Red Dress Day a day to raise awareness, get involved, support our community
May 3, 2023 - 1:00pm
May 5 is recognized annually as Red Dress Day – a National Day of Awareness for Missing & Murdered Indigenous Women, Girls & Two-Spirit people (identify as having both a feminine and masculine spirit). IWG2S persons are at a greater risk of abuse and violence due to factors beyond their control such as gender, cultural heritage, gender identity, poverty, colonialism.
The first Red Dress Day, held in 2010, was inspired by a national public art installation where red dresses were hung in a variety of places to bring attention to this crisis. Since then, displaying red dresses has been a way to increase awareness. There is a permanent red dress installation in the lobby of Saskatoon City Hall.
The City is helping bring awareness to this issue on May 5 in the following ways:
Red Dress Day Outdoor Installation
7:30 a.m. to 3:30 p.m.
Lawn between City Hall and 24th St E
Red Dress Day Awareness Walk
6:00 to 7:00 p.m.
Starts/ends @ Vimy Memorial Bandstand (in park near 20th St E and Spadina Cres E)
This event is led by community with the support of the City. All are welcome.
Several civic facilities will be lit up red on the evening of May 5 including City Hall, the Prairie Wind art installation beside Remai Modern, and the SaskTel Centre.

Help us make a clean sweep! Sweeping crews are coming your way
April 28, 2023 - 4:15pm
Even with snow’s rude interruption of spring last week, City crews are making great progress sweeping up the winter dust on our high traffic streets and business areas. Line painting crews are following behind marking lanes and crosswalks.
Look for yellow No Parking signs on your street through May and June and move your vehicle on sweep day.
Neighbourhood priority streets (10 affected) - May 1-7
We want people to have a street nearby to park on when they move cars for sweep day. We do this by scheduling the neighbourhood over a couple of days or sweeping the main streets (priority streets) first, so they are completed and open for parking on sweep day.
Sweeping on select streets within these 11 neighbourhoods will occur May 1-7: Avalon, Dundonald, Evergreen, Greystone Heights, Grosvenor Park, Hudson Bay, Massey Place, Montgomery Place, North Park, Rosewood and Westview. Watch for No Parking signs and avoid a ticket.
Neighbourhood residential streets – May 8 (7 weeks, weather permitting)
All streets are swept by neighbourhood once cars are moved or towed to a nearby street. Many neighbourhoods are split in half or thirds as they are too big to be swept in one day, and to provide alternate on-street parking spaces.
Watch for yellow No Parking signs on your street to alert you to upcoming sweeping and find your sweep day at saskatoon.ca/sweep. Watch: Your City Residential Street Sweeping.

City to lower flags in recognition of National Day of Mourning
April 28, 2023 - 11:00am
The National Day of Mourning is on Friday, April 28, 2023. In recognition, flags at all City of Saskatoon facilities will fly at half-mast for the day.
The National Day of Mourning, held annually on April 28, was officially recognized by the federal government in 1991 and commemorates workers who have been killed, injured or suffered illness due to workplace-related hazards and incidents.
City-wide Green Cart collection begins Monday, May 1
April 28, 2023 - 10:30am
City-wide green cart collection will begin Monday, May 1 for every household that has rollout garbage and recycling carts. Green cart collection will alternate biweekly with black cart collection, so be sure to check your collection calendar. You can also check your collection dates, print your calendar or set collection reminders by visiting saskatoon.ca/greencart or downloading the Saskatoon Waste Wizard app.
Loraas has finalized an agreement to accept organic waste materials at its facility north of Saskatoon. This latest move is part of the contingency plan that was pre-set in the green cart contract the City has with Green Prairie Environmental (GPE).
Don’t forget to bring in your kitchen pails and start scraping your plates! The green cart can accept all food waste – even bones and egg shells – and most yard waste. More than half of what we throw in the garbage can go into the green cart. By diverting organic waste, we can delay the need for a new landfill, protect our environment, and create something useful – compost.
With collections for the green cart program starting in May, you will also have a new fee called Organics Charge on your utility bill. The monthly average utility fee is $6.73 for the green cart program. It's calculated using a rate of $0.2212 per day, so the amount on your bill may vary depending on the number of days in the month. The monthly fee covers collection of food and yard waste from your home, sorting and processing of material, providing cart maintenance and education, bylaw and program support.
If you are an eligible household and have not received your green cart or kitchen pail, please contact Corporate Revenue at 306-975-2400. For more information about green carts, please visit saskatoon.ca/greencart.

