CHANGES TO SMOKING REGULATIONS TAKE EFFECT JANUARY 1, 2016

Today City Council approved changes to Bylaw No. 8286, The Smoking Control Bylaw, banning smoking in and around the City’s outdoor public spaces, including parks, sportsfields, public squares, and recreation areas. 

“The bylaw is the result of research, public feedback, and the City’s commitment to the promotion of a smoke-free environment to safeguard citizens and staff against the harmful impacts,” says Lynne Lacroix, Director of Recreation & Community Development.  “It also addresses issues of fire safety and littering.”

Starting January 1, 2016, smoking will be restricted on all municipal properties under Bylaw No. 8286.  More information will be shared with City staff and residents in the coming weeks regarding where smoking is allowed.  Provisions regulating electronic cigarettes and their equivalents will also be presented to City Council in the near future.

"The effects of passive smoking, which includes second- and third-hand smoke, is particularly concerning in playgrounds, parks, and sportsfields where our youngest citizens gather to play and have fun," says Lacroix.  “We want to ensure a healthy outdoor environment and support for active living and wellness for all.”

In addition to signage, the public will be reminded of the new smoking restrictions through a public awareness and education campaign.

Girls in Motion

A day for girls to become inspired to live a healthy, happy lifestyle and enjoy physical activities under the direction of qualified instructors.  This year’s activities include Zumba, functional fitness, football, and martial arts.

Taking to the Turf

A day for boys to get active and learn and improve skills in soccer and football under the direction of qualified instructors.

Little Sisters in Action

The event will inspire girls to discover themselves by enhancing self-confidence and leadership skills, and being physically active in this one-day event.  Sessions will include yoga, basketball, fitness, and leadership.

6.1 Prohibition of Smoking in City-Operated Public Places

City Council will be asked to:

*consider Bylaw No. 9312, the Smoking Control Amendment Bylaw, 2004 to expand current smoking prohibitions to include outdoor public places owned or operated by the City.

Additional Information:

*In August, City Council resolved the expanded prohibitions be enforced through bylaw and the City Solicitor prepare the necessary bylaw amendment.
*The proposed bylaw will come into force on January 1, 2016.
*Another report before the end of the year will be brought to City Council which further amends the Bylaw to prohibit the use of electronic cigarettes in all places where smoking is currently prohibited. The prohibitions, as with smoking, will not allow for an exemption in vaping shops.
 

8.1.1 Application for Municipal Heritage Property Designation – Mann House

City Council will be asked to:

*request the City Solicitor bring forward a bylaw to designate the property, at 1040 University Drive, as a Municipal Heritage Property (with designation limited to the exterior of the building).
*request that all required notices be prepared for advertising and that $2,500 be allocated from the Heritage Reserve Fund to supply and install a recognition plaque.

Additional Information:

*The Mann House is located on a corner lot in the Varsity View neighbourhood and is a one- and three-quarter storey dwelling built in 1912.

*The heritage value of the Mann House resides in its long association with Owen Mann, a long-time member of City Council. Other notable individuals who lived at this location include: Thomas Watson, physician and head of the Saskatoon Cancer Clinic; and W.E. Walter, a Special Representative for the Canadian National Railway (CNR) Colonization Department.

*A formal evaluation was conducted and Administration is recommending the designation.

 

8.1.2 Missing and Murdered Aboriginal Women Monument

Council will be asked to:

*approve the front plaza of Saskatoon Police Headquarters as the location of the Missing and Murdered Aboriginal Women Monument.

Additional Information:

*The SPS and Saskatoon Tribal Council partnered to commission a commemorative artwork to remember missing and murdered Aboriginal women.

*SPS and STC selected Saskatchewan Artist Lionel Peyachew to design the monument.

 

8.1.7 Meewasin Valley Authority Northeast Swale Master Plan

City Council will be asked to:

*approve in principle the Meewasin Northeast Swale Master Plan.

Additional Information:

*Meewasin has prepared a Plan for the Northeast Swale within city limits to support its objectives of conservation, education, and passive recreation.
*The Plan includes a significant number of proposed amenities: the Greenway (trail and transition area adjacent to urban development), trails, boardwalks, parking, facilities (benches, picnic areas, waste receptacles, etc.), signage, access control, and lighting.
*Development of the Plan has been a collaborative effort between Meewasin, the City, key stakeholders, and the public.
*Meewasin has estimated the total capital cost to implement the Plan at $14 million, split between the swale area proper ($6.1 million) and the Greenway ($8.0 million). An implementation plan and funding strategy will be developed that will also consider annual operating impact (estimated at $186,000 for the City and $192,500 for Meewasin).

 

8.3.1 2016 Neighbourhood Traffic Management Reviews

City Council will be asked:

*that the eight neighbourhoods selected for 2016 traffic reviews, as part of the Neighbourhood Traffic management Program, include Stonebridge, Willowgrove, Hampton Village, Silverspring, Grosvenor Park, Lakeridge, Sutherland, and Parkridge.

Additional Information:

*The neighbourhoods selected are based on Councillor input, collision history, number of concerns received and number of existing temporary traffic calming devices.
*The traffic reviews are intended to address local traffic concerns such as speeding, shortcutting, pedestrian accommodation, and parking.
 

9.1.1 Boychuk Drive and Highway 16 Interchange Funding Application

City Council will be asked:

*To support the application for a Provincial-Territorial Infrastructure Component grant for Highways and Major Road infrastructure, for the Boychuk and Highway 16 Interchange, from the New Building Canada Fund, and City Council agrees to meet legislated standards, to meet the terms and conditions of the Provincial-Territorial Infrastructure Component program, to conduct an open tendering process, to manage the construction of the project, to fund the municipal share of the construction cost, to fund ongoing operation and maintenance costs, and to follow any mitigation measures as required by the Canadian Environmental Assessment Act and The Environmental Assessment Act (Saskatchewan).

