The McKercher Drive access ramp to College Drive westbound will be closed on Sunday, April 28, starting at 7:00 a.m. to replace streetlights. Second phase of College Drive Water Main Maintenance Project starts Monday

The first phase of the College Drive Water Main Maintenance Project is nearing completion. The second phase starts on Monday, April 29. Two-way traffic on College Drive will be maintained, but there will be lane reductions on both sides between Clarence and Cumberland avenues. This phase is expected to take approximately 11 weeks to complete, weather permitting and barring any unforeseen circumstances.

City to lower flags in recognition of National Day of Mourning

The National Day of Mourning is observed annually on April 28. In recognition, flags at all City of Saskatoon facilities will fly at half-mast for the day.
The National Day of Mourning was officially recognized by the federal government in 1991 and commemorates workers who have been killed, injured or suffered illness due to workplace-related hazards and incidents. It’s also a day to collectively renew our commitment to improving health and safety in the workplace and to preventing further injuries, illnesses and deaths.
The City of Saskatoon is committed to safety in all we do. The National Day of Mourning is an opportunity to create important awareness about workplace safety and our organization’s commitment to ensure every employee goes home safe and healthy at the end of every workday.

Spring clean-up of park and open space areas starts
April 25, 2024 - 2:00pm
- Park clean-up, consisting mainly of litter control and removal of branches and leaves from turf areas and shrub beds.
- Pumping out the spring run-off in low-lying areas in parks and green spaces.
- Sweeping park-front sidewalks and boulevards where grass, trees and/or flowerpots are located. Full-size street sweepers will follow the same path after to collect the debris left behind on the road.
- Grooming of crusher dust trails in naturalized park areas to remove the ruts from run-off and other winter activities will begin once the trails have fully dried.
- Collecting litter and beginning of mowing cycles to over 400 hectares of open space areas along Circle Drive and other major freeways.
- Emptying of garbage receptacles will increase to at least once a week, beginning May 4.
- The Sports Field program is preparing the above basic sports fields in time for the May 1 start date for the various sport user groups. This includes infield grooming of the softball/baseball diamonds, turf inspection, litter/garbage control and field line painting.
Spring is here, which means City workers are starting to ramp up maintenance activities for the more than 2,000 hectares of park and open spaces in Saskatoon. Seasonal workers returned mid-April and the park clean-up process will continue until mid-May.
Spring park maintenance activities include:
Residents are reminded that a Park Access Permit is required to access private property from a City park to complete all work including landscaping, construction, tree removal, renovations and building a deck, fence or pool. Homeowners and contractors can request a permit by completing the online application form at least one week prior to the date required. Gabriel Dumont Park pedestrian bridge to undergo repairs
April 23, 2024 - 2:00pm
The wooden pedestrian bridge that provides access to Gabriel Dumont Park from Saskatchewan Crescent W will be repaired. On April 11, the Saskatoon Fire Department (SFD) responded to a report of a fire in Gabriel Dumont Park and found the walkway structure in flames. The crew put the fire out and turned the scene over to the City’s Facilities Department, after which time it was reviewed by a bridge engineer.
Following the bridge assessment, the building engineer concluded that the fire had concentrated at the east end of the bridge. Fortunately, the fire did not significantly affect the structural capacity of the bridge and the assessment concluded the walkway bridge does not need to be replaced. Repairs to the bridge will include replacement of approximately 7.5m of floorboards, railings -- including posts -- and the centre wood stringer.
Barring any unforeseen circumstances, an external contractor is scheduled to start work Tuesday, April 30 estimating about two weeks to complete. The railings will be repainted after the bridge repairs are finished.
Pedestrians are asked to avoid the area and follow signage directing them to use an alternate route until the walkway is reopened.
General Manager Lynne Lacroix retires after four decades with the City

