Upgrade to City’s online payment system

May 5, 2022 - 4:55am

ST22-3076

The City is updating its online payment system in keeping with the latest standards for secure transactions. The update will affect all online payment systems including parking tickets, business licenses, leisure registration, etc. It takes effect on May 7th.

Residents using these services will be required to use a secure and reasonably up to date internet browser. Compatible browsers include Chrome, Edge, Firefox, Safari. Most browsers auto-update; however, if a browser hasn’t been updated in some time, the resident may find that a browser update is now necessary to perform transactions.

Similarly, people will not be able to make payments using very old devices or operating systems – e.g. anything older than Windows 7, Mac OS 10, Android 5, iPhone 5. This is because older devices and operating systems do not meet current standards for safe financial transactions.

Associated webpages on Saskatoon.ca will be updated to include blue information boxes that remind residents to use an up-to-date web browser and device.

Road construction in high traffic areas this summer; neighbourhood water main replacements continue

May 5, 2022 - 10:00am

TC22-3065
May 5, 2022 - 10:00 am

Major improvements are in store for some of Saskatoon’s most travelled roadways during the 2022 construction season. This year, the City has earmarked approximately $65.16 million for road and bridge construction and maintenance. One of the most significant construction zones will be set up in a few weeks on Circle Drive North between Alberta Avenue and Millar Avenue.

“More than 56,000 vehicles of all sizes travel over this section of Circle Drive every day and it certainly shows,” says Terry Schmidt, General Manager of Transportation and Construction.  “The east bound lanes will be resurfaced and there will be concrete improvements on the medians and curbs. We will return next year to resurface the west bound lanes to avoid major traffic disruptions on both sides at the same time.”

Attridge Drive over Circle Drive will be another high traffic road under construction. Beginning in July, the 22-year-old overpass that approximately 64,000 vehicles travel on daily, will undergo preventative maintenance, like repaving, to make sure it lasts for years to come. The Spadina Crescent Bridge, between Queen Street and 25th Street, is proof that preventative maintenance over the years contributes to the longevity of City assets. The 90-year-old bridge, that about 16,000 vehicles travel over every day, will be fully closed for approximately one month beginning next week as the bridge deck, asphalt, concrete, and security fencing underneath are rehabilitated or replaced.

“Other high-profile road construction locations include resurfacing on Warman Road over Circle Drive, and intersection improvements at Warman Road and 33rd Street. Plans include adding a new turning lane to better accommodate south bound traffic on Warman Road turning right onto 33rd Street,” says Schmidt.

Road and sidewalk improvements will be noticeable in some of Saskatoon’s most established residential neighbourhoods too, like King George, Nutana, and North Downtown. Those improvements are completed at the same time as water main and lead service line connection replacements. The City’s goal is to have all lead service line connections replaced by 2027.

Annual street maintenance such as pothole and utility cut repairs, line painting and street sweeping are also underway.

“There will be traffic delays and detours throughout Saskatoon all summer as we work to improve and clean up hundreds of kilometers of roads within a relatively short period of time. We thank residents for their patience and encourage drivers to please slow down and respect work zones.”

For more information on current and future construction, please visit saskatoon.ca/construction.

May 5 is Red Dress Day

May 3, 2022 - 4:26am

ST22-3072

Red Dress Day, observed annually on May 5, is a National Day of Awareness for Missing & Murdered Indigenous Women, Girls & Two-Spirit people (those who identify as having both a feminine and masculine spirit).

The first Red Dress Day, held in 2010, was inspired by a public art installation: red dresses were hung in a range of environments to bring attention to this issue.

To help raise awareness about MMIWG2S and demonstrate support, individuals and organizations are invited to take two actions:

  1. Print and display a Red Dress Decal.
  2. Register for the May 18th Creating Safe Spaces for IWG2S panel discussion on ways to make our community safer, more welcoming, and more inclusive.

There are also a variety of Red Dress activities taking place around the city this week.

IWG2S people face disproportionate violence, trauma, and exploitation. This isn’t an Indigenous issue; it’s a community issue. We have a collective responsibility for supporting IWG2S persons in reclaiming their power and place.