Additional Information:

*A specific resolution from City Council is required for the application.
*Once approved by the senior levels of government, the City will receive a letter confirming formal approval or approval-in-principle. The City can then proceed to award the project.
*The interchange is estimated to cost $45.15M of which $29.73M has been applied for under the PTIC program. The remaining funding will come from the Interchange Levy and the reallocation of the special levy collected for the Rosewood flyover project that has been cancelled.

PARKWAY & TRAFFIC BRIDGE PROJECT REACHES FINANCIAL CLOSE

The City is pleased to confirm that Financial Close has been achieved with Graham Commuter Partners for the North Commuter Parkway and Traffic Bridge project.

“This was a very competitive procurement process and we thank each of the three proponents for their submissions,” says Dan Willems, Special Projects Manager with Major Projects. “Graham Commuter Partners will build the bridges and roadways based on approved technical requirements and project design parameters, as well as finance and maintain the new infrastructure for a period of 30 years. The City retains ownership of all infrastructure.”

The North Commuter Parkway Project includes a six-lane bridge and 8.3 kilometres of new arterial roadways to link the Marquis Industrial area with the University Heights area. It achieves this by extending Marquis Drive across the South Saskatchewan River and connecting to McOrmond Drive at Fedoruk Drive, and extending Central Avenue from Fedoruk Drive north to the new extension of McOrmond Drive.

The Traffic Bridge will accommodate all modes of transportation while retaining a similar architecture to the previous structure as well as the riverscape of the past century. The new Traffic Bridge will include two driving lanes at 3.7 metres wide, and two 3 metre-wide multi-use pathways on each side of the bridge to accommodate pedestrians and cyclists.

“The Parkway Bridge will connect the growing neighbourhoods in the northeast with the employment rich areas of Marquis Industrial,” says Mayor Donald Atchison. “The new Traffic Bridge will improve travel efficiency in our growing downtown. Both projects will create jobs for local workers and strengthen our economy.”

Through the P3 Canada Fund, the federal government is providing an investment of up to $66 million to the project, while the Province of Saskatchewan will contribute $50 million.

A report outlining the financial details of the proposal will be provided to City Council at its meeting on November 23, 2015.

CITY ENCOURAGES CITIZENS TO HAVE THEIR SAY ON PROPOSED 2016 BUDGET

Spend more, spend less or spend about the same? The City of Saskatoon wants public input on Shaping Our Financial Future and is providing more information about how the budget is built to encourage residents to get involved.

“We’ve made strides to ensure our planning for the 2016 Corporate Business Plan & Budget is even more transparent and accountable this year,” says Clae Hack, Director of Finance. “Through public education and more participation opportunities, citizens are contributing and helping shape Saskatoon’s financial future.”

The City is inviting citizens to take a few minutes to participate and have their say by using a new and easy-to-use interactive and educational online tool. Citizen Budget is available at saskatoon.ca/citizenbudget

Citizen Budget shows residents how building the City’s annual budget requires balancing affordability for taxpayers with the delivery of City services and service levels residents expect.

“There are many challenges that come with a growing city. Within the annual budget, funding choices must be made between what the community wants and needs and what the City can afford,” says Hack.

Citizen Budget is available online but will also be showcased at the Saskatoon Fall Home Show October 23 – 25 with the goal of encouraging show attendees to participate. A budget display in the lobby of City Hall also provides an opportunity to provide written comments.

City Administration and City Council will consider citizen priorities and preferences gathered through Citizen Budget prior to Council deliberations, scheduled for November 30, December 1 and 3, 2015.

Citizen Budget builds on public engagement activities earlier this year. The City introduced a new budget video series to help residents better understand the budget process and how their property taxes work. This past summer, citizens also had the opportunity to provide input into the preliminary budget through public engagement opportunities .

7.2.1 2016 Business Plan and Budget

*The Preliminary 2016 Business Plan and Budget was received and tabled.

Background

*Citizen input, inflation, population growth, City Council priorities, service level changes, and performance measures were considered in proposing total operating expenditures of $457.1 million. Of this, $443.8 million is tax-supported-operating expenditures.
*Tax-supported operating expenditures represent about 97% of total operating expenditures in 2016.
*To help pay for operations and ensure a balanced budget, the property tax increase of 3.95%, equates to an additional $5.40 per month on a property assessed at $325,000.
*From October 19 to November 13, citizens can share their funding priorities and preferences with City Council at saskatoon.ca/citizenbudget
*City Council will deliberate the budget November 30, December 1 and 3.

7.2.2 The Truth and Reconciliation Commission of Canada: Calls to Action and the City of Saskatoon’s Response

*The report outlines the City’s response to the TRC Calls to Action relevant to Municipal Government and has been forwarded to City Council for business plan and budget deliberations.
* Administration will provide Executive Committee with regular updates outlining successes as well as outstanding items, along with an update of events that occurring in Saskatoon throughout the year recognizing the Year of Reconciliation

*Administration will report to Executive Committee with a plan for increased professional development and training for employees, with a long-term target of 100 percent participation

*The City has ongoing initiatives that are making strides toward the TRC’s Calls to Action and additional actions and estimated costs to address the recommendations have been identified.
*The City will collaborate with the Office of the Treaty Commissioner and other Aboriginal organizations and community partners to develop an action plan for reconciliation.

Background

*The City already has a number of practices in place to boost Aboriginal inclusion including:
-Aboriginal Cultural Awareness Training offered to all employees. The training is mandatory for Saskatoon Police Service employees.
-“Profile Saskatoon Grant” of $150,000 and in-kind organizing support for 2016 World Indigenous Business Forum and International Indigenous Music and Cultural Festival.
-Partnership with Saskatoon Tribal Council, Gabriel Dumont Institute and other organizations on the delivery of the Urban Aboriginal Leadership Program to build capacity leading to employment.