- Approval of the Cemeteries Master Plan

After nearly forty-two years of dedicated service to the City of Saskatoon, General Manager Lynne Lacroix is announcing she will retire this summer. Lacroix’s final day of service is yet to be finalized but is expected to occur before the end of July 2024.
“I have loved working for the City throughout my entire career. It has provided me with so many different opportunities and every day, I get to see how the programs, services and infrastructure we provide have an impact on the community,” Lacroix says.
Lynne progressed through increasing levels of leadership during her impressive career with the City. Starting in 1983 as a Lifeguard, she moved on to become an Aquatics Programmer, Facility Planning Coordinator and into management roles including Branch Manager, Community Development, and Director, Recreation & Community Development. Her current and final role at the City was General Manager of the Community Services Division, a position she took on in 2019. Her educational background includes a Bachelor’s Degree in Education from the University of Saskatchewan and Bachelor’s Degree in Business Administration from the University of Athabasca.
As it strives to create a good quality of life in Saskatoon, the Community Services Division provides and delivers a spectrum of programs, services, facilities and amenities that are fundamental to creating the type of community in which people want to live, work, play and visit. The Division experienced many notable successes during her tenure as General Manager, including:
“There is no doubt that our community has greatly benefitted from Lynne’s leadership and ability to build consensus over nearly forty-two years at the City,” says City Manager, Jeff Jorgenson.

College Drive construction may cause delays for Saskatoon Transit routes

A large water main maintenance project on College Drive will restrict driving lanes between Cumberland and Clarence avenues until October. Slow-moving traffic is expected through the area at peak driving times, which may cause delays for Saskatoon Transit routes.
Saskatoon Transit routes to and from downtown via the University Bridge will continue along College Drive; however, outbound bus stops on the south side of College Drive within the construction zone are planned to be closed until mid-August. The lane closures for the work area affect routes 4, 13, 16, 17, 43, 44, 45, 46, 81 and 82.
Riders with stops affected by the work zone may have to use a stop further from their destination. Consider loading your bike on the bus for the extra distance or try an e-scooter.

Road conditions are slushy following spring snowfall

Road conditions are wet and slushy from rain and snow overnight, which is expected to continue today and tomorrow in Saskatoon. City crews were applying de-icing material as required on Circle Drive and other high-speed and high-traffic streets, bridges and intersections throughout the night.
Even with the use of salt to prevent icing, the fluctuation in temperature and wind gusting can create icy conditions. Drivers are reminded to leave extra time for travelling, slow down and be cautious for the morning peak commute.
As it continues snowing, City crews will be grading snow and slush from priority streets and sidewalks today. This slush can freeze and create slippery conditions as temperatures drop overnight.

Woodlawn Cemetery Guidelines for Gravesite Memorials
April 16, 2024 - 11:00am
- Only approved monuments or memorials are considered permanent items and are permitted to remain in the cemetery year-round. All other items placed on a gravesite, flowerbed, monument, or concrete foundation are considered temporary and will be removed periodically.
- Flowers and other items are permitted on the gravesite the day of the burial and will be left for a period of seven calendar days. After this time, items will be removed by the City. Please note, the City does not take responsibility for any removed, damaged, or missing items placed in the cemetery by the public.
- Families may establish a flowerbed at the gravesite upon approval from the Cemetery Office, except for military burials in the Field of Honour and flat marker areas. Annual flowers are allowed, provided they do not hang over the edge of the flowerbed or impede maintenance of adjacent gravesites. Flowerbeds must be approved by the Cemetery Office prior to installation to ensure they are within guidelines.
- Items not allowed in flowerbeds include shrubs, perennials, decorative fencing, rocks, stones, concrete, and breakable or fragile items.
- The City assumes no responsibility for the appearance, maintenance and fall cleanup of approved flowerbeds planted by the public. If flowerbeds are neglected, they will be removed.
As the weather warms, cemetery staff will begin spring cleanup of the cemetery grounds. The City of Saskatoon reminds visitors to the Woodlawn Cemetery of the guidelines in place for gravesite memorials. These guidelines are intended to maintain a pleasant environment and respect the final resting place of loved ones:

