Individuals and families experiencing homelessness can visit any of the designated warm-up locations throughout the city.
EMO encourages residents to stay safe during these cold temperatures. Residents can help those most vulnerable by sharing the warm-up locations poster, checking on family, friends and neighbours and by alerting emergency services if you see someone in distress due to the cold.
As always, Saskatoon Transit offers the Safe Bus Program designed to assist anyone, of any age, that needs immediate shelter or needs emergency services. If you need help, flag down or go to a parked bus. Operators can contact emergency services directly & will provide a safe place to wait.
In an emergency, call 911 immediately.

Crews and winter road maintenance equipment ready for snow
January 8, 2024 - 5:00pm
Environment & Climate Change Canada has issued a snowfall warning for Saskatoon, with up to 15 cm of snow expected in Central Saskatchewan. Snow is expected to begin falling around noon on Tuesday, continuing into Wednesday. City crews and contractors are fully prepared to respond to the anticipated snowstorm.
Road conditions can deteriorate with the heavy snow accumulation and blowing snow can cause reduced visibility at times. Drivers should adjust their driving for the road conditions; leave extra room in case you need to stop suddenly and watch for blue and yellow flashing lights on road equipment. Please stay back at least 15 m from winter maintenance equipment.
During the snowfall, City crews will plow Circle Drive and expressways to minimize accumulation and maintain mobility and safety for motorists. Sanders will be applying de-icing material as required, beginning with Circle Drive and other high speed and high traffic streets, bridges and intersections.
At the end of snowfall, if the total snow accumulation is greater than 5 cm, a snow event will be declared. Contractors will join City crews to grade snow along all priority streets within 72 hours of the end of the snowfall. Sidewalks, multi-use pathways, cycle tracks and bike lanes will be cleared within 48 hours of the end of the snowfall.

Residents are reminded to drop off Christmas trees at the Material Recovery Centre
January 5, 2024 - 3:15pm
Residents can drop off live Christmas trees for free at the Sort & Go area at the Material Recovery Centre (MRC) until January 31. The MRC is located at 42 Valley Road, near the landfill and is open daily, seven days a week from 8 a.m. to 4:45 p.m. By diverting your trees away from the landfill, they instead will be chipped and composted or used as mulch.
The previous community-based Christmas tree drop off sites are no longer available for use. The sites have been closed as part of the Council-approved 2024/2025 Multi-Year Business Plan and Budget.
We would like to remind residents that they are only permitted to drop off their Christmas trees at the City-approved depot at the MRC. Thanks for helping us put waste in the right place.

Annual tree maintenance begins in Pleasant Hill and Mayfair
January 5, 2024 - 2:00pm
Starting Monday, January 8, 2024, crews will begin pruning trees on civic property in Pleasant Hill and Mayfair as part of the City's Boulevard Tree Maintenance Program. Tree maintenance operations in these two neighbourhoods will continue until March 31, 2024.
The Boulevard Tree Maintenance Program follows a regular pruning cycle to help preserve the health of the City's tree inventory, as well as to eliminate hazards and provide clearance from buildings, signs, streetlights and utility wires.
Tree maintenance often requires road restrictions. The City reminds pedestrians, cyclists and drivers to ensure safety is a priority by respecting the work zone and obeying all road restrictions and signage.

City looking for witnesses following two overpass hit-and-run incidents
January 5, 2024 - 1:30pm
The City of Saskatoon (City) is reaching out to the community for any information about two collisions that caused damage to separate overpasses during the evening of Wednesday, December 20, 2023.
The first collision happened at around 6:15 p.m. A southbound truck on Idylwyld Drive was hauling a large excavator exceeding height restrictions when the excavator hit and damaged girders underneath the 51st Street overpass.
The second hit-and-run incident happened less than an hour later at around 7:00 p.m. The cloverleaf overpass for Circle Drive above Highway 11 was also hit by a northbound vehicle exceeding height restrictions. This collision exposed reinforcing steel in the concrete and caused the rocky debris to fall, damaging an adjacent vehicle. As noted, the driver responsible for the damage did not remain at the scene.
City engineers have inspected both overpasses, which are safe and remain open to traffic. Damage estimates are not immediately available, however repairs are expected to be in the hundreds of thousands of dollars.
If the responsible driver or drivers are not found, the City will pay for the full cost of repair from the bridge repair reserve fund. Municipalities are unable to submit infrastructure damage insurance claims through SGI, but if the driver is identified, the repair may be covered by their insurance.
The City is asking anyone who may have witnessed these incidents to contact the Saskatoon Police Service at 306-975-8300 and use File Number 24-1119 for the 51st street overpass damage and File Number 23-169644 for the Circle Drive/Highway 11 cloverleaf damage.