Green cart processing facility finalized as part of contingency plan
April 27, 2023 - 11:45am
- Following a public procurement, the City awarded a contract to GPE in September 2020 to provide organics processing services to support the City’s Curbside Organics Program.
- Under the terms of the contract, GPE must be ready to receive materials on May 1, 2023.
- It is the City Administration’s understanding that GPE believed its property - where it planned to process the organic waste - was already within the approved RM zoning because GPE already operates a landfill for solid waste and has for the past nine years at that location south of Saskatoon in the RM of Corman Park.
- The green cart project and contract were progressing for the May 1 start date and it was not until GPE applied to the RM for a routine building permit for its permanent facility (a coverall building) earlier this year that the question of discretionary use arose. The RM administration recommended allowing the discretionary use.
- With the RM Council’s decision to deny GPE’s discretionary use application, the City has an agreement with Loraas to accept and process organics materials on an interim basis starting on Monday while discussions progress with GPE on an alternate plan to fulfill their requirements under the contract.
- With the materials going to Loraas, there is no change to the type of materials that will be accepted and therefore, this plan is still in alignment to meet the City’s waste diversion targets.
- Residents should know that any extra cost of the interim contingency plan will be carried by GPE and not the City.
- The City continues to prepare for the launch of the program next week and collections will not be affected by this RM Council decision.
- All eligible households will have their green carts by the end of this week.
While a verbal agreement had been in place for several weeks, Loraas has finalized an agreement to accept organic waste materials at its facility north of Saskatoon in the RM of Corman Park. This latest move is part of the contingency plan that was pre-set in the green cart contract the City has with Green Prairie Environmental (GPE).
Activating the pre-set contingency plan became necessary following the April 24 RM Council decision to deny the discretionary use application for GPE’s property in Corman Park where it already operates a landfill.
“The City has now finalized the contingency plan for green cart processing. Organics materials will be hauled to Loraas for processing on an interim basis as we continue to work with GPE to confirm alternate plans to fulfill their requirements under the contract,” says Angela Gardiner, General Manager of Utilities & Environment. “Residents should know that any extra cost of the contingency plan will be carried by GPE and not the City. Green cart collections will begin Monday as planned.”
Facts about the green cart processing contract:
City-wide green cart collection will begin next Monday, May 1 for every household that has rollout garbage and recycling carts. Green cart collection will alternate biweekly with black cart collection, so be sure to check your collection calendar. You can check your collection dates, print your calendar or set collection reminders by visiting saskatoon.ca/greencart or downloading the Saskatoon Waste Wizard app.

Zoo animals prepare for cooler temperatures
October 11, 2022 - 1:00pm
Over the next several weeks, visitors to the Saskatoon Forestry Farm Park & Zoo (Zoo) will start to see the Zoo animals preparing for the cooler winter temperatures ahead. Many species including the snow leopard, lynx, bobcats, bison and caribou thrive in cooler temperatures thanks to some very cool natural adaptations.
“Caribou are well adapted to life in cold climates,” says Jeff Mitchell, Zoo Manager. “The herd at the Zoo is already working on developing their dense undercoat made up of ultra-fine fur and a longer overcoat of hollow guard hairs that will keep them warm throughout the winter. Caribou also have large, sharp hooves that act like snowshoes allowing them to walk on top of the snow.”
Other animals like the grizzly bears and prairie dogs, are getting ready to sleep away the cold winter days.
“Mistaya and Koda have started making their beds so to speak,” says Mitchell. “You might see the bears combing through the extra straw and leaves the zookeepers have placed throughout their habitat. Mistaya and Koda like to carefully select each leaf and piece of straw, only taking the best of the best back to their den to make their bed.”
Dingoes Maple and Euci will soon be off-exhibit as the cool weather settles in. While the dingoes love to play in the snow for brief periods of time, they will be spending most of their time in their indoor habitat in favour of warmer temperatures.
A reminder to purchase your 2023 Zoo Season Passes before December 31, 2022 to receive 2022 rates. Zoo Season Passes are available for purchase at the Saskatoon Forestry Farm Park & Zoo or any Leisure Centre.
The Zoo is open daily from 10 a.m. to 4 p.m., visit saskatoon.ca/zoo for more information or to plan your next visit.

