Saskatoon EMO addresses encampment concerns

The Saskatoon Fire Department (SFD) is aware of information circulating on social media over the past few days, which claims that the City has granted a permit for an encampment. This is false. The permit that was issued is a burn permit to hold a public smudge event. 

SFD must clarify that the fire department or the City would never issue a permit for an encampment. Our experiences in other municipalities have shown that large encampments can create significant health and various safety risks. We have frequently responded to fires at encampments and it is our priority to find alternative solutions that provide viable and dignified options for those in need. 

The City recognizes that homelessness is a complex issue requiring a comprehensive community response. The City is committed to actively engaging all partners in a collaborative process moving forward. Saskatoon EMO has activated an Internal Emergency Operations Centre with multiple City Departments to coordinate the internal response to homelessness in Saskatoon.  

A report will be presented by Planning and Development and EMO to Council next week regarding Winter Navigation and Warming Centres this winter. This report will be public at the end of the day. 

Furthermore, winter warming locations have been in operation since October and more opened last night.

Saskatoon EMO presents Winter Navigation & Warming Centres proposal

Saskatoon Emergency Management Organization (EMO), in partnership with community organizations, is seeking funding from City Council to support the operation of Winter Navigation and Warming Centres for this winter. 

The plan, which seeks to address the safety and well-being of residents experiencing homelessness during winter months, will be presented at the Regular Business Meeting of City Council on November 27, 2024. 

The report, which will be on the Public Agenda at 4:00 p.m., outlines a collaborative effort between numerous community partners and identifies the locations and funding sources that will be available this winter to support the establishment of Winter Navigation and Warming Centres, including:

  • Evening warming centre operated by The Saskatoon Indian and Métis Friendship Centre located on Wall Street
  • Overnight warming location for women operated by the Saskatoon Indian and Métis Friendship Centre located on Wall Street
  • Overnight warming location for men at St. Mary’s Parish on 20th Street operated by the Salvation Army
  • Overnight outreach services operated by Sawēyihtotān

The total funding requirement to operate the centres and outreach until March 31, 2025 is estimated to be $1.2 million. The funding is to be used for all necessary staffing, operations and utilities to run the centres and outreach throughout the winter:

  • Staffing at each site, including site security, emergency medical responders and operations staff
  • Additional contracts for janitorial and facility maintenance services
  • Program supplies
  • Administrative costs
  • Rent, heat, electricity, water and potential repairs at each facility

Extensive efforts have been made to secure funding to support these essential services which includes financial contributions from the Provincial, Indigenous and Federal Governments as well as community foundations and private donations all totaling $1 million. An investment of $200,000 from the City’s Reserve for Capital Expenditures is being recommended to help fill the funding gap and to bring the total to $1.2 million. 

In related work, Administration is actively developing a new Saskatoon Homelessness Action Plan along with community partners. With a comprehensive approach, the aim is to develop a more robust year-round plan that is supported by substantial and stable funding from both the Federal and Provincial governments. The goal is to create a long-term funding model to alleviate the annual search for funding and locations.

Snow Event #1 – City snow crews continue to clean up after major snowfall

City snow crews, with help from contractors, continue plowing and grading priority streets and sidewalks after 17cm of snow fell Monday night until Wednesday at 3 a.m. Today, there are 27 graders, 13 snowplows and 15 sanders working on Saskatoon’s streets. 

 What you can expect from us

  1. Completing plowing and grading on Priority 1 streets: Circle Dr and streets with three+ lanes each way, including Idylwyld Dr, 22nd St and College Dr within the first 12 hours after the end of snowfall.
  2. Sidewalk clearing at City facilities and on Meewasin Trail, pathways along major routes, walkways over bridges and overpasses within 48 hours.
  3. Grading on Priority 2 double-lane streets, including Clarence Ave, McKercher Dr and Millar Ave after Priority 1 streets are graded; this takes about 36 hours to complete after the end of the snowfall.
  4. Grading on Priority 3 streets that take you through your neighbourhood, including Louise Ave, Howell Ave and Main St, begins after Priority 2 streets are completed.
  5. Loaders will clear a path for vehicles in outlying neighbourhoods where the heavy wind and snow drifts completely block a street.

 How you can help us

  1. Anticipate winter driving conditions and adjust your driving. This includes slowing down and allowing more space between vehicles.
  2. When you see blue and amber flashing lights on snow crew equipment, please slow down, remain at least 15 metres (2.5 car lengths) behind, and be prepared to stop.
  3. Clear your business sidewalks within 24 hours and residential sidewalks within 48 hours. Please keep sidewalk snow on your property, as it is illegal to push it onto the street and can create a risk for vehicles to get stuck.