7.2.3 Remai Modern Art Gallery of Saskatchewan

*The Committee received the project update and will receive another one by the end of 2015.
*The Contractor projects building construction to be complete in the late third to early fourth quarter of 2016 which will result in the Gallery opening in early 2017.
*The project schedule continues to be negatively impacted by delays resulting from drawing corrections and clarifications.
*The project continues to face cost increases and budget pressure, primarily due to the negative cost impact of the drawing corrections and clarifications.

Background

*City Council approved the construction of a new Art Gallery. Smith Carter Architects and Engineers Inc. (Now Architecture 49) were hired in 2010 to design, tender and administer the construction.
*A construction contract was awarded in 2013 to Ellis Don Corporation, with a target for completion in September of 2016.

7.2.4 Traffic Bridge Span Arrangement

*The Committee received the report.
*The new Traffic Bridge is proposed to be a four span arrangement, with new reinforced concrete piers constructed around the existing piers within the river.
*Graham Commuter Partners is proceeding with necessary regulatory approval applications to facilitate construction to commence in the South Saskatchewan River.

Background

*At its meeting on September 8, 2015, City Council approved the award of the Project Agreement for the North Commuter Parkway and Traffic Bridge to Graham Commuter Partners.
*GCP and the City are currently working through the Commercial Close and Financial Close process, which is targeted to be achieved on or around October 23, 2015.

UPDATE: BRIDGE MAINTENANCE ON IDYLWYLD DR OVER 19TH ST EXTENDED

The bridge maintenance work on Idylwyld Drive over 19th Street overpass has been extended and is now expected to be complete by the end of November.

Since work started earlier this Fall, it has become evident that some of the minor concrete repairs are more extensive than originally anticipated and additional work and timeframe is required to complete these repairs. Key structural components are being repaired, which is necessary to ensure the bridge continues to be safe and structurally sound well into the future.

To complete this work, there will be lane restrictions on Idylwyld Drive overpass over 19th street in both directions as well as lane restrictions on 1st Avenue ramp under Idylwyld Drive.  Access to Sid Buckwold Bridge will be maintained at all times, however, drivers should expect some delays.

Please note: Restrictions on Idylwyld Drive are required to restrict heavy load while repairs are carried out under the overpass. Therefore, drivers will not see workers on Idylwyld Drive.

The City apologizes for the inconvenience and thanks drivers for their continued patience and cooperation while this work is carried out.

CITIZEN INPUT FACTORS INTO PRELIMINARY 2016 BUSINESS PLAN & BUDGET

In a new budget planning process this year, the City launched a number of Shaping Our Financial Future public engagement opportunities. Citizens were able to provide input on their priorities and preferences for more than 70 civic services and programs they rely on every day. That information has helped to create the Preliminary 2016 Business Plan and Budget which outlines the City’s future investment plans.

“Most participants in both the 2016 Annual Civic Services Survey and the June Public Engagement activities said they prefer to balance the budget using a combination of user fees and property tax increases instead of service reductions or cuts,” said City Manager, Murray Totland. “Citizens told us they want more spending when it comes to things like maintaining major roadways, transit, street crime, and a growing population.”

In addition to valuable public input, City Administration also considered factors such as inflation, population growth, City Council priorities, service level changes, and performance measures. Considering all factors, the Preliminary 2016 Operating Budget proposes:

  • Total operating expenditures of $457.1 million, which is an increase of $22.5 million, or 5.2%, over the 2015 approved Operating Budget. Of this, $443.8 million is tax-supported-operating expenditures which is an increase of $22.5 million or 5.3%, over the 2015 approved Operating Budget.

“Tax-supported operating expenditures represent about 97% of total operating expenditures in 2016,” says Kerry Tarasoff, Chief Financial Officer & General Manager of Asset and Financial Management. “To help pay for operations and ensure a balanced budget, the property tax increase of 3.95%, equates to an additional $5.40 per month on a property assessed at $325,000.”

The proposed property tax increase would generate an additional $7.47 million, which would go toward debt repayment on future traffic noise projects, Building Better Roads, and expenditures relating to all other programs and services, including eight additional police constables in 2016.  It should be noted other City operations are holding the line on a greater hike with a -0.51% budget decrease.

On the capital side, the City is investing $177.2 million in various capital projects (buildings, roads, bridges, sidewalks, water lines) which is a reduction of over $48 million (27%) from 2015.

“The Shaping Our Financial Future engagement plan does not end with today’s tabling of the 2016 Business Plan and Budget,” says Tarasoff. “Now the City is providing citizens another opportunity to have their say on the 2016 Budget through Citizen Budget - our new interactive and educational online tool.”

From October 19 to November 13, citizens can share their funding priorities and preferences with City Council at saskatoon.ca/citizenbudget. Importantly, the public feedback gathered through Citizen Budget will inform City Council and Administration on residents’ budget priorities.  It will help Councillors determine what services and programs people value most when they discuss the 2016 Corporate Business Plan and Budget November 30, December 1 and 3, 2015.

FREE TRANSIT SERVICE ON FEDERAL ELECTION DAY - OCTOBER 19, 2015

Individuals are not required to take any advance action to use the free service; when boarding a bus, you will simply be granted free access by the operator. For new riders, we recommend planning your trip in advance using our Online Trip Planner, Google Transit or the Transit App on your mobile device. These applications will allow you to find the stop closest to your polling station and will map out the route for you.

FALL STREET SWEEPING BEGINS MONDAY, OCTOBER 19

Beginning on Monday, October 19, the City will commence its annual fall street sweeping program. The fall sweep is designed to remove fallen tree foliage on the roadway in selected neighbourhoods to reduce the potential for spring flooding where the leaves can block catch basins. 

The neighbourhoods that have been identified for fall sweep include: Buena Vista, Caswell Hill, City Park, Holiday Park, King George, North Park, Nutana, Riversdale, Varsity View and Westmount. These older neighbourhoods feature heavier tree canopies and therefore contribute most of the fallen leaves.