Home Energy Loan Program accepting new applications starting May 1, 2024

The City of Saskatoon’s Home Energy Loan Program (HELP) will begin accepting new applications on May 1, 2024, at 6:00 pm, with room for 30-50 new applicants.
HELP provides low interest loans to single-family homeowners for energy efficiency upgrades and renewable energy installations that are repayable through their property taxes. Homeowners are eligible for loans between $1,000 - $60,000, with flexible repayment terms of 5, 10, or 20 years.
The loans are tied to the property, not the person. To be eligible, property owners need to have their property taxes in good standing, and no additional credit checks are needed.
HELP loans are specifically for home energy efficiency upgrades, retrofits, and renewable energy installations. Some of the eligible home upgrades include:
The program has been closed to new applicants since 2023 and is opening now as all waitlisted applications have been processed.
“This popular program has already seen 105 homes upgraded for better energy efficiency,” says Amber Weckworth, Manager of Climate, Strategy, and Data for the City of Saskatoon.
“We have calculated a reduction of 260 tonnes of greenhouse gas emissions per year from renovations completed through the first batch of loans,” says Weckworth. “Reducing barriers for energy upgrades, lowering emissions, supporting local employment and businesses, and reducing utility costs are benefits that this program provides for the community that support broader goals set out by City Council.”
While only 30-50 spots will be available in 2024, new funding was approved by City Council in March 2024 to continue the program for an additional 1-3 years with 100-240 new spots expected to open over the funding period.

Possible odours from construction activities at the landfill
April 15, 2024 - 3:30pm
New landfill gas wells and piping are being installed at the Saskatoon Regional Waste Management Centre (Landfill) to expand the landfill gas well field and to collect more methane from decomposing waste.
This work may temporarily result in some noticeable odours in surrounding areas, depending on wind direction and speed.
Additionally, the work will have no impact on air quality and will not pose health risks to residents. Construction is planned to begin this week and is expected for six weeks.
The Landfill Gas Collection & Power Generation System is currently responsible for reducing over 50,000 tonnes of Greenhouse Gas (GHG) per year; the equivalent of removing over 10,000 vehicles from the roads. When the expansion of the system is complete, the total annual destruction is expected to reach 80,000 tonnes of GHG per year. The system currently produces enough energy to power 1,200 homes each year and creates revenues of approximately $1.3 million for the City from the sale of power to SaskPower.

First phase of College Drive work starts Tuesday

College Drive will see eastbound lane closures between Clarence Avenue and Hospital Drive starting Tuesday, April 16th, for water main maintenance. Two-way traffic will be maintained in the westbound lanes. This work is expected to take two weeks to complete, weather permitting and barring any unforeseen circumstances.
This is the first phase of the College Drive Water Main Maintenance Project underway between Clarence and Cumberland avenues until October. Water main maintenance project starting on College Drive; lane restrictions in place

Drivers will notice lane restrictions on College Drive this week. Crews are laying down temporary above-ground water lines next to the road in preparation for what is anticipated to be a months-long water main maintenance project between Cumberland Avenue and Clarence Avenue. The project will begin next week and wrap up in October.
“Maintenance work on water mains under this section of College Drive is required to continue providing reliable water service,” says Terry Schmidt, General Manager of Transportation and Construction. “The planned maintenance work is a trenchless method where pits are dug at various locations on College Drive, and plastic tubing is inserted into the existing water main to extend the lifespan.”
The project will be phased and completed block-by-block with pits dug in various spots within each work zone. Two-way traffic will always be maintained, however, there will be lane restrictions. Schmidt says drivers can expect delays while this important water infrastructure work takes place.
“Access points to the University of Saskatchewan, Royal University Hospital and Saskatchewan Cancer Centre are located along College Drive. There will be no access restrictions, however, due to anticipated traffic delays, we encourage anyone visiting these locations between now and October to take note and consider allowing extra travel time. From time to time, pedestrians may also be redirected to cross College Drive at different locations.”