Woodlawn Cemetery Guidelines for Gravesite Memorials

May 2, 2022 - 10:30am

CY22-3032
May 2, 2022 - 10:30 am
As the weather warms, the City of Saskatoon reminds visitors to the Woodlawn Cemetery of the guidelines in place for gravesite memorials. These guidelines are intended to maintain a pleasant environment and respect the final resting place of loved ones:
  • Only approved monuments or memorials are considered permanent items and are permitted to remain in the cemetery year-round. All other items placed on a gravesite, flowerbed, monument, or concrete foundation are considered temporary and need to be removed weekly.
  • Flowers and other items are permitted on the gravesite the day of the burial and will be left for a period of seven calendar days. After this time, items will be removed by the City. Please note, the City does not take responsibility for any removed, damaged, or missing items placed in the cemetery by the public.

From May 1 to October 15:
  • Families may establish a flowerbed at the gravesite upon approval from the Cemetery Office, except for military burials in the Field of Honour and flat marker areas. Annual flowers are allowed, provided they do not hang over the edge of the flowerbed or impede maintenance of adjacent gravesites. Flowerbeds must be approved by the Cemetery Office prior to installation to ensure they are within guidelines.
  • Items not allowed in flowerbeds include shrubs, perennials, decorative fencing, rocks, stones, concrete, and breakable or fragile items.
  • The City assumes no responsibility for the appearance, maintenance and fall cleanup of approved flowerbeds planted by the public. If flowerbeds are neglected, they will be removed.

Cemetery visiting hours are 8:00 a.m. to 9:00 p.m. daily. Please note, the washroom in the Woodlawn Cemetery Administration building is currently closed.

The Cemetery Office is open from 8:00 a.m. to 4:30 p.m., Monday through Friday, excluding statutory holidays. For all inquiries, contact the Cemetery Office at 306-975-3308 or cemetery@saskatoon.ca.

City encourages caution around wild birds to contain spread of Avian Influenza

April 29, 2022 - 8:30am

CY22-3061
April 29, 2022 - 8:30 am
The City of Saskatoon is encouraging residents to use caution as The Ministry of Agriculture has confirmed that samples collected from a snow goose found near Elrose have been positive for highly pathogenic avian influenza (HPAI) by the Canadian Food Inspection Agency. This confirmation follows the detection of HPAI in poultry and wild birds in the United States and in several Canadian provinces.

Avian influenza is a viral infection that can spread easily and quickly among birds. Some wild bird species, such as ducks, can carry the virus and infect other birds without getting sick themselves. Other bird species are more likely to become severely ill and die when infected with some types of avian influenza. It is important to note that the public health risk is extremely low and there is no risk to food safety.

The City asks everyone to help respond to the ongoing outbreak by following these guidelines:
• Do not feed birds by hand.
• Temporarily take down bird feeders which encourage birds to congregate.
• Do not touch sick or dead birds.
• Report any sick or dead birds you find to the Ministry of Environment Inquiry Centre at 1-800-567-4224 or centre.inquiry@gov.sk.ca.

The Saskatoon Forestry Farm Park & Zoo has temporarily relocated all bird species at the Zoo to a secure facility in order to protect them against the Avian Influenza.

In addition, the City would like to remind the public that nesting season for Canada geese has begun. Geese are known to be very protective of their nests and will become aggressive if you get too close for their comfort. People should exercise extra caution and awareness if they are in areas near potential nesting sites.

#ActOnReconciliation by registering for “Creating Safe Spaces for IWG2S” panel discussion

April 28, 2022 - 10:10am

ST22-3060

Following the first National Day for Truth and Reconciliation (NDTR) on September 30, 2021, the Saskatoon Tribal Council has initiated a campaign called #ActOnReconciliation. It’s intended to harness the momentum of NDTR and Orange Shirt Day (also September 30) and keep Reconciliation top of mind all year long. The campaign calls for action and awareness on the last Friday of each month in 2022.

The City is supporting the #ActOnReconciliation campaign by highlighting Reconciliation actions and activities. As well, to further heighten awareness, the City will apply an orange filter to their social media accounts and light the following civic facilities in orange: City Hall, the Prairie Wind art installation outside the Remai Modern, and SaskTel Centre.

#ActOnReconciliation – April Action

On Friday, April 29th, demonstrate your commitment to Reconciliation by:

  1. Wearing your EveryChildMatters shirt or any other orange shirt.
  2. Registering for “Creating Safe Spaces for Indigenous Women and Girls and 2 Spirit People” – a free, virtual panel discussion on May 18th, 12 to 2 p.m. This event is being put on in partnership with Sexual Assault Services of Saskatchewan. Free registration is available through Eventbrite.
  3. Help build awareness for Reconciliation by joining the online conversation using hashtag #ActOnReconciliation.