City of Saskatoon continues to respond during snow event; Saskatoon Transit service impacted

More than 12 centimetres of snow accumulated in Saskatoon so far today since Monday night. The City of Saskatoon’s focus is on keeping the driving lanes of Circle Drive and other highly travelled roads such as Idylwyld Drive, College Drive, 8th Street and 22nd Street, clear for safe travel. Road crews are spreading salt and sand at high-risk locations like busy intersections, bridge decks and ramps to reduce icing and help with traction.  

Strong gusting winds are creating additional challenges with visibility, blowing salt and sand away, and re-developing snow drifts. Crews continue to address known problem areas and additional contractor resources have been engaged to support ongoing efforts.  

Saskatoon Transit operations are experiencing weather-related delays: 

  • Fixed-route service is generally running late due to snow and slippery road conditions. Detours and delays are expected until roadways and bus stops are fully cleared. Operators may not be able to access some streets in outlying neighbourhoods where more snow and snow drifts are occurring.    

  • Access Transit service is experiencing delays. Service will continue to be prioritized for essential trips, including medical appointments. Customers are encouraged to reschedule any non-essential or leisure trips. 

  • OnDemand service will operate on cleared roadways that are accessible to operators.  

  • The Transit Customer Service Centre is open for walk-in customers from 8 a.m. to 5:30 p.m.; however customers are asked to call 306-975-3100 between 7 a.m. and 7 p.m. if their trip to the Customer Service Centre is not essential. For updates check the real-time mobile app, transit or visit saskatoontransit.ca/service-alerts. 

While clearing snow, please do not push or blow it into the street. This creates a greater risk for vehicles to get stuck. Instead, pile the snow on your property, as per Bylaw No. 8463 The Sidewalk Clearing Bylaw, 2005.

City crews sanding, plowing and grading high-traffic streets through the city

Saskatoon received just under 10 centimeters of snow overnight. City snow crews were working through the night and will continue to focus on keeping high speed and high traffic streets, intersections and bridge decks clear while it’s still snowing. Even with the use of de-icing material, extra moisture may cause slippery conditions during peak driving times, especially on bridges.

The first snow event of the season was declared this morning, which means contractors are called in to assist City crews with clean-up. Today, there are ­25 graders, 11 sanders, 7 plows and 5 sidewalk plows moving around the city.

The snow event response follows the Priority Street system:

Priority 1 – Freeways and major arterials. This includes Circle Dr and streets with three+ lanes each way like Idylwyld Dr, 22nd St and College Dr.

Priority 2 - Arterials with double-lanes and bus routes. Double-lane streets like Clarence Ave, McKercher Dr and Millar Ave.

Priority 3 - Collector streets, remaining Business Improvement District streets and school zones. These streets take you through your neighbourhood like Louise Ave, Howell Ave, and Main St.

Drivers should be aware of changing weather that can affect road and sidewalk conditions and adjust their driving for the conditions. Leave extra room and watch for blue and yellow flashing lights on road equipment.

Lights at Lawson Recycling Depot temporarily out of service

Due to damage, a section of the lighting at the Lawson Recycling Depot is currently out of service and will remain unavailable for an extended period. For greater visibility and safety, residents are encouraged to visit the depot during daylight hours. Alternatively, residents may visit one of the City’s other Recycling Depots at night where lighting remains available.

The City has three Recycling Depots available for residential use:

  • Lawson Heights, located off Primrose Drive
  • University Heights, located off Lowe Road
  • Lakeview, located on McKercher Drive near the Lakewood Civic Centre

Residents can also drop off household recycling for free at Sort & Go at the Material Recovery Centre (MRC), located at 42 Valley Road. The MRC is open 7 days a week from 8:00 a.m. to 4:45 p.m.

City crews and winter equipment ready for anticipated snowfall

The City of Saskatoon is ready to respond to changing road conditions over the next couple of days. Environment and Climate Change Canada is forecasting snow and gusty winds tonight and tomorrow. 

Should winter conditions develop, 16 sanders and eight plow trucks will prioritize Circle Drive, expressways, bridge decks, ramps and high-traffic intersections to maintain safe travel conditions during the morning commute and throughout the snowfall. De-icing treatments will be ongoing as needed. 

With snow and below-zero temperatures in the forecast, drivers are reminded to adjust their speed, maintain a safe following distance and give road equipment—indicated by blue and amber flashing lights—the space needed to operate safely.