Bright yellow ‘No Parking’ signs will be set out on scheduled routes at least 36 hours in advance of sweeping. As some neighbourhoods are split over multiple days in order to provide parking options, residents are encouraged to check the Fall Sweeping schedule on the City of Saskatoon website. The program is also weather dependent - rain, snow, or temperatures that fall below -5 degrees Celsius could cause a cancellation to all or parts of the sweeping program.

Residents are reminded to move their vehicles by 7 a.m. on the posted sweeping day to avoid a ticket and/or relocation to a nearby street. Relocated vehicles can be found using the Find My Vehicle! application on saskatoon.ca or by calling the Public Works Customer Service Centre at 306-975-2476.

Residents are also reminded not to push leaves from their boulevard, sidewalk or yard onto the street. City Bylaws prohibit doing so as excess leaves can cause spring flooding. Excessive leaves placed onto the street may require sweepers to bypass that street. The City will investigate reports of residents pushing leaves onto the street and may issue a Bylaw Notice. Bylaw violations can be reported to the Bylaw Inspector at 306-975-3193.

Subscribers to the City’s green cart service can place loose, un-bagged leaves and other yard waste in their green cart. Residents can also use one of the City’s free compost depots, which are open until November 6.

Household hazardous waste requires proper disposal to reduce risks to humans and animals, and prevent pollution of our land, water and air. These materials should not be placed in your garbage or recycling bins, poured down the drain or toilet, or released into the environment.

To ensure household hazardous materials are safely disposed of or recycled, the City coordinates regular Household Hazardous Waste Days for residents to drop-off these materials. A temporary site will be set up at SaskTel Centre parking lot (101 - 3515 Thatcher Avenue) from 9:00 a.m. to 3:30 p.m., on the following dates in 2015:

RESPONSE OUTLINED TO TRUTH & RECONCILIATION COMMISSION CALLS TO ACTION

A report summarizing the City’s proposed plan to address more Aboriginal inclusion in the community will go to Executive Committee on October 19.  The report outlines the City’s response to the Truth and Reconciliation Commission of Canada’s (TRC) Calls to Action relevant to municipal government.

“Several of the TRC Calls to Action are immediately actionable by the City to improve upon our current relationships with our Aboriginal residents,” says Gilles Dorval, Director of Aboriginal Relations.  “We’ve also identified ongoing efforts that will help us to move towards achieving full reconciliation through embedded best practices for Aboriginal inclusion in how we provide services.”

The City already has in place a number of practices to boost Aboriginal inclusion:

  • Aboriginal Cultural Awareness Training is offered to all City employees and is mandatory for Saskatoon Police Service (SPS) employees. 
  • “Profile Saskatoon Grant” of $150,000 and in-kind organizing support for the 2016 World Indigenous Business Forum (WIBF) and International Indigenous Music and Cultural Festival to be held in Saskatoon.
  • Partnership with Saskatoon Tribal Council, Gabriel Dumont Institute and other organizations on the delivery of the Urban Aboriginal Leadership Program to build capacity leading to employment.

The report to Executive Committee also responds to the Statement of Reconciliation from Canada’s Big City Mayors.  It identifies additional programs for the City to undertake moving forward, which include collaborating with the Office of the Treaty Commissioner (OTC) and other Aboriginal organizations as well as community partners to develop a unified action plan for reconciliation.

“The City is working closely with the OTC and other partners to develop a holistic action plan for reconciliation and increased Aboriginal inclusion,” Dorval says.  “The action plan will include a set of measures to evaluate progress and to report to stakeholders, Aboriginal citizens and the community-at-large.”

Proposed next steps include:

  • identifying opportunities for social enterprises;
  • reviewing City policies and programs with an Aboriginal lens;
  • connecting Aboriginal people with employment and economic opportunities through Phase Two of the Saskatoon Aboriginal Employment and Economic Partnership; and
  • holding events to educate Aboriginal development corporations and businesses on City processes for land and procurements opportunities.

The City is also collaborating with the Conference Board of Canada for an event in Saskatoon on December 3, 2015 with the OTC and other Saskatchewan leaders to discuss best practices and opportunities for further advances in reconciliation.

The Truth and Reconciliation Commission of Canada: Calls to Action and The City of Saskatoon’s Response report supports the City’s goal “Quality of Life” by identifying actions for enhancing Aboriginal well-being and participation in our community.

CITY RESURFACES RECORD 220 KILOMETRES OF ROADWAY AS CONSTRUCTION WRAPS UP

Another aggressive summer road construction season is coming to a close with $53 million spent maintaining and repairing more roads than ever before. In 2015, the City invested $3 million more than last year, and $20 million more than 2013.

“We have paved approximately 220 lane kilometres of road this construction season, bringing the total over the past two years to 420 lane kilometres, which is roughly the same distance from here to Medicine Hat,” says Jeff Jorgenson, General Manager of Transportation and Utilities. “The work completed over the past two seasons has made a noticeable improvement in our roadways, and we hope residents are starting to notice a difference.”

Approximately $26.9 million was invested in road and sidewalk rehabilitation this year. A road preservation treatment or rehabilitation was completed at 160 locations across Saskatoon thanks to the efforts of City crews and contract workers. A number of projects were completed at night, which minimizes traffic impacts.

“With the closure of the University Bridge and more construction zones than ever, we spent a great deal of time planning effective ways of completing work,” says Jorgenson. “Minimizing the impact to the public is a huge priority for us, whether that be the scheduling of projects, completing night work where suitable, developing detour plans to maintain traffic flow, or effectively communicating impacts to residents.”

New in 2015 was the introduction of digital data collection methods designed to improve the efficiency and quality of rehabilitation programs. These included an electronic data collection system used to objectively rate sidewalks, in addition to water and sewer inspections completed with new, state-of-the-art digital imaging technology.