New home energy retrofit financing for Saskatoon
October 7, 2022 - 8:15am
Helping Canadians upgrade their homes to be more energy-efficient fights climate change, creates good jobs and helps save on monthly bills.
The Honourable Dan Vandal, Minister of Northern Affairs, Minister for PrairiesCan, and Minister for CanNor, on behalf of the Honourable Jonathan Wilkinson, Minister of Natural Resources, and Mairin Loewen, member of the Board of Directors of the Federation of Canadian Municipalities and councillor at the City of Saskatoon, today announced a $11.1-million investment through the Community Efficiency Financing (CEF) initiative to help implement a home energy retrofit financing program in the City of Saskatoon.
The Saskatoon Home Energy Loan Program is the first Property Assessed Clean Energy (PACE) program in the province, designed to support retrofits for single-family homes by allowing repayment of loans through the property tax system. The program will provide financing for homeowners to undertake a range of measures, including energy efficiency upgrades, renewable energy installations, water conservation measures, electric vehicle (EV) charging stations, and battery storage technology.
The program includes further support for low-income households: waiving its fixed administrative fee, providing certain services and equipment upgrades free of charge, and offering additional rebates. Through its partnership with SaskPower, the city will further support low-income participation in the existing Energy Assistance Program, which offers energy coaching and low-cost upgrades specifically to low-income households. Additionally, the program will encourage Indigenous businesses to participate in the pre-vetted qualified contractor list for the program.
The implementation of the Saskatoon Home Energy Loan Program follows a successful feasibility study, which received a $102,750 grant through the Green Municipal Fund’s (GMF) Community Efficiency Financing initiative to explore various program options and design a PACE residential financing program. The first intake of the loan program was extremely popular and now has a waitlist. The city will consider additional enhancements to the program to better serve homeowners.
The Community Efficiency Financing initiative is offered through the Green Municipal Fund (GMF) delivered by FCM and funded by the Government of Canada. CEF helps communities of all sizes implement innovative local financing programs that directly help homeowners cut their greenhouse gas emissions, make their homes more energy-efficient, comfortable and affordable, while creating local jobs and keeping the local economy moving.
This initiative is one of the ways GMF continues to build on its 20-year record of supporting transformative environmental initiatives at the community level. The Government of Canada has invested $1.65 billion in the GMF since its inception, enabling municipalities to support projects like this that will leverage local resources to drive innovative solutions.
Quotes
“We are working with partners across Saskatchewan to deliver greener buildings and support sustainable economic growth. Today’s announcement with the Federation of Canadian Municipalities will help deliver more efficient and comfortable homes that will lower bills for Canadian families, take action against climate change and create good jobs for workers. The Government of Canada is pleased to support these initiatives.”
The Honourable Jonathan Wilkinson, Minister of Natural Resources
“It’s critically important to have everyone in the climate fight. Municipalities across Canada are doing their part with innovative solutions that create jobs and climate resilience. Green infrastructure investments in Canadian communities will make our air cleaner, our economy stronger, and set us on the path to a net-zero future.”
The Honourable Steven Guilbeault, Minister of Environment and Climate Change
“Families and local governments are taking innovative climate actions in their communities. By investing in programs to help make homes more energy-efficient, we’re creating jobs, fighting climate change and lowering energy bills for families. I want to thank the Federation of Canadian Municipalities and the City of Saskatoon for their innovative approach to fighting climate change and helping families. These are the sort of innovative, locally led climate solutions our government will continue to support.”
The Honourable Dan Vandal, Minister of Northern Affairs, Minister for PrairiesCan, and Minister for CanNor
“Municipalities are on the front lines of climate change and climate action, and communities of all sizes are showing climate leadership at a time when we need it most. The Green Municipal Fund empowers them to get results on the ground. We deliver results with our federal partners – supporting cities like Saskatoon build a greener, more sustainable community, create jobs and helping Canadians make their homes more comfortable and affordable. Together, we are on the path to net-zero.”
Mairin Loewen, member of FCM Board of Directors and councillor, City of Saskatoon
“Saskatoon is the first municipality in Saskatchewan to implement a program like the Home Energy Loan Program. It allows residents to borrow money from the City to make energy efficient retrofits for single-family homes. Whether it goes towards a new furnace, windows, replacing a leaky door, or multiple projects, this program helps citizens save money month-to-month on utility costs, as well as reduce greenhouse gas emissions. This funding will enable us to expand this program, as it was immediately oversubscribed as a pilot project, resulting in a waitlist for residents wanting to make energy efficient improvements to their homes. To address equity, this program allows for the waiving of administrative fees and provides rebates for income-qualified households.”
Charlie Clark, Mayor, City of Saskatoon