Saskatchewan Electric Heat Relief: one-time rebate for SL&P electric heat customers
January 4, 2024 - 7:00am
The Government of Saskatchewan has announced it will remove the carbon charge for utility customers who rely on electric heat as their primary home heating source. As such, the Saskatchewan government has directed SaskPower, the province’s electrical utility, to stop collecting the carbon charge on electric home heating, effective January 1, 2024.
Saskatoon Light & Power (SL&P) has historically set its electrical rates, programs and rebates to match those of SaskPower. This is to ensure consistency and fairness among Saskatoon residents regardless of their service provider, SL&P or SaskPower.
SL&P will also provide equivalent electric heat relief for its customers who use electric heat (typically baseboard heating) as their primary home heating source. For the City of Saskatoon, SaskPower will reimburse this relief to offset the cost of providing the rebate to the City’s customers. The rebate will be cost neutral for SL&P.
“We estimate there are approximately 2,000 SL&P customers in Saskatoon who use electric heat as their primary home heating source,” says Mike Voth, Director of Corporate Revenue. “The majority of Saskatchewan residents will not qualify for this one-time rebate; about 85%, use natural gas heating as the primary source of heat for their home. Corporate Revenue Customer Service will work with customers who contact us to determine if they are eligible.”
Are you an SL&P customer who uses electric heat as your primary home heating source?
If so, you may be eligible for the Saskatchewan Electric Heat Relief rebate. This one-time rebate, calculated on 60% of the carbon charge applied to your total electrical energy consumption from January 1 to April 30, 2024, would appear as a credit on your utility bill before the end of June 2024.
“Heating is estimated to account for up to 60% of power consumed during the winter months for those customers who use electric heat as their primary heating source for their homes. The SL&P one-time rebate aligns with the relief offered by SaskPower,” adds Voth.
How to apply/find out if you are eligible
To apply for and learn if you are eligible for the Saskatchewan Electric Heat Relief one-time rebate for SL&P electric heat customers, please email Revenue@saskatoon.ca or contact Revenue Customer Service at 306-975-2400. Check Map of SL&P Service Area
Federal funding request proposed for city-owned organics processing facility
January 3, 2024 - 4:18pm
City Administration will present an approval report to the Tuesday, January 9 meeting of the Environment, Utilities and Corporate Services Committee (EU&CS) to seek federal funding for a city-owned organics processing facility.
“After early analysis, there are strong indications that building our own organics processing facility is the most cost-effective option in terms of value for residents and benefit for the City,” says Brendan Lemke, Director of Water & Waste Operations. “We’re recommending an application to the Low Carbon Economy Challenge Fund (LCECF), which would cover up to 50 per cent of costs if our application is approved.”
The LCECF aims to reduce greenhouse gas emissions and generate clean growth. Food and yard waste buried in the landfill releases pollution including methane, a powerful greenhouse gas. A city-owned organics processing facility eliminates the release of pollution and instead will create compost that is safe to use in gardens and yards.
A city-owned organics processing facility could also result in lower processing costs when compared with a third-party processing contract. As Lemke notes, federal funding would significantly lower the initial investment cost for the facility.
The city-wide curbside organics (green cart) program launched in May 2023. In 2020, Green Prairie Environmental Ltd. (GPE) was awarded a contract to process organics materials, however, GPE has not fulfilled their obligations under the organics processing contract. As a result, the City requires a new long-term strategy for processing curbside organics. A future decision report will include details on the funding strategy, the facility and its location and stakeholder engagement plans.
More than 17,000 tonnes of organic waste have successfully been diverted from the landfill since the green cart program launch. Organic waste is being composted by the program’s interim processing contractor, Loraas, and not landfilled unless contaminated. The green cart program met diversion projections within the first seven months of the program. The Solid Waste Reduction and Diversion Plan projected green carts would divert 15,000 to 22,000 tonnes per year. To learn more about the green cart program, visit saskatoon.ca/greencart.