In order to establish and maintain a mutually respectful relationship between Indigenous and non-Indigenous people, the Truth and Reconciliation Commission (TRC) found that “there has to be awareness of the past, an acknowledgement of the harm that has been inflicted, atonement for the causes, and action to change behaviour.”

The City has been actively engaged – as a municipality, co-chair of Reconciliation Saskatoon, and through other community partnerships – in efforts to help raise awareness about Reconciliation and in providing opportunities to participate. Learn more at saskatoon.ca/Indigenous.

Water Conservation Strategy aims to reduce costs, water use, and emissions

April 28, 2022 - 9:15am

UE22-3058
April 28, 2022 - 9:15 am

The City of Saskatoon has a responsibility to conserve water and, along with the community, has identified it as an important measure to reduce greenhouse gases, care for the environment, and lower water utility bills.

The Water Conservation Strategy, which has been in the works for two years and informed by public engagement, encourages conservation through a variety of methods. The report will go before the City’s Environment, Utilities, and Corporate Services Committee on Monday.

“The Strategy is a roadmap of actions to help residents and City operations achieve many benefits from water conservation, like managing water costs, improving resiliency, and limiting environmental impacts”, says Jeanna South, Director of Sustainability. “Some of these actions include reducing peak summer use to ease demand on infrastructure, reducing water used in the City’s own operations to save costs, and showing residents and businesses ways that they can change their water use to reduce their utility bills.”

Water reduction targets were established in the Low Emissions Community Plan to reduce future water infrastructure expansion costs and greenhouse gas emissions. Although per capita water use in Saskatoon has been on a downward trend as residents have realized the benefits of conservation, recent data shows more efforts in all parts of the community and in the City’s own operations are necessary.

“The intent of this strategy is to prioritize the initiatives, develop programs based on priorities, implement those initiatives as funding becomes available, and monitor progress and refine assumptions to keep the Water Conservation Strategy current,” says South.

Some water conservation initiatives underway include improving City water use in parks and other areas of operations, residential water use education, and the Industrial, Commercial and Institutional (ICI) building energy and efficiency retrofit program.

Downtown grocery store proposed at Midtown Plaza

April 27, 2022 - 11:23am

TC22-3057

A Vancouver-based developer has approached the City with a proposal to open a full-service grocery store, with a restaurant, and take-out at the Midtown Plaza. The Standing Policy Committee on Transportation will consider the request from Arbutus Properties when the committee meets on Monday, May 2, 2022.

The grocery store is proposed for the space in Midtown Plaza that was initially developed for another business but has remained vacant.

The Administration report recommends installing a full traffic signal at the intersection of Auditorium Avenue and Idylwyld Drive, removing the median on Idylwyld Drive between Auditorium Avenue and 22nd Street, and installing a traffic island at the intersection of 21st Street and Idylwyld Drive. These changes were all previously identified in the Imagine Idylwyld project plan.

The report recommends that the City completes these changes once the grocery store reaches a certain build-out point. The cost of the infrastructure changes is $220 thousand.

A requested tax abatement for the grocery store is not recommended, as the available space at Midtown Plaza has already been approved for a tax abatement.

If approved, the next steps will be in the developer’s hands.

8th Street and Broadway Avenue intersection reopens to traffic

April 24, 2022 - 7:11am

UE22-3034

Repairs to a sinkhole that formed on Wednesday, April 20, in the South bound lanes of Broadway Avenue near 8th Street East are now complete and the roadways have reopened to traffic.

A leaky water connection pipe in the southwest corner of the intersection caused the road to collapse and is repaired now.

The repair location will remain gravel-covered until paving can be scheduled, which could be up to three weeks.

The City thanks drivers and sidewalk users for their patience during this unexpected road closure.

Lane restrictions on Circle Drive (Alberta Ave to Millar Ave) for pothole repairs begin Monday night

April 22, 2022 - 11:47am

TC22-3036

The section of Circle Drive west of Millar Avenue to Idylwyld Drive is one of Saskatoon’s busiest streets with the heaviest industrial truck traffic. After a long, rough winter, there are a lot of potholes that require immediate attention.

Pothole patching in the eastbound lanes is planned for Monday, April 25 for three nights, outside of peak driving times, weather permitting.