City crews and winter equipment ready for freezing rain

Environment and Climate Change Canada is advising freezing rain Saturday morning and continuing throughout the day, possibly ending in the early afternoon. City crews are fully prepared to manage the road conditions. 

Roadway crews with 10 Sander units will monitor priority streets, on and off ramps and bridge decks and apply de-icing treatments, starting with Circle Drive and expressways, and will continue to maintain city streets as long as the weather persists.

The City of Saskatoon Leisure Guide is the community’s go-to source for sport, culture and recreation information in Saskatoon.  

The Winter Leisure Guide will be available online at saskatoon.ca/leisureguide and on display at pick-up locations throughout the city beginning Friday, November 15. Guides can be picked up from any City leisure facility, Saskatoon public library or anywhere the StarPhoenix is sold. Visit saskatoon.ca/leisureguide for a complete list of pick-up locations.

Highlights of the Winter Leisure Guide (January 1 to March 31, 2025) include information on:

Spadina Crescent will be closed between Avenues A and G on Sunday, November 17, starting at 8:00 a.m. for the Santa Claus Parade. 

Additional event road restrictions include: 

  • 19th Street between Avenue A and 3rd Avenue
  • 3rd Avenue between 19th and 22nd streets
  • 20th Street between Idylwyld Drive and 4th Avenue
  • 4th Avenue between 20th and 22nd streets
  • 22nd Street between Pacific and 4th avenues
  • 1st Avenue between the Idylwyld ramp and 22nd Street

Detours will be in place guiding motorists around the event zone. Closures will be lifted as the parade clears each roadway. The roadways will all be open after 3:00 p.m. barring any unforeseen circumstances.

2024 Civic Election: Official Results

Elections Saskatoon is advising residents that the results of the 2024 Civic Election (Municipal government and Public and Separate School Board Trustees) are now considered official and final, as certified and declared by the Returning Officer, November 14, 2024.

“We are very happy with the overall operation of the 2024 Civic Election,” says Returning Officer, Shellie Bryant. “No significant issues were reported at polling stations, and it was great to see residents engaged and turning out at the polls to elect their local leadership for the next four-year term.

This was reflected in our 35.04 per cent overall voter turnout from a total of 195,178 eligible voters -- an increase over the 27 per cent turnout for the 2020 election. Most importantly, the election results reporting is accurate. The new modernization processes were successful, and they will be further analyzed as the complete election is reviewed.”

Following the close of polls at 8 p.m., the complete unofficial results of the 2024 Saskatoon Civic Election were posted late on the evening of November 13, 2024. Polls were closed and reported publicly in accordance with The Election Bylaw. Bryant says a delay in publicly posting unofficial election results was a result of three factors: 

  1. At the close of polls there were still voter lineups at several polling stations. Per legislation, at the official closing time, every voter in line at the voting location is entitled to vote. In providing the opportunity for everyone in line to vote and not wanting to release results while voting was still occurring, results were delayed until voting was fully completed.
     
  2. A significant volume of mail-in ballots were received prior to the 8 p.m. deadline. These ballots were required to be processed, verified and then counted. This count was the final polling station reported at the conclusion of the evening.
     
  3. While the vote tabulators worked exactly as designed, there was a longer than expected upload time to the reporting portal.

Journalists on site were able to report out earlier on unofficial results due to posting of printed election tabulator results once processed (unofficially) in City Hall Lobby.

 A detailed Returning Officer report will be presented to City Council through the Governance and Priorities Committee following Elections Saskatoon’s full review of the 2024 Civic Election.

2024 Civic Election Voter Turnout and Unofficial Voting Results

The weather was great, the snow stayed away, and Saskatoon voters, on Election Day, November 13, 2024, you made your votes count!

Elections Saskatoon reports that at the end of all 2024 Civic Election voting opportunities, 68,701 voters cast their ballots for Mayor, Councillors and School Board Trustees. This represents an overall eligible voter turnout of 35.04 %.

Elections Saskatoon provided a variety of voting methods which included: Advance Polls, Drive-Thru Voting, Post-Secondary Polls, Mobile Polls, Special Polls, Hospital Bedside Voting, Mail-in Ballot, and voting on Election Day.

Today is 2024 Civic Election Day! Eligible voters, make your plan to get out and vote today for Saskatoon’s next Mayor, Councillors, and Public and Separate School Board Trustees for the upcoming four-year term.

All polls are open 8 a.m. to 8 p.m. today.

Easily find your Election Day voting location:

  • Go to saskatoon.ca/mypoll and enter your full address; your ward and voting location will be displayed for you; or
  • Check the ward maps and voting locations on Pages 16-20 in the 2024 Voter Information Guide; or
  • Call the Elections Saskatoon Office at 306-657-VOTE (8683); they will be pleased to assist you in determining your voting location.