Improvements were also made to the Report-a-Pothole application making it easier for residents to identify and report potholes as well as creating efficiencies for crews to locate and repair them.  An estimated 2,845 tonnes of asphalt was used to repair the equivalent of 163,000 potholes, based on an average 12x4 inch hole. 1,565 utility cuts have been permanently repaired.

Approximately 5.4 kilometres of sidewalks were fully replaced, close to 12 kilometres of durable markings applied, and 911 kilometres of lane lines were painted - almost 30 kilometres more than last year.

A curb to curb street sweep was completed in 61 residential neighbourhoods, with approximately 1,520 tandem dump truck loads of debris removed in just six weeks. More than 400 kilometres of gravel back lanes were graded or rehabilitated and 24 kilometres of gravel back lanes reconstructed.

A huge success this year was the early completion of the University Bridge rehabilitation project, allowing this iconic piece of infrastructure to continue to serve commuters for many years to come. Significant rehabilitation was also completed on the Highway 11 & 16 Cloverleaf overpasses.

“Despite the significant progress over the past two years, we know there is still a lot of work to do out there,” says Jorgenson. “We intend to continue on this path to dramatically improve the condition of our city’s road network. We sincerely thank residents for their cooperation and patience which helped to make this 2015 construction season such a success.”

20TH STREET WEST STREETSCAPE IMPROVEMENTS NOW COMPLETE

His Worship Mayor Donald Atchison joined Riversdale BID Executive Director, Randy Pshebylo, and the City’s Director of Planning and Development, Alan Wallace today to celebrate the completion of the 20th Street West Streetscape Improvement Project from Avenues E to H.

“We are all very pleased to see the completion of the 20th Street Streetscaping Project. The vision for this street was set many years ago, and 20th Street remains vitally important to the growth and development of the City Centre,” said Wallace. “We hope that 20th Street continues to thrive and remains a city-wide destination for Saskatoon and region for many decades to come.”

This project is part of the 20th Street Streetscape Improvement Master Plan (Master Plan) approved by City Council in 1993.  Developed in conjunction with the Riversdale BID and community, the Master Plan called for streetscape improvements along 20th Street West, from Avenues A to H, with the intent of creating a vibrant and cohesive retail corridor that celebrates the unique character and diverse cultures of the area.  Enhancements from Avenues A to D were completed in the early 2000s.

The improvements to 20th Street consist of the installation of extended bus bulbs, street corner bulbs, new street trees with Root Growth Systems, tree guards, decorated tree grates, waste receptacles, recycling baskets, street directories, bike racks, paved amenities strip, and a new pedestrian sidewalk.  There is also a new decorated fence from Avenue G to H.

“20th Street has a rich cultural and commercial past in our community,” said Mayor Atchison.  “The efforts invested here to beautify this important corridor not only benefit the neighbourhood residents and businesses, but all citizens of Saskatoon.”

PARKWAY & TRAFFIC BRIDGE PROJECT DETAILS RELEASED

As financial close on the Parkway and Traffic Bridge project nears, the City and Graham Commuter Partners (GCP) are releasing details on the proposed design of the Traffic Bridge and a tentative construction schedule for the project.

“The new Traffic Bridge will be a four span arrangement, with new reinforced concrete piers constructed around the existing piers within the river,” says Dan Willems, Special Projects Manager with Major Projects. “The new bridge geometry will be similar to the existing bridge, however the bridge will be slightly wider and taller to accommodate wider traffic lanes, wider pathways on both sides, and overhead clearance for emergency vehicles.”

Once the City reaches financial close with GCP later this month, a report outlining the financial details of the proposal will be provided to City Council.

Subject to GCP obtaining the necessary regulatory approvals, they hope to start construction on both the Parkway and the Traffic Bridge in late 2015/early 2016. This includes approvals from the Department of Fisheries and Oceans, Transport Canada, Saskatchewan Ministry of Environment, Saskatchewan Water Security Agency, and the Meewasin Valley Authority.

Substantial completion of the project, whereby the bridges would be operational but not 100 per cent complete, remains October 2018. More details regarding the construction schedule will be provided in the coming weeks.

*The Committee further resolved that the Administration report to the 2016 Budget meeting with options for funding the expanded program without increasing the fees to users for the 2016 season.

Background
*Subscribers to the current Green Cart program were surveyed in July 2015. The results revealed high satisfaction with the current program with 70% having an interest in including food waste.
*Survey results also indicated that almost 90% of subscribers are satisfied with the frequency of pick-up (biweekly). Program cost is cited as an important consideration.
*The Administration recommends that the 2016 Green Cart program continue with biweekly collection from early May to early November, allowing food waste to be included.
*A rate increase to $70/subscriber is required to make the Green Cart program cost recovery for 6,000 subscribers.
*Education on how to minimize odours generated by the Green Cart program will be developed.

7.2.4 2015 Update to Our Environment: The City of Saskatoon’s Environmental Leadership Report (Matters Requiring Direction)

*The report will be forwarded to City Council for information.

Background
* The 2015 update to the City of Saskatoon’s ‘Our Environment’ Report is provided in the form of an online reporting tool highlighting the status of 12 selected indicators representing the key components of the state of Saskatoon’s environmental health – air, land, water and waste.
*Key findings include:

  • The waste diversion rate for 2014 of 22.5% was relatively unchanged from the 2013 rate of 22.7% and needs improvement to meet the target of 70%.
  • The amount of landfilled residential waste per capita is down to 249 kilograms per capita in 2014 from 340 kilograms per capita in 2007.
  • The percentage of residents choosing to walk, cycle or take transit to work has been relatively stable between 11.5% and 14.4 % for the past two decades and needs improvement to meet the target of 20%.
  • Saskatoon’s air quality has been showing a slow downward trend over the past decade, with the average Air Quality Index ranking as ‘Good’ over the past 5 years, down from the ranking of ‘Excellent’ that it has for the previous 5 years.
  • The water quality both upstream and downstream of Saskatoon has consistently ranked as Good in the Water Quality Index since 2005.
  • The amount and distribution of new development investment has been added as a baseline indicator and illustrates that investment in development activities are balanced across the city.