Hot mix asphalt supply will be available which aligns with some warmer weather – both of which are required to do this work. Crews will focus on the largest, most impactful potholes and repair as many as possible.

Remaining westbound lane repairs will take another two evenings of work to be scheduled as this work progresses. The eastbound lanes will be repaved mid-summer.

Expect delays if you travel through this area as lanes will be significantly reduced. Road restrictions are expected to be finished before the morning commute. Thank you for your patience and cooperation while we carry out this important road maintenance.

Dirt and grime are so last season! Sweeping is underway on high-traffic streets

April 22, 2022 - 8:19am

TC22-3035

Throughout the “great April tug-of-war” between spring and winter many of our busiest streets and Business Improvement Districts still got swept. Some days sweeping wasn’t possible due to cold temperatures and snow, but we are no further behind at this time of year than most. Sweeping continues day and night until we get to them all.

Pothole repairs are focused on the highest priority streets and we will begin using hot mix starting April 24 for durable repairs. With a lot of us on the road, please slow down and give our staff and their equipment space to work - for everyone’s safety.

Watch for yellow No Parking signs on your street:

Neighbourhood priority streets (9 affected) - May 2-8

We want people to have a street nearby to park on when they move cars for sweep day. We do this by scheduling the neighbourhood over a couple of days or sweeping the main streets (priority streets) first, so they are completed and open for parking on sweep day.

Sweeping on priority streets only within these neighbourhoods will occur May 2-8: Avalon, Dundonald, Evergreen, Greystone Heights, Grosvenor Park, Hudson Bay, Massey Place, North Park and Westview. Watch for No Parking signs and avoid a ticket.

Neighbourhood residential streets – May 9 (7 weeks, weather permitting)

All streets are swept by neighbourhood once cars are moved or towed to a nearby street. Many are split in half or thirds as they are too big to be swept in one day, and to provide alternate on-street parking spaces.

Watch for yellow No Parking signs on your street to alert you to upcoming sweeping and find your sweep day at saskatoon.ca/sweep.

Who’s new at the Zoo? Two bobcats!

April 22, 2022 - 10:00am

CY22-3021
April 22, 2022 - 10:00 am

The Saskatoon Forestry Farm Park & Zoo (Zoo) is excited to introduce the newest members of the Zoo family – bobcats Sherlock and Watson! These two brothers were born in 2021 at the Zoo Sauvage de Saint Felicien and are just under one year old.

“We are very fortunate to have Sherlock and Watson join the Zoo family,” says Jeff Mitchell, Zoo Manager. “The pair arrived safely at the Zoo this morning and will be introduced to their new temporary home in the vacant eagle exhibit before transferring to their permanent home later this summer.”

Bobcats get their name from their short, bobbed tail and are found mostly in North America in mountainous forest regions. They weigh anywhere from 6.5 to 18 kilograms and can jump over 3 metres high. Their diet consists mainly of rodents, birds and fish and are known as ambush predators that stalk and hunt their prey with an element of surprise.

Preparations for the bobcats’ arrival started this spring with renovations to the previous lynx exhibit. The former lynx exhibit is being transformed into a new space for the bobcats that will feature a new house and dedicated play area for the bobcats to enjoy. For now, Sherlock and Watson will get to enjoy exploring the caves and terrain in the vacant eagle exhibit until the renovations to their permanent home are completed this summer.

Visitors to the Zoo will notice a perimeter buffer surrounding the temporary bobcat exhibit. This buffer helps to maintain physical distance between the public and the bobcats as cat species such as bobcats and lynx are susceptible to COVID-19.

“Taking precautionary measures like maintaining a safe physical distance is an important part of keeping our animals safe,” says Jeff Mitchell. “The level of risk among species varies, and we take every necessary step to ensure the health and safety of the animals in our care.”

The Zoo is open daily from 10:00 a.m. to 4:00 p.m. Visit saskatoon.ca/zoo to plan your next visit or learn more about the Zoo Season Pass.

Repairs to a sinkhole that formed on Wednesday in the south bound lanes of Broadway Avenue near 8th Street East continue. The City had been working on a water main repair at the location earlier in the week.

Drivers are advised to avoid the 8th Street and Broadway Avenue intersection as it remains closed, with the exception of right turn movements for westbound to northbound, southbound to west bound and north bound to east bound. Detour signage is in place.

Water service disruptions to area residents and businesses are anticipated while repairs continue. Those impacted will receive notices.

The City will provide an update when road closures or detours are changed or lifted.