New curbside collections routes will be in effect beginning next week. Households with curbside collections have green, blue and black roll-out carts that are collected bi-weekly from the front street or back lane.
Significant changes to collection routes have been made aiming to reduce fuel consumption and create efficiencies to keep costs lower and cut greenhouse gas emissions. Residents can check the collection calendar to make sure they know their new pick-up dates.
Due to these changes, some neighbourhoods will experience longer periods between collections for certain carts at the beginning of January. The City would like to thank residents in advance for their patience as it makes these necessary improvements.

Make a safe choice and ride the bus for free on New Year’s Eve
December 27, 2023 - 10:00am
Saskatoon Transit and SGI have partnered once again to offer free evening bus service on New Year’s Eve.
Free service will be available on Sunday, December 31 from 7 p.m. until 3 a.m. on January 1 (times may vary slightly by route). Registered Access Transit customers can also reserve free service until 2 a.m.
SGI has partnered with local transportation agencies in Regina, Moose Jaw, Prince Albert, and Saskatoon to help minimize the occurrence of driving while under the influence.

Everyone is encouraged to think about using a variety of transportation modes on busy nights like New Year’s Eve. Plan your trip before heading out using the real-time mobile app Transit or Google Maps Transit. Multi-modal options are available to seamlessly integrate trips with Riide or Uber with Transit+. By combining transportation modes wait times and costs can be minimized.
Taking Transit makes transportation on New Year's Eve easier and safer. Leave your car at home and let Transit do the designated driving.

Recreational pond use – ice thickness testing complete
December 27, 2023 - 9:00am
The Saskatoon Fire Department has completed ice thickness testing at storm water retention ponds around the City. The ice must reach a minimum thickness of at least eight inches to be considered safe for public recreational use. All recreational ponds have surpassed the minimum required thickness. Signage has been updated accordingly at each pond.
Residents are reminded to check the posted signage each time they consider using the pond. If the sign displays a green “Skating Permitted” icon, the ice has been confirmed safe to use. Community members who use the ponds for recreational purposes assume all risk and maintenance responsibilities for the ice including shoveling, flooding, as well as user safety.
Only select storm water ponds are designated for recreational use. Please visit www.saskatoon.ca/ponds for a list of ponds permitting winter recreational use and to learn more about the Recreational Uses of Storm Water Retention Ponds policy.

City of Saskatoon advances Active Transportation Plan with Avenue C Project approval
December 21, 2023 - 9:30am
Saskatoon City Council has approved in principle the Connecting Avenue C: Walking and Cycling Improvements project report, which details plans for the All Ages and Abilities (AAA) cycling route.
“The initiative aligns with Saskatoon’s Growth Plan and Active Transportation Plan, focused on cultivating a vibrant, sustainable and accessible community for present and future generations,” says Jay Magus, Director of Transportation.
Avenue C, a north-south route, from Spadina Crescent West to 45th Street West, is slated for a transformative transportation upgrade in three phases, which are aimed at fostering accessibility, comfort, convenience and safety for pedestrians and cyclists.
Improvements will be completed in three phases, with the highest priority segments being completed first. It’s recommended for Spadina Crescent to Jamieson Street to be completed in Phase One, Jamieson Street to 38th Street in Phase Two and 38th Street to 45th Street for Phase Three.
Vehicle travel lanes for the entire proposed stretch are planned to be maintained with varied options for separate Active Transportation pathways. *See Attachments
This project responds to the City’s pledge outlined in the Active Transportation Plan, emphasizing economic, health, environmental, societal and safety benefits that robust active transportation infrastructure brings.
The Connecting Avenue C: Walking and Cycling Improvements project encompasses sidewalks, protected bike lanes, neighbourhood bikeways and shared-use pathways, including safety measures such as curb extensions, raised crosswalks and accessibility ramp installations.
Extensive community involvement occurred across three phases integrated into the design process, reflecting the city's commitment to engaging residents in shaping their environment.
Pending detailed design refinements and funding considerations in upcoming City Council discussions, this project signifies Saskatoon's dedication to creating a more connected and accessible city for its residents.