There are two Election Day Super Polls with AutoMark Voter Assist Terminals (VAT). Any eligible voter can vote at the Market Mall and City Hall, Committee Room E Super Polls, regardless of the ward they live in. All voting locations have accessible entrances, and service dogs and support persons are welcomed.

  • Nutana Park was Ward 7; now Ward 9

Hospital Voting on Election Day:

  • Bedside voting will take place from 10 a.m. to 6 p.m. for patients at Royal University Hospital, Saskatoon City Hospital, St. Paul's Hospital and Jim Pattison Children's Hospital.

Mail-in ballots, drop-off deadlines: 

  • Drop off your mail-in ballot at one of the six convenient drop box locations around the city by 4 p.m. today. Alternatively, drop off your mail-in ballot at the Elections Saskatoon Office at 200-145 1st Avenue North before
    8 p.m. to be counted.

Elections Saskatoon reports that as of November 12, 2024, just over 26,000 eligible Saskatoon voters had cast their ballots, an approximate overall voter turnout of 13% going into Election Day. In the 2020 Civic Election, the final voter turnout was just over 27% amid COVID restrictions and the snowstorm.

On Election Day, follow election results after the polls close at 8 p.m. at electionresults.saskatoon.ca. Official 2024 Civic Election Candidate Results will be released on Thursday, November 14, 2024.

Wednesday, November 13, is the 2024 Civic Election for Saskatoon’s  Mayor, Councillors, and Public and Separate School Board Trustees for the upcoming four-year term. If you did not get a chance to vote at an advance poll opportunity, make your plan to cast your ballot tomorrow for Saskatoon's next municipal and school board leadership. Here’s what you’ll need to know:

On Election Day, Wednesday, November 13, you must attend the voting location for the ward in which you reside. It’s easy to find your voting location:

  • Go to saskatoon.ca/mypoll and enter your full address; your ward and voting location will be displayed for you; or
  • Check the ward maps and voting locations on Pages 16-20 in the 2024 Voter Information Guide; or
  • Call the Elections Saskatoon Office at 306-657-VOTE (8683); they will be pleased to assist you with your voting location.

Recognizing Indigenous Veterans Day

The City of Saskatoon proudly recognizes Indigenous Veterans Day on November 8th. This day is dedicated to honoring the brave Indigenous people who have served in the Canadian armed forces. Their contributions and sacrifices have often been overlooked, and this day is an opportunity to acknowledge their vital role in our shared history.

Indigenous Veterans Day acknowledges the unique challenges and triumphs faced by Indigenous peoples in the military. Despite historical and ongoing systemic barriers, Indigenous veterans have served with distinction in various conflicts, from the First World War to present-day missions. Their bravery and commitment to protecting their homelands and allies deserves recognition and respect.

Did you know?

  • It has been estimated that that as many as 12,000 First Nations, Métis, and Inuit people served in the great conflicts of the 20th century and at least 500 lost their lives.
  • Indigenous soldiers became successful snipers, reconnaissance scouts and code talkers. Men like Charles “Checker” Tomkins of Alberta translated sensitive radio messages into Cree so they could not be understood if they were intercepted by the enemy.
  • In order to enlist and fight for Canada, many Indigenous soldiers had to become enfranchised, which meant they gave up their Treaty status and essentially disconnected from their communities.

Indigenous veterans have demonstrated - and continue to demonstrate - bravery, courage, and leadership. To honour Indigenous veterans and those who never made it home, please consider taking the time to learn more about the stories and contributions of Indigenous veterans and those individuals currently serving.

For those interested in paying tribute to Indigenous veterans and ensuring their stories are remembered, the Remai Modern is hosting a screening of the film Cree Code Talker on November 8 from 10:00 a.m. to 6:00 p.m. The 14-minute film will be shown numerous times throughout the day. Cree Code Talker reveals the role of Canadian Métis Cree code talker Charles ‘Checker’ Tomkins during the Second World War.

New pedestrian crossing signal installed on 22nd Street and Avenue X

The City of Saskatoon has installed an upgraded pedestrian crossing on 22nd Street at Avenue X. This installation includes a pedestrian-activated signal along with new pavement markings and signage, improving visibility for both drivers and pedestrians. The project was funded by a grant from SGI’s Provincial Traffic Safety Fund. 

This new signal is a valuable improvement for pedestrian safety in the area, reflecting the City’s commitment to fostering safer, more accessible streets for all community members. 