7.2.7 Parks Design, Construction, and Maintenance – Civic Service Review (Matters Requiring Direction)

*The report will be forwarded to City Council recommending:

  • That the improved efficiencies and effectiveness in delivering the service as outlined in the report be received as information;
  • That the Service Level for Parks Pathway Snow Clearing be increased to include snow clearing services to 14 kilometres of Naturalized Park pathways;
  • That the Service Level for Shelterbelt/Buffer Strip Maintenance be increased so that a proactive service level that includes mowing, trimming and garbage pick-ups within the shelterbelt areas can be established; and
  • That the Administration report on a Park Infrastructure Asset Management Plan including a funding strategy to achieve desired service levels.

Background
*The report provides an overview of the Parks Division Civic Service Review. The review explored opportunities for improvement within the design, construction, and maintenance of civic parks and open spaces. Implementation of these findings will improve service to citizens, increase the efficiency of park design, construction and maintenance, and improve accuracy in budgeting for the Parks Division. Additionally, the report recommended Service Levels for Parks Pathway Snow Clearing and Shelterbelt/Buffer Strip Maintenance.

CITY HALL TO CLOSE AT 4:30 P.M. ON MONDAY, OCTOBER 19, 2015

The City of Saskatoon advises residents that City Hall will close at 4:30 p.m. on Monday, October 19, 2015 to allow employees the statutory time to vote in the federal election.

The Canada Elections Act requires employers allow employees three consecutive hours to vote.  This year, Saskatchewan’s voting hours are 7:30 a.m. to 7:30 p.m., which requires certain civic offices to close at 4:30 p.m.

The City’s seven Leisure Centres, three Municipal Golf Courses, Gordon Howe Campground, Saskatoon Forestry Farm Park & Zoo, Saskatoon Transit, and Landfill operations will maintain their regular operating hours.

The City apologizes for any inconvenience, and will reopen for business at 8:00 a.m. on Tuesday, October 20, 2015.  Online services at www.saskatoon.ca remain open 24 hours a day, seven days a week.

REMINDER: WOODLAWN CEMETERY GUIDELINES FOR GRAVESITE MEMORIALS

Woodlawn Cemetery is a landscaped, well-maintained, and mature 94-acre site that is always open for the public.  The City of Saskatoon (City) reminds visitors of the guidelines for gravesite memorials, which are intended to maintain a pleasant environment and respect the final resting place of loved ones.

Only approved monuments or memorials are considered permanent items and are permitted to remain in the cemetery year round.  All other items placed on a gravesite, flowerbed, monument, or concrete foundation are considered temporary and need to be removed weekly.  Flowers and other items are permitted on the gravesite the day of the burial and will be left for seven calendar days.  After this time period, items will be removed.  Please note, the City does not take responsibility for any removed, damaged, or missing items placed in the cemetery by the public.

From May 1 to October 15:
Families may establish a flowerbed at the gravesite (with the exception of Military burials in the “Field of Honour” and flat marker areas) upon approval from the Cemetery Office.  Annual flowers are allowed, provided they do not hang over the edge of the flowerbed or impede maintenance of adjacent gravesites.
Items not allowed within flowerbeds include shrubs, perennials, decorative fencing, rocks, stones, concrete, and breakable or fragile items.
The City assumes no responsibility for the appearance, maintenance, and fall cleanup of approved flowerbeds planted by the public.  If flowerbeds are neglected, they will be removed.

The Cemetery Office is open from 8:00 a.m. to 4:30 p.m., Monday through Friday, excluding statutory holidays.  All inquiries should be directed to the office at 306-975‑3308.

The City would also like to remind visitors about iCemetery, a free third-party app for mobile devices that can be used for locating loved ones buried in Woodlawn Cemetery.  Search by first and last name, view the burial plot detail, and be guided to the actual location of the plot within the cemetery using GPS data from your mobile phone.

MUNICIPAL GOLF COURSES CLOSING FOR THE 2015 SEASON

The City of Saskatoon’s (City) three municipal golf courses (Holiday Park, Silverwood, and Wildwood Golf Courses) are in the process of closing for the season to ensure that maintenance requirements can be completed before winter, and that the courses are in good condition for 2016.  The City would like to thank all patrons for their support during 2015.

The final days of operation at each course are as follows:

  • Regular course back nine will close Tuesday, October 20

CITY LAUNCHES ENVIRONMENTAL ONLINE REPORTING TOOL; 2014 REPORT ON INTEGRATED WASTE MANAGEMENT RELEASED

The City of Saskatoon today launched a new online tool, ’Our Environment’, to report on the status of Saskatoon’s environment. Through this digital tool, citizens can monitor the status of 12 selected indicators reflecting the City’s corporate targets and representing key aspects of Saskatoon’s environment – air, land, water and waste.

“The online reporting tool builds on the baseline data from the City’s first ‘Our Environment’ report, released in 2014, and identifies trends of improving, stable or needs improvement,” stated Brenda Wallace, Director of Environmental & Corporate Initiatives. “Additional indicators will be included in future online updates, and new data will be posted as it is made available.”

The next full ‘Our Environment’ report will be prepared in 2017.

Also released today is the Integrated Waste Management Annual Report for 2014. The Report will be received by the Standing Policy Committee on Environment, Utilities and Corporate Services and provides more detailed analysis of specific indicators for Waste Diversion and Landfilled Waste from ‘Our Environment’.

Key findings from ‘Our Environment’ and the ‘2014 Integrated Waste Management Annual Report’ include:

Waste Diversion: Saskatoon’s waste diversion rate for 2014 is 22.5%.