Poetry Downtown a project in collaboration with Downtown Saskatoon launches
October 4, 2022 - 11:00am
- to enhance and move forward with Reconciliation
- to provide opportunities for artistic expression in the city centre
- to inspire the public through poetry
- to connect the work of local poets to the community
The Poetry Downtown project features poems from six local poets displayed on the 3rd Avenue poster directories between 19th Street and 23nd Street in Downtown Saskatoon. The theme of the project is Reconciliation.
Launched at the beginning of October, the project will be on display until May 31, 2023. A Call for Submissions was issued in July of 2022. Selected poets and their poem titles are: Robert Benz: The Colour of Sky, Lisa Bird-Wilson: Beside a Residential School, Lauren Klassen: O’ Canada, Mika Lafond: Unapologetic, Jada Morin: it’s always so sad to see, and Jenny Ryan: Sask..
The goals of the project are:
Poetry Downtown was inspired by a challenge from Parliamentary Poet Laureate of Canada Louise Halfe encouraging municipalities to bring poetry to public places.
“In order to walk or run we must first learn to crawl. It is often the first step toward growth. In Cree, pimitācimo, is in itself a loaded word with multiple beginnings. However, simply translated, it means: we crawl into life with our stories,” explains Halfe.
“Art uses our physicality, spirituality, intellect and emotionality to bring forth our visions. It is expressed through literature in poetry, drama, theatre, dance, music, song and paintings. It is never stagnant. All these enhance and challenge our perspectives, they guide us into the inner center of our being, invite us to grow. These are the visions drawn from the artisan well of the artist. In essence we are all artist. It is simply expressed in multiple ways in all disciplines.”
The public is encouraged to walk along 3rd Avenue and reflect on the poetry. The Poetry Downtown project is a partnership with Downtown Saskatoon.

City’s first flood mitigation project complete; new park space open
October 4, 2022 - 10:00am
Dozens of residents in Saskatoon’s Haultain and Queen Elizabeth neighbourhoods can rest a little easier knowing there is less of a likelihood of their properties flooding during intense rainfalls. A new dry storm pond in W.W. Ashley District Park, enjoyed as a newly developed park and sports field during dry weather, officially opened today.
The new dry storm pond is the first of nine to be completed under the Flood Control Strategy (FCS) which was approved by City Council in 2018. The second project is underway right now in Churchill Park and will open in fall 2023. In early 2023, construction will start on a dry storm pond in Weaver Park and six more FCS projects will be built between 2024 and 2027. The Government of Canada has contributed $21.6 million towards Saskatoon’s Flood Control Strategy through the Disaster Mitigation and Adaptation Fund.
“Our Government is proud to be contributing to Saskatoon’s Flood Control Strategy,” said the Honourable Dominic LeBlanc, Minister of Intergovernmental Affairs, Infrastructure and Communities. “By investing in disaster mitigation and adaptation, we are safeguarding Saskatonians’ homes and livelihoods against the natural events brought on by climate change and building more resilient Prairie communities.”
“The W.W. Ashley Park Dry Storm Pond has already proven to be a tremendous success,” said Saskatoon Mayor, Charlie Clark. “During a significant rain event this summer, it prevented flooding in an area of the city that historically experiences floods. It also provides accessible walking paths and retains recreational space and green space when not containing storm water. The City has plans for more dry ponds and will continue work on projects in the Flood Control Strategy to help minimize flooding in the highest risk locations in the city. Through continued partnerships, we’re able to deliver better infrastructure to residents that help mitigate damage from natural events.”
“We have a well thought out strategy in place to ensure all of our projects are built and functioning by 2027,” said Russ Munro, Director of Saskatoon Water. “Flooding is never ideal, but I think we were fortunate to witness how this first flood mitigation project actually ended up exceeding our expectations during the rainstorm on June 20th. It demonstrated these projects are a solution when it comes to protecting neighbourhood homes from being devastated by floods.”
Dry storm ponds hold water that would otherwise cause nearby flooding during intense rainfalls. The water flows into storm drains, then through underground pipes into the dry storm pond, where it then flows toward and empties into the South Saskatchewan River.
Once the FCS projects are completed, the City anticipates seeing a substantial decrease in the amount of neighbourhood flooding in the top 10 highest risk areas of Saskatoon.
For more information about the FCS, visit saskatoon.ca/floodplan.