Drivers are reminded to stop for the red signal at this newly enhanced crossing. 

The Provincial Traffic Safety Fund supports community safety initiatives through biannual grants. The City will continue applying for funding to further improve the safety of intersections and school zones across Saskatoon.

The City of Saskatoon will have several adjusted civic services and hours of operation Monday, November 11, in observance of Remembrance Day.

CITY HALL

City Hall will be closed on Monday, November 11, and will reopen on Tuesday, November 12 at 8 a.m.

ROADWAY DETOURS & CLOSURES

Check here for detailed long weekend road restrictions for priority one roadways.

REMAI MODERN 

Remai Modern will be closed on Monday, November 11.

SASKATOON PUBLIC LIBRARY

All Saskatoon Public Library (SPL) locations will be closed on Monday, November 11.

SASKATOON TRANSIT

  • Fixed-route transit will run holiday service hours on November 11 from 8 a.m. to 10 p.m. (normal fares apply).
    • For real-time bus locations, service alerts, and to plan your trip, use the Transit app.
    • Visit saskatoontransit.ca.
  • OnDemand service will not be available on November 11.
  • Access Transit will operate holiday service hours on November 11 from 8 a.m. to 11 p.m. 
    • Trips must be booked in advance as per normal procedures.
    • Customers are reminded that subscriptions do not apply on statutory holidays.
  • Transit Customer Service Centre will be closed for walk-in customers on November 11, but phone lines (306-975-3100) will be open from 9 a.m. to 1 p.m. and 2 p.m. to 6 p.m.

PAY PARKING

  • Parking payment is not required Monday, November 11.
  • Motorists are reminded that all other parking requirements remain in effect, including parking time limits.

MUNICIPAL IMPOUND LOT

  • Vehicles will not be released to the public on Monday, November 11.
  • Open for regular business on Saturday, November 9 from 12 p.m. - 4 p.m.

MATERIAL RECOVERY CENTRE & LANDFILL

  • The Material Recovery Centre and Landfill are open on Monday, November 11 from 8 a.m. to 4:45 p.m.
  • Cash transactions are accepted, although Credit and Debit are recommended.

COMPOST DEPOT

The Compost Depot is open daily until Saturday, November 9 from 9 a.m. to 6 p.m. The Compost Depot will close for the season beginning Sunday, November 10.

WOODLAWN CEMETERY

  • The cemetery office is closed on Monday, November 11.
  • Cemetery grounds are open to the public 8 a.m. to 9 p.m. daily as per usual.

SASKATOON FORESTRY FARM PARK & ZOO

2024 Civic Election: Reminder, Mail-in Ballot drop-box locations and drop-off deadlines

Be ready to return your Mail-in Ballot before the deadline so it can be counted!  

Elections Saskatoon recommends you do not send your Mail-in Ballot back by mail after November 8, 2024; with Monday, November 11, an observed statutory holiday, this is to ensure your Mail-in Ballot is received before the 8 p.m. deadline on Election Day to be counted.

Flags lowered to honour passing of the Honourable Murray Sinclair

The City of Saskatoon has lowered flags to half-staff in respect and remembrance of the Honourable Murray Sinclair. Flags will remain lowered until sundown on Sunday November 10, the day of his memorial service. 

An Anishinaabe and member of the Peguis First Nation, Sinclair leaves behind a powerful legacy dedicated to Indigenous justice and advocacy through his work as a lawyer, the first Indigenous-appointed judge in Manitoba and second appointed in Canada. 

In 2009, Sinclair was appointed Head Commissioner of Canada’s Truth and Reconciliation Commission (TRC). He was tasked with investigating the accounts and impacts of Canada’s residential school system, introducing the 94 Calls to Action in 2015. These recommendations formed the basis for the City of Saskatoon’s work in the area of Indigenous Initiatives and promoting reconciliation in our community. 

“Murray Sinclair was one of the greatest nation builders this country has ever known. He was a genius of a leader who knew how to transform hearts and minds through his love and his deep understanding of justice,” says Mayor Charlie Clark. “As people of this land, it is our duty to carry on the work of the Truth and Reconciliation Calls to Action, drawing on the strength and wisdom he shared with everyone. Our deepest condolences to his family and those who loved him.” 

Shortly after the end of the TRC Commission, he was appointed to the Canadian Senate, helping to draft and pass legislation on water animal protection, LGBTQ2S+ rights, and Indigenous languages, rights, and child welfare jurisdiction. 

The Honourable Murray Sinclair will be laid to rest in West St. Paul Manitoba.