  • The compost program contributes 13% toward the waste diversion rate. The curbside recycling program contributes 7%, and the recycling depots contribute 2%.
  • Installation of the ‘Efficient Waste System’ began in 2014, and will be launched in January 2016 with new collection routes and schedules to save fuel, operator time and improve overall service for residents.
  • 1.1 million curbside recycling carts were emptied in 2014 and 10,724 tonnes of materials were recycled.
  • The contamination rate (garbage placed in carts) for curbside recycling was 4% in 2014.
  • The multi-unit recycling program launched in October 2014 and approximately 207 tonnes of material was collected.
  • The Leaves and Grass Subscription Program (green cart) served 3,900 households in 2014, an increase of 30% over 2013, contributing to the diversion of organic waste to compost depots rather than the landfill.
  • More than 51,000 vehicle visits were made to the two compost depots in 2014, including 40,000 visits made by residents. An estimated 22,000 tonnes of compostable material was managed at the depots.

Landfilled Waste: The amount of landfilled residential waste per capita is 249 kilograms in 2014.

  • 2.8 million garbage carts are emptied each year by the City of Saskatoon with 99.9% collection reliability.
  • More than 86,000 vehicles delivered loads to the Landfill.
  • Approximately 168,300 tonnes of material was accepted at the Landfill.
  • The amount of garbage collected is reducing every year.

Air Quality: Saskatoon’s air quality has been showing a slow downward trend over the past decade, with the average Air Quality Index ranking as Good over the past 5 years.

  • A net reduction in greenhouse gas of 29,027 tonnes can be attributed to the curbside recycling program in 2014 (includes 387 tonnes from diesel fuel used in recycling trucks).
  • A net reduction in greenhouse gas of 448 tonnes can be attributed to the multi-unit recycling program which launched in October 2014.
  • Approximately 5,000 tonnes of CO2e was avoided through the approximately 22,000 tonnes of compostable material managed at the two compost depots.

Transportation Choices: The percentage of residents choosing to walk, cycle or take transit to work has been relatively stable between 11.5% and 14.4 % for the past two decades.

TRANSIT UNVEILS NEW FLEET & LONG TERM STRATEGY DETAILS

Saskatoon Transit riders can soon expect to experience greater comfort, reliability and accessibility on every commute. As part of a larger plan to continue improving its service in the city, Saskatoon Transit is unveiling the first buses which are part of a complete fleet renewal strategy.

“We’re going to reduce the overall age of our transit fleet by five years and customers will notice the difference,” says Jim McDonald, Director of Transit. “It’s also more cost effective to operate newer buses over their life span because we don’t have to rely as much on extra maintenance and back-up buses.”

Over the next 10 years, Transit will:

  • Reduce its average bus age from 11.9 to 7.3 years, thereby reducing maintenance costs and the size of the fleet given that fewer “spares” are required;
  • Provide full accessibility on every bus, along every route;
  • Offer air conditioning and other improved amenities on every bus; and
  • Increase capacity on busy routes by tripling the number of articulating buses.

Transit currently maintains a fleet of 158 buses, including 100 allotted to daily routes and 58 spares—a spare ratio of 58 per cent. Through its fleet upgrade, Saskatoon Transit will be able to reduce its spare ratio to 33 per cent by 2020 which will greatly reduce operating and maintenance costs.

McDonald stresses the new buses will provide riders with up-to-date transportation consistent with a modern, service-focused transit provider. Some of these improved amenities include: wider aisles, ergonomically designed seating, larger windows, better lighting, automated stop announcements, and reduced greenhouse gas emissions.

“We’ve seen $75,000 a year in fuel savings from the new buses purchased over the last five years, so we can anticipate even more of those efficiencies,” McDonald says. “Our fleet renewal strategy will get us to where we need to be and deliver the kind of service Saskatoon residents expect.”

Beginning Tuesday, October 13, 2015, the Landfill will be open 7:30 a.m. to 5:00 p.m. daily, excluding Christmas Day and New Year’s Day when the facility is closed.

Residents and commercial customers are invited to use the Landfill, which is located by way of Valley Road, south of 11th Street. 

Advise the scale attendant if you are bringing in recyclables, as some materials can be recycled for free.  Please follow all signs and/or instructions from Landfill staff.

CITY CONSIDERING TOUGHER WORK ZONE SAFETY MEASURES

As we near the end of the summer construction season and the 2015 Respect Work Zones campaign, the City is considering ways to make work zones safer for next year. These steps could include the use of larger, immovable barriers, and the possibility of a move to full street closures that would eliminate the single lane of traffic alongside construction sites.

“Although there have been some noticeable safety improvements with our short-term or moving work sites, many drivers still continue to disobey signage and enter active work zones at medium and longer-term sites,” says Angela Gardiner, Director of Transportation. “To make sure workers are safe, we have to consider stricter measures for next construction season.”

Work has been steadily progressing throughout the city on high traffic and residential streets. There have been few disruptions or schedule adjustments thanks to an overall favourable construction season, however there are still dozens of disruptions to work zone safety that happen each day. Most issues arise from:

  • Drivers ignoring ‘Local Access Only’ signage which indicate only motorists with a destination on that street may enter;
  • Drivers moving traffic barriers which protect workers and sites that may contain curing materials or work zone hazards;
  • Drivers failing to reduce their speed and thereby increasing the likelihood of an accident with a worker or construction zone hazard.

Drivers have been charged for unsafe driving in a work zone even where there is no police presence. Work site cameras and workers record and report licence plates when safety is compromised.

“We would also like to remind everyone that just because work doesn’t appear to be underway in a construction zone, it doesn’t mean it’s complete,” says Gardiner. ”Because of many steps that can be involved in road work – paving for example, which takes time to cool and cure – it’s still considered an active work zone if signage and or barriers are in place.”

