or wristband when boarding.

Older adults (65+) ride free on Thursdays, July 31 and August 7, with or without a Superpass, and Children in Grade 8 and under always ride free.

Regularly scheduled Transit service on Sunday, August 3, and holiday Monday, August 4, ends at 10 p.m. Three special service routes from the Exhibition loop on Lorne Avenue have been added on Sunday and Monday to provide convenient transportation after the event. Regular fares apply ($3.00 per trip) and can be purchased on mobile phones using the TGo or transit app. Transfers and passes are also accepted.

• Bus #1 – Travels to City Centre Terminal and Lawson Heights Mall Terminal at 9:30 p.m., 10:15 p.m., 11 p.m. and 11:45 p.m.
• Bus #2 – Travels to Market Mall Terminal, Centre Mall Terminal and University Heights at 9:45 p.m., 10:30 p.m. and 11:15 p.m.
• Bus #3 – Travels to Confederation Mall Terminal and City Centre Terminal at 9:15 p.m., 10 p.m., 10:45 p.m. and 11:30 p.m.
• Sunday and Monday night service will not be visible on trip planning apps.

Access Transit will pick up and drop off passengers at the Exhibition loop at Ruth Street and St Patrick Avenue.

Skip the parking fees and traffic jams by taking Saskatoon Transit. Transit routes 1 and 19 travel to Prairieland Park. Trips can be planned using real-time apps such as Transit or Google Maps Transit. Multi-modal options are available in the Transit app to seamlessly integrate trips with active transportation, OnDemand Transit, e-scooters, riide or Uber using the Transit+ feature. By combining transportation modes, wait times and costs can be minimized.

City agencies team up with a Wilfrid Laurier University researcher to build a data-sharing framework – the first of its kind in Canada – which will help develop better solutions for community safety and homelessness.

The City of Saskatoon, in partnership with the Saskatoon Police Service, the Saskatoon Fire Department, and Dr. Tarah Hodgkinson of Wilfrid Laurier University, have been awarded $200,000 in federal funding for a three-year Partnership Development Grant from the Social Sciences and Humanities Research Council of Canada (SSHRC).

“All of our organizations and service providers are often serving the same individuals who receive supports throughout the community,” says Deputy Fire Chief Yvonne Raymer. “Despite significant overlap, data sharing restrictions can prevent us from being able to share important information with each other, reduce service overlap, and coordinate our efforts to help people in the most effective way.”

Deputy Police Chief Darren Pringle says the project will help the City, Police and Fire work better together, and with their partners.

“Data restriction can lead to inefficient service delivery, service duplication, and interfere with efforts that could lead to more sustainable solutions that improve quality of life for people experiencing homelessness as well as the broader community.”

Meanwhile, this project continues a productive cooperation with Wilfrid Laurier University.

“This project builds on a ten-year relationship the City of Saskatoon has with Dr. Hodgkinson,” says Lesley Anderson, Director of Planning and Development. “It also strengthens the coordinated community safety work among the City, Police, and Fire, who have been working together since 2022.”

The coordinated community safety work has been focused on improving data collection, planning, and communications to provide a more consistent approach in working with other community partners, orders of government, and the Saskatoon public.

“This project in Saskatoon will be the first of its kind in Canada to support integrated and data-driven municipal approaches to the issues of community safety and homelessness,” says Dr. Hodgkinson. “It has the potential to be transferable to other municipalities in Canada, to support secure and de-identified data-sharing, advance evidence-based crime prevention policies in other jurisdictions, and improve municipal service delivery across Canada.”

The project will also create essential long-term pathways for secure data sharing through a non-biased third party—Dr. Hodgkinson and the secure data centre located at Wilfrid Laurier University’s Centre for Research on Security Practices (CRSP).

The Saskatoon Zoo is throwing a “BEAR-thday” party from July 21 to 27 to celebrate a major milestone for grizzly bears Mistaya and Koda, who are turning 20 years old this year!

Families are invited to join in a full week of fun and educational activities at the Kinsmen Bear Habitat.

Educational Activities and Specials: July 21 - 27

• BEAR-thday Card Station: Stop by to sign a giant birthday card for Mistaya and Koda at the Kinsmen Bear Habitat.
• Interpretive Cart: From 10:30 a.m. to 3:30 p.m., explore grizzly bear facts and displays hosted by the Saskatoon Zoo Society.
• Keeper Talks: Join zookeepers at 11:00 a.m. and 2:00 p.m. daily for engaging sessions on grizzly bear care and conservation.
• Scavenger Hunt: Follow the grizzly bear-themed clues to learn fun facts about grizzlies and find other amazing animals around the zoo.
• Zoo Gift Shop Specials: Enjoy 20% off all merchandise.
• Zoo Café Specials: Grab a bite with the Teddy Bear Picnic Lunch Special — proceeds benefit Saskatoon Zoo Society educational programs.

BEAR-thday Bash: Wednesday, July 23

• Special Presentation (10:30 a.m.): Zoo Manager Jeff Mitchell will share stories about Mistaya and Koda’s journey at the Saskatoon Zoo, along with exciting updates on plans for their future habitat. Special enrichment activities, created by the zookeeping team, will be organized for the bears.
• Birthday Cake & Timbits (11:00 a.m.): Guests can enjoy a sweet treat while celebrating with Mistaya and Koda.

“This is a wonderful opportunity for the community to celebrate two incredible animals who have touched the hearts of so many,” said Zoo Manager Jeff Mitchell. “We’re excited to share their story, offer fun family activities, and look ahead to what’s next for Mistaya and Koda.”

Clarence Avenue will be closed between Taylor and Hilliard streets on Thursday, July 17, starting at 9:00 a.m. for utility cut patching. Detours will be in place guiding motorists around the work zone. This project is expected to take one day to complete, weather permitting and barring any unforeseen circumstances.