City Council directs review to remove minimum off-street parking requirements
December 21, 2023 - 7:00am
At the Regular Business meeting on December 20, 2023, City Council voted to direct Administration to review and make recommendations for the removal of minimum parking requirements from the Zoning Bylaw. This will allow developers, homeowners and businesses to decide how much onsite parking to provide on their properties, rather than it being mandated by the City.
“Removal of minimum parking requirements provides flexibility for property owners to make decisions on how to most efficiently use their own land,” says Lesley Anderson, Director of Planning and Development. “While accessible parking and bicycle parking will still be required, removing mandatory minimums as many other cities have done across North America has been shown to reduce permit wait times, improve affordable housing opportunities as space is opened up for more homes, and also supports the City’s goals for sustainability and environmental leadership by reducing regulations that incentivize automobile use and supporting more sustainable transportation options.”
To support the City’s Housing Accelerator Fund Application to the Federal Government, at its Regular Meeting, November 22, 2023, Council approved a motion for City Administration to bring forward a proposed Zoning Bylaw amendment to remove parking requirements from areas defined within the Corridor Areas and report back to a Public Hearing in the first quarter of 2024. Today’s decision directs Administration to develop recommendations for areas across the City and to bring those forward to Committee and Council as required.
“Only off-street parking will be affected by the removal of minimum parking requirements. On-street parking and the Residential Parking Program (RPP) are outside of the scope of this review,” says Anderson. “Impacts for on-street parking will be monitored and will be managed separately.”
Engagement on the removal of parking will be completed in 2024. More information can be found at the project’s Engage page, including more background on parking requirements and an in-depth frequently-asked-questions document on parking.

2024 Saskatoon Light & Power Electrical Rates
Effective January 1, 2024, Saskatoon Light & Power (SL&P) customers will see an increase in the Carbon Charge rate on their utility bills. For residential customers, the increase will vary depending on their electrical consumption but will amount to 0.3% on average. This is a result of the Carbon Tax on emissions from electricity generation, which was established in 2019 and has increased annually. The Carbon Charge rate is applied on a kilowatt-hour (kWh) basis.
The City has historically set its rates to match those established by SaskPower. This is to ensure there are no inequities between utility customers regardless of where their property is located, within the SL&P franchise area or SaskPower’s.

Recreational pond use – ice thickness testing in progress
December 20, 2023 - 11:00am
The Saskatoon Fire Department (SFD) is currently testing and monitoring ice thickness at storm water retention ponds around the city to verify their safety and integrity for recreational use.
The ice must reach a minimum thickness of at least eight inches to be considered safe for public recreational activities such as skating, broomball and hockey. Signage posted at each pond will indicate whether the pond is safe for recreational use. When the ice thickness reaches a minimum of eight inches and is considered safe, SFD will replace the “No Skating” symbol on site signs with a “Skating Permitted” image. While ice testing is underway, community members are asked to remain off storm pond ice surfaces until signage indicates the pond is safe to use.
As the weather continues to sporadically warm and cool, SFD would like to caution the public of changing ice conditions. Residents are reminded to check the posted signage each time they consider using the pond. Community members are advised to always exercise an elevated level of caution when around any large body of water. Keep a close watch on children and pets when visiting trails, parks, or off-leash areas that may run adjacent to a storm water retention pond. Community members who use the ponds for recreational purposes assume all risk and maintenance responsibilities for the ice including shoveling, flooding, as well as user safety.
Only select storm water ponds are designated for recreational use. Please visit saskatoon.ca/ponds for a list of ponds permitting winter recreational use and to learn more about the Recreational Uses of Storm Water Retention Ponds policy.