City Compost Depot set to open on Monday, April 15

The City’s Compost Depot is set to open in time for spring clean-up. Residents are invited to drop off leaves, grass, sod, topsoil, garden refuse, pumpkins, and non-elm branches, stumps and tree trimmings at no cost. This helps keep yard waste out of the Landfill and produces high-quality, nutrient-rich compost and mulch used in Saskatoon’s parks and community gardens.
In addition to dropping off yard waste, residents are welcome to take part in the Dig-Your-Own program at the West Compost Depot, located at Highway 7 and 11th Street. Residents can self-load up to 1 cubic yard of compost and mulch at no cost, while supplies last. Accessibility will be dictated by site conditions. The Compost Depot is open 7 days a week, including statutory holidays from 9:00 a.m. to 5:50 p.m.
As a result of 2024/2025 Budget Deliberations, the East Compost Depot is permanently closed and no longer providing services to residents.
All loads must be covered when transported within City limits to prevent debris from blowing off vehicles (Waste Bylaw #8310).
The City Compost Depots do NOT accept elm wood, sawdust, treated and untreated lumber, building materials, garbage, or any animal waste/litter. Food waste is also NOT accepted for drop-off at the compost depots; selected food waste may be composted at home and all food waste can be placed in Green Carts. Excess yard waste is welcomed at the West Compost Depot

Cart swaps for smaller black carts begin next week

Nearly 16,000 residents will be welcoming a new smaller black cart to their household this spring. If you requested a smaller black cart before March 1, your new cart will be delivered between April 15 and June 15. The delivery schedule is available online now at saskatoon.ca/cartswap.
Cart swaps will correspond with your regularly scheduled garbage collection day. Make sure to roll out your existing cart on each garbage collection day and leave it out until 6PM during the cart swap window. Existing carts must be left at their collection location (front street or back lane, depending on your address) to be emptied. The smaller cart will not be delivered unless your existing cart is retrieved.
Some neighbourhoods have more carts being delivered than others and will take up to two collection routes to be completed. Check the schedule to find your swap days.
If you missed out on the first cart swap period, there will be another opportunity to swap your cart in the fall with requests being accepted beginning July 8, 2024.

2024 Civic Election campaign financing rules: City Clerk’s Office reminder

- The Campaign Period as defined in the Bylaw begins on June 1 of the year of a general election, ending on the date of the election; in this election year that date is November 13, 2024.
- The Campaign Expenses Period also begins June 1, but runs until December 15, allowing for accommodation and accounting of final expenses.

Saskatoon’s 2024 Civic Election will be held on Wednesday, November 13, 2024. Eligible voters will cast their ballot for Mayor, City Councillors, and Public and Catholic School Board Trustees for the next four-year term of local government.
The City Clerk’s Office reminds any unofficial or prospective municipal election candidates that the The Campaign Disclosure and Spending Limits Bylaw, 2006, outlines the campaign financing rules for the 2024 Civic Election this November:
Campaign expenses, except the allowed activities as defined in the Bylaw, are not to be incurred outside of the Campaign Expenses Period.
Exceptions allowed are for the advance preparation of:
These expenditures may be incurred prior to the Campaign Expenses Period, but they must be recorded and disclosed as campaign expenses in accordance with the Bylaw and the materials or resources are not to be used until the Campaign Period (June 1 to November 13).
The City of Saskatoon has appointed an independent Election Disclosure Complaints Officer to investigate any complaint where a candidate has filed false, misleading or incomplete disclosure of campaign contributions or expenses pursuant to the Bylaw. Following an investigation, the Officer makes a final determination about the validity of complaints and any recommendations of whether prosecution is warranted.
Failing to file the required statement of campaign contributions and expenses may also result in prosecution under the Bylaw.
The Bylaw contains offences and penalties, which include fines and disqualification from office for any candidate who is elected and found to have contravened any provision(s) of the Bylaw.
The City Clerk’s Office recommends anyone interested in running for City Council carefully review the requirements of the Bylaw and The Local Government Election Act, 2015 to avoid any inadvertent violation of the Bylaw and Act which could affect their ability to serve should they be elected.