Despite challenges with work zone safety, the City has seen improvement at short-term/moving sites. This success has been attributed to better short-term work zone signage, crews using more safety cones and other site-marker tools, and more rigorous safety inspection requirements throughout each stage of a job. The City’s Respect Work Zones campaign also contributes to heightened awareness about work zone safety.

“Even when the summer construction season is complete, drivers will continue to see smaller work zones during the winter months,” says Gardiner. “These areas typically have less advance warning due to their emergency nature, but they still require full work zone safety compliance.”

The City would like to thank the citizens of Saskatoon for their patience during this construction season, and to urge everyone to respect work zones and obey work zone signage.

7.2.1 Application for Municipal Heritage Property Designation

*There is an application from the property owner at 1040 University Drive (the Mann House – built in 1912) to designate the property as a Heritage Property.
*The heritage value of the Mann House resides in its long association with Owen Mann, a long-time member of City Council. Other notable individuals who lived at this location include: Thomas Watson, physician and head of the Saskatoon Cancer Clinic; and W.E. Walter, a Special Representative for the Canadian National Railway (CNR) Colonization Department.
*A motion to support the recommendations, with the designation limited to the exterior of the building, was supported unanimously.

7.2.3 Missing and Murdered Aboriginal Women Monument 

*The committee recommends that Missing and Murdered Aboriginal Monument be located on the front plaza of Saskatoon Police Service (SPS) Headquarters.
*The SPS and Saskatoon Tribal Council (STC) partnered to commission a commemorative artwork to remember missing and murdered Aboriginal women.
*SPS and STC selected Saskatchewan Artist Lionel Peyachew to design the monument.
*A motion to support the recommendation to Council for approval of the location of the monument on the front of the plaza at SPS Headquarters was supported unanimously.

7.2.4 Growth Plan to Half a Million Long-term Directions and Fall 2015 Public Engagement

*The report updates the draft Growth Plan and recommends implementation priorities for Corridor Growth, Transit, and Core Area Bridges that will be presented during the final round of public engagement this month.
*The fifth and final round of public engagement will take place from October 14 to November 8, 2015 with the intent being to communicate the final plan and implementation and phasing strategy to the community.

7.2.7 Meewasin Valley Authority Northeast Swale Master Plan

*The report presents the Meewasin Valley Authority Northeast Swale Master Plan for approval, in principle, by City Council. Following approval, City Administration will work with Meewasin on agreements, implementation plans, and funding strategies.
*The Plan (a collaborative effort between Meewasin, the City, key stakeholders, and the public) outlines ways to support Meewasin’s objectives of conservation, education, and passive recreation including trails, boardwalks, parking, facilities, and lighting.
*Meewasin estimates the total capital cost to implement the Plan at $14 million, split between the swale area proper ($6.1 million) and the Greenway ($8.0 million). An implementation plan and funding strategy will be developed that will also consider annual operating impact (estimated at $186,000 for the City and $192,500 for Meewasin).
*A motion to support all three resolutions (as well as an amendment to resolution 2) to include in the report back from the Administration consideration of potential regulations) was supported unanimously.

7.2.9 City Response to Syrian Refugee Crisis

*The City and refugee-serving organizations presently have a number of initiatives underway that assist in welcoming, settling, and integrating refugees and immigrants to the community.
*In recognition of the current Syrian refugee crisis, the Administration has gathered input from key stakeholders in the community and identified several possible initiatives to improve and enhance already existing services, as well as offering new ideas of what the City could do regarding refugee settlement and integration.
*There are a couple of options to consider related to Saskatoon Transit providing either discounted or no-cost bus passes for the first year of refugee settlement in Saskatoon.
*The following motions were supported unanimously:

•           to receive the report as information;

•           to support all initiatives identified on page 3 of the report (page 230 of the agenda) with no cost implications (a, c, d, f, g and h);

•           for further reporting from the Administration on the remaining items b and e;

7.2.10 After Hours Barking Dog Complaints

*The report shows from January 1, 2012, to August 31, 2015, the Saskatoon Police Service received a total of 47 calls regarding barking dog complaints between the hours of 8 p.m. and 8 a.m. This volume represents, on average, less than two calls per month.
*Increasing the service level to respond to after hour barking dog complaints would require the Saskatoon Animal Control Agency to schedule two additional animal control officers (for safety reasons) at a cost of $3,200 per month. Animal Services does not have the funds within its 2015 operating budget to cover this additional expense and increase service.
*A motion to support forwarding the report to City Council for information was supported unanimously.

CIVIC SERVICES AND FACILITIES FOR THANKSGIVING DAY ON MONDAY, OCTOBER 12, 2015

The following are the hours of civic services and facilities for Thanksgiving Day on Monday, October 12, 2015:

City Hall will be closed.

Parking meters will not require payment.  Motorists are required to move their vehicles within the time period shown on parking meters, allowing for a constant turnover of parking availability.

Municipal Impound Lot will not be releasing vehicles to the public.

Saskatoon Landfill will be open with regular summer hours of 7:30 a.m. to 5:30 p.m.

The West Compost Depot will be open with regular hours of 9:00 a.m. to 6:00 p.m.

The East Compost Depot will be open with regular hours of 11:00 a.m. to 5:00 p.m.

Garbage, Recycling and Leaves & Grass collection will take place as scheduled.

All Saskatoon Public Library locations will be closed.

The Saskatoon Civic Conservatory will be open from 9:00 a.m. to 5:00 p.m.  Admission is free.

 

TRANSIT SERVICES

Saskatoon Transit will operate with regular Sunday/Holiday Service.

Access Transit will operate with regular Holiday Service from 8:15 a.m. to 11:00 p.m.  Trips must be booked in advance as per normal procedures. Customers are reminded that subscriptions do not apply on Statutory Holidays.

Transit Customer Service Center will be closed.

Transit Customer Service phone lines will be available from 9:00 a.m. to 1:00 p.m. and 2:00 p.m. to 6:00 p.m.
